Job Overview

The OPD Capacity Strengthening Coordinator provides efficient coordinated delivery of the OPD strengthening project through supporting the lead implementing partner in delivering capacity development support to six OPDs. This position will oversee capacity building and technical support to OPDs, ensuring optimum utilization of resources and leveraging relationship with CSOs and government stakeholders to deliver on the project objectives. The incumbent will support activities such as training, coaching, and materials review/adaptation to ensure assigned project activities are implemented per project guidelines and donor standards.

Based:

Harare – Zimbabwe, with occasional field travels.

Salary range:

The salary offered will be competitive, dependent on skills and experience, as well as country of location. We offer a local contract.

Responsibilities and Duties

Capacity Development

Organizational development

  1. Support the lead implementing partner in ensuring that OPDs have strengthened internal governance, transparency and organizational support functions to meaningfully contribute to policy dialogue at all levels promoting inclusion of the rights of persons with disabilities, particularly women and youth.
  2. Support the enhancement of OPD’ capacity to anticipate and respond to humanitarian crises in (DiDRR)
  3. Provide technical support in the development of OPD capacity improvement plans
  4. Facilitate and support the development of Strategic Plans for OPDs and their annual reviews
  5. Provide technical guidance to the implementing partner and OPDs on establishment of Ward based disability committees.
  6. Support the production of draft shadow report on UNCRPD
  7. Support the training of communities on DiDRR and come up with inclusive action plans.

Skills Development

  1. Increased awareness on rights and governance amongst youth and women with disabilities.
  2. Support OPDs with innovate mobilization approaches for youth and women with disabilities.

Policy Advocacy and Engagement

Policy Advocacy

  1. Cultivate partnerships between OPDs, CSO networks and policy makers, and ensure the elevation of disability inclusion issues in the development and implementation of policies.
  2. Engage with OPDs, CSOs and policy makers in the EU- CSO network.
  3. Provide technical leadership in the production and publishing of position papers or policy briefs

Policy dialogues

  1. Support the lead implementing partner in ensuring that OPDs meaningfully contribute to policy dialogue at all levels.

Project Management and reporting

Monitoring and Evaluation

  1. Support the implementing partners with project management, ensuring that implementation is in line with scope, cost, time and quality.
  2. Provide technical leadership in all related project research which entails Baseline and Endline Evaluation Surveys,
  3. Support the consolidation and production of project reports, including reviewing and guiding the IP in the production of accurate and high quality project reports.
  4. Lead in the development and establishment of MOUs with sub-partners and ensuring effective management of relationships and collaborations for quality results.

Coordination and communication

  1. Ensure Coordination of meetings and IDD commemorations at district and provincial level.

Budget Management

  1. Provide technical support to the implementation partner to prepare and track budget expenditures.
  2. Any other duty as assigned by your supervisor.

Understands the incident management framework and their first responder role in recording, responding, and reporting incidents.

Understands the survivor-centred approach and how to apply it when receiving a complaint or responding to an incident. Knows local support services available in the community or region, and how to engage them.

Skills

Able to listen and accurately document reported concerns and complaints. Able to respect the confidentiality of safeguarding allegations. Able to appropriately apply the survivor-centred approach.

Behaviours

Treats the survivor and others involved in an incident with dignity and respect.

Be assertive in implementing the initial incident response protocols by gaining the trust and cooperation of parties involved.

Person Specification

Experience

  1. Strong ability to provide qualitative disability inclusion reports and analysis;
  2. Experience working on EU funded projects will be an added advantage
  3. Solid work experience in the disability field-minimum of 3 years is desirable.
  4. Relevant work experience engaging with organizations of persons with disabilities – providing technical advice and coaching.
  5. Strong experience and knowledge of disability inclusion and the rights of people with disabilities

  1. A degree in Development, Social and Disability studies or equivalent
