Introduction

The Danish Council for Refugees (DRC in acronym, for Danish Refugee Council) was founded in Denmark in 1956 and has since become an international humanitarian organisation with more than 7,000 employees and 8,000 volunteers. Headquartered in Copenhagen, and present in 40 countries, DRC is a non-governmental, non-profit, politically neutral, independent and non-denominational’aide organization.

1. Context

Under the direction of the regional office in Dakar and in close connection with interventions in the neighbouring Central African Republic (CAR), the, DRC began operations in Cameroon in 2017 by addressing the humanitarian needs of CAR refugees and vulnerable Cameroonians in the Adamawa region. Currently, DRC operates a main office in Meiganga and two sub-offices in Djohong (the Adamaoua region) and Garoua-Boulai (the Eastern region). In early 2019, DRC also initiated operations in the Southwest region to provide assistance to meet the basic food needs of populations, including, d’abris and protection in rural and hard to reach areas. In 2023, DRC initiated an intervention in the Logone-et-Chari department,at the’Extreme Nord with the priority of seeking solutions to the root causes of inter-communal conflicts through programming on peacebuilding and resilience. DRC works with various local partners in Cameroon and is gradually increasing its financial support to Cameroonian civil society organizations.

2. Object

Under the direct supervision of the Kousseri-based Project Manager, the (the) Programme Officer is responsible(e) to provide technical support and follow-up of the activities implemented within the framework of the project as well as to support the partner in its planning, implementation and monitoring of activities. The Officer Programme will be responsible for technically supporting’ activities in various sectors, namely: peacebuilding, protection, economic recovery, and governance.

3. Responsibilities

Project planning, implementation and monitoring

  • Support the Project Manager in the planning and effective implementation of activities, including the submission of weekly, monthly schedules etc and in collaboration with the partner…
  • Support the Project Manager in the preparation of weekly, monthly,’activities reports, sitreps, newsletter and other donor reports
  • Develop Terms of Reference for specific activities at the request of the Project Manager and in collaboration with the’ Programme team of Yaounde and the partner
  • Supervise and ensure the training and accompaniment of the staff of the partner for the implementation of’activities in accordance with the joint’action plan
  • Coordinate the development of’outils and’organization of various DRC related activities as described in the project proposal and on request of the Project Manager
  • Contribute to the development of’ monitoring tools for project activities (DRC and/or partner) and support the project-related MEAL activities in order to ensure effective operational monitoring

Technical support to the partner

  • Provide technical support to partner staff in the implementation of project activities (including identification of capacity gaps and capacity building opportunities).
  • Support the Project Manager to provide technical support and personal technical supervision of the partner during the implementation of project activities.
  • Carry out the first review of documents and reports submitted by the partner and provide support for the’improvement before submission to the Project Manager

Coordination & representation

  • Ensure ongoing collaboration between the departments of DRC to support the effective implementation of the project.
  • Ensure coordination and’integration of project teams in communities and’s ensure that communities are informed and sensitized.
  • Replace Project Manager to represent DRC in external coordination meetings and instances where appropriate.

4. Qualifications required

  • Bac + 3 degree in law, social sciences, political sciences, international development, or other relevant field (includes certificates, etc.).
  • 2 Years minimum of humanitarian experience, with experience in the field of humanitarian intervention within’an international NGO, a UN agency or a ministry of the sectors of intervention’ DRC.
  • At least 2 years of practical experience in project management.
  • Experience and proven knowledge in one or more technical areas of DRC intervention’ – protection, conflict management/peacebuilding, economic recovery.
  • Strong experience working in partnership with civil society organisations.
  • Demonstrated leadership and personnel management skills.
  • Commitment to learning and implementing organizational policies and procedures.
  • Excellent command of MS Word, Excel and PowerPoint.
  • Total professional mastery of French. Mastery of’anglais and/or’a local language is an asset.
  • Experience / knowledge of the field (Logone-et-Chari) preferable.

Key interactions : DRC staff and partners, local populations, other humanitarian actors operating in the area.

5. General regulations

  • The employee must follow DRC’s instructions for safety, confidentiality and ethical guidelines, including the code of conduct and humanitarian accountability framework
  • The employee must not engage in any other paid activity during the term of the DRC contract without prior authorization
  • The employee shall not engage in any activity that could adversely affect DRC or the implementation of any project during the term of the DRC contract
  • The employee shall not grant media interviews or post photos related to DRC programs or share other materials without prior authorization
  • The employee must return all equipment loaned by DRC to perform the work after the end of the contract period or upon request by DRC.
