The Danish Refugee Council is one of the world’s leading humanitarian NGOs, working in over 40 countries to provide appropriate assistance and protection to refugees, asylum seekers, internally displaced persons, returnees, people on the move and vulnerable local population/host communities. DRC is currently seeking a highly qualified Meal Officer based in Zulia, Venezuela.

About the work:

DRC is managing its operations in Venezuela, led by the country office in Caracas and three field offices located in the states of Sucre, Apure and Zulia. DRC Venezuela is implementing activities such as protection monitoring, legal assistance, individual protection assistance for PWSN, briefings for PoC, prevention of human trafficking, rehabilitation of health infrastructure and food security.

The MEAL Officer (OMEAL) has as its main objective to support the implementation of the program quality monitoring and evaluation strategy, in accordance with internal indicators, donor indicators, and monitoring and evaluation principles, through the use of data collection tools. Its functions include carrying out operational activities to monitor indicators, report and control means of verification, and support in the collection of community data, as well as in the compilation of lessons learned and the management of the request, complaint and claim mechanism (MPQR). Under the technical supervision of the MEAL Leader, the OMEAL will work in coordination with the Programmatic Leaders, the base chief of Santa Bárbara del Zulia, and with the support of the national office in Caracas to implement monitoring activities, in line with the MEAL strategy.

Responsibilities

Monitoring:

  • Support the implementation of the MEAL strategy in humanitarian programs at the bases where DRC and its partners implement activities.
  • Carry out quantitative and qualitative data collection activities.
  • Ensure adequate data collection in studies conducted by the organization.
  • Support the design and testing of monitoring tools to be used in activities and attendance.
  • Collaborate in the implementation of evaluation methodologies for DRC programs and its partners.
  • Ensure that beneficiaries are treated with respect, confidentiality and informed consent during monitoring activities.
  • Verify the activities carried out on the ground.
  • Conduct regular visits to support technical teams on the ground.

Reporting and information management:

  • Report the progress of the indicators to the Base Manager, grassroots sector leaders and the MEAL team in Caracas.
  • Submit weekly and monthly reports to the national MEAL unit, highlighting achievements and challenges in monitoring.
  • Prepare periodic monitoring reports to ensure that programs have accurate and useful data for project development.
  • Participate in internal evaluation of the program at the grassroots level.

Accountability:

  • Ensure that activities comply with DRC’s principles of accountability to communities and its partners.
  • Ensure proper use of the verification means established for each humanitarian programme of DRC and its partners.
  • Support the implementation of the DRC Venezuela feedback and complaints mechanism (MPQR) as a focal point.
  • Conduct information sessions on the MPQR.
  • Refer cases to grassroots program leaders.
  • Knowledge of Project Indicators:
  • Periodically review the indicators of the projects carried out at the base.

Management and articulation:

  • Collaborate with the information management (IM) unit in the management of assigned databases.
  • Support the IM unit in the design of programmatic surveys.
  • Act as focal point with DRC partners in the use of data management tools and MEAL/IM activities.

Experience and technical skills:

  • Minimum of 2 years experience in MEAL/IM related activities.
  • Advanced knowledge of the Office suite, especially Excel.
  • Familiarity with information gathering tools such as KOBO, ODK, MoDa, among others.
  • Experience creating dashboards in PowerBI, Tableau, Looker Studio, among others.
  • Willingness and ability to learn.
  • Advanced skills in statistics and information management.
  • Experience in working and interacting with partners and/or donors.
  • Train the survey team in the use of the tools proposed by DRC.
  • High professional ethics.
  • Work experience in national or international NGOs is an advantage.

Education (Include certificates and licenses):

  • Professionals in engineering, statistics, mathematics, economics, social sciences or related fields.

Desirable:

  • Intermediate level of English.
  • Skills to work in multidisciplinary teams and to create a collaborative environment.
