JOB DESCRIPTION

In August 2024, USIP’s Latin America Program (LAP) launched the “Multisectoral Dialogues to Address Social Conflict” project in Alta Verapaz, Guatemala, under an Interagency Agreement (IAA) with the U.S. Department of State’s Bureau of International Narcotics and Law Enforcement Affairs (INL) for a period of two years.

The Project Officer will be based in Cobán, Alta Verapaz, Guatemala and will be the point of contact with three selected municipalities, coordinating all activities related to the dialogues and multiple key stakeholders such as local government authorities, local civil society, indigenous communities, National Civil Police, local business sector and local religious leaders, for the duration of the project. The Project Officer will help identify stakeholders, develop and maintain contact with local and national actors, provide context analysis and coordinate all project activities. The Project Officer will also help supervise various contractors and coordinate with consultants, researchers and facilitators involved in this project.

The Project Officer will report to the Project Manager, who will lead the project from Cobán, Alta Verapaz, Guatemala.

This is a full-time position as a personal services contractor, host country national, based in Cobán, Alta Verapaz, Guatemala, with regional travel.

RESPONSIBILITIES

Project Management:
* Contribute to the identification of key actors in social conflicts in Alta Verapaz.
* Develop and maintain contact with all necessary local actors in the three selected municipalities.
* Supervise the selected research team that will conduct community assessments in Alta Verapaz.
* Coordinate all activities in the three selected municipalities with stakeholders such as local government officials, civil society, the National Civil Police, the business sector, religious leaders, and indigenous communities.
* Support the Project Manager to build and strengthen the relationship with the National Civil Police in Cobán and the Ministry of the Interior in Guatemala City.
* Provide a context analysis on the evolution of conflict situations in the three selected municipalities as well as in Alta Verapaz.
* Co-facilitate workshops and dialogues in the three selected municipalities with stakeholders.
* Supervise various contractors and coordinate with consultants, researchers, and facilitators participating in this project.
* Frequent national travel to municipalities.

Performs other tasks as assigned.

QUALIFICATIONS
* A bachelor’s degree in international affairs, political science, social science, peace and conflict resolution studies, or a related field is required;
* Six (6) or more years of professional experience, especially related to the coordination of complex programs.
* Excellent research, writing, and analytical skills and knowledge in thematic areas.
* Proficiency in English and Spanish is required. Oral and written proficiency in Spanish. English is preferred but not required.
* Demonstrated knowledge in Guatemala, particularly in the department of Alta Verapaz, of regional social, political, and economic dynamics.
* Two (2) or more years of relevant experience in the field within the focus region.
* Demonstrated ability to develop effective working relationships and strong interpersonal skills, including cross-cultural communication.
* Excellent oral and written communication skills.
* Strong organizational and detail-oriented style with the ability to work both independently and collaboratively.
