About the organization
In situations of armed conflict and violence, Geneva Call, as a neutral, impartial and independent international humanitarian organization, is committed to strengthening respect for humanitarian norms and principles by armed groups and de facto authorities, with the aim of to improve the protection of civilians.
Geneva Call is currently focusing its efforts on the following thematic areas, within the framework of international humanitarian standards – the prohibition of the use of anti-personnel mines, the protection of children and education, the prohibition of sexual violence and gender discrimination, prohibition of forced displacement, protection of cultural heritage, food security, humanitarian access and protection of health care – all in the context of armed conflict and violence .
Geneva Call operations in the DRC have focused on improving the protection of civilians in North Kivu since 2014 and in Ituri since August 2023.
Role :
The MEAL Officer will be responsible for monitoring, evaluation, accountability and learning (MEAL) activities of the DRC programs. The MEAL Officer contributes to the overall quality of the program through strategic planning and implementation of all MEAL processes and activities necessary to improve the quality of Geneva Call programs and ensuring systematic reporting to document the results and impact of interventions on the protection of civilians. The MEAL officer is directly responsible for the evaluation, quality control and accountability of Geneva Call’s engagement work in the DRC. He/she is also responsible for designing MEAL tools, data collection, analysis, reporting and monitoring in collaboration with project teams.
General job description and main activities
Monitoring – Evaluation – Accountability – Learning
- Support project teams to ensure appropriate data collection and management, including cleaning and validation.
- Develop MEAL plans for projects based on logical frameworks and project indicators.
- Conduct overall project monitoring, including field visits to verify data.
- Contribute to the development of monitoring and evaluation tools, including impact studies, baseline surveys, monitoring systems, data analysis and report writing.
- Support project teams to integrate the results of monitoring and evaluation efforts and feedback from beneficiaries into project implementation
- With the support of program team colleagues, provide high quality project information to internal and external stakeholders, knowing how to extract relevant data for reporting needs.

Compliance
- Remains involved in verification procedures and concerns at all times while working with partners, suppliers, stakeholders in close coordination with the Support Coordinator.
- Attend and represent Geneva Call at conferences, seminars and other forums of interest to the organization.

- Selection criteria
Education
- Master’s degree in social sciences, humanitarian and/or development studies, communications or a relevant field.
Professional experience
- Minimum 3 years of equivalent professional experience as a MEAL officer in a humanitarian organization.
- Proven experience working on the ground with INGOs in countries affected by conflict and crises and in emergency contexts;
- Proven experience and good command of the context of the area of assignment (DRC);
- Having worked in areas with strong security turbulence, preferably with the presence of armed groups and de facto authorities, would be an asset.
Technical skills
- Advanced organizational and analytical skills;
- Understanding of proposal management, including project design and proposal writing;
- Familiarity with standard grant management tools, such as logical frameworks;
- Knowledge of monitoring and evaluation related to the implementation of projects, both for daily monitoring and for measuring results and impacts;
- Ability to design, implement and evaluate data collection and analysis tools;
- Good command of Excel, Word, PPT, KoBo Toolbox and PowerBI or equivalent.
Personal skills
- Ability to think critically and produce high quality reports and analyses;
- Strong interpersonal, communication and leadership skills.
- Ability to work under pressure;
- Willing to travel frequently to conflict zones
- Able to handle multiple tasks simultaneously.
LANGUAGES
- Fluency in French, both written and spoken
- Knowledge of local dialects (Swahili, etc.) desired.
- Fluency in English would be an asset
