Counterpart is accepting CVs for an OGP Advisor for the USAID-funded Strengthening Democratic Governance (SDG) Activity in Honduras. The purpose of the Activity is to build the systemic accountability and responsiveness of the Government of Honduras (GOH) to citizens, while strengthening civil society to increase trust, safeguard human rights, and incentivize Hondurans to remain in their country and participate in their democracy. The first SDG work order aims to 1) Improve the capacity for effective governance, transparency, accountability and response to citizens by the institutions of the Government of Honduras; and 2) Provide localization, learning, adaptation, tracking, and information gathering support services to implement activities for all SDG work orders and goals.
Under the supervision of the Objective 3 Lead/Work Order Component 2 Lead, the Open Government Partnership (OGP) Advisor will provide ongoing assistance to the OGP Program Support Unit. to support the implementation of the OGP Fifth National Action Plan (NAP), as well as advise the SDG Activity on all matters related to OGP support.
The OGP Advisor position is full-time based in Tegucigalpa, Honduras, with possible trips to other municipalities where the project is executed, such as San Pedro de Sula.
Responsibilities
- Proactively manage relationships and communications with stakeholders related to the OGP Fifth NAP, including the OGP Support Unit, the OGP Parliamentary Working Group (AGAH) and the Transparency and Anti-Corruption Secretariat (STLCC).
- Work closely with the OGP Program Support Unit to identify areas of support for the OGP NAP Project.
- Foster collaboration with other government agencies, civil society organizations and private sector entities to create synergies and strengthen the global impact of the OGP NAP.
- Assist stakeholders in developing strategies to effectively deliver on OGP NAP recommendations and action points.
- Regularly monitor and report on OGP NAP implementation updates and related matters.
- Carry out periodic evaluations of implemented actions, collecting information from interested parties and recommending adjustments to improve results.
- Based on contextual updates, advise the SDG Activity on strategies to effectively support the OGP initiative with relevant stakeholders.
- Promote an inclusive process for the implementation of the OGP NAP that considers the perspectives and needs of marginalized and vulnerable populations.
- Stay well informed of global best practices in open government and innovation initiatives and share ideas with the OGP Program Support Unit for possible integration into the national action plan.
- Work closely with the SDG Activity team to contribute to the timely submission of reports and updates related to OGP support.

Qualifications
- University degree in international development, international relations, political science, economics, law, social sciences or a relevant field.
- A minimum of ten (10) years of related experience in developing or influencing anti-corruption policies and in supporting or advising public institutions to carry out anti-corruption reforms.
- In-depth knowledge of the OGP’s fifth NAP is required.
- Experience managing networks and/or relationships with multiple stakeholders.
- Experience in conflict management will be an advantage.
- Experience in development projects funded by donors, preferably USAID, will be an advantage.
- Excellent organizational and analytical skills.
- Fluency in spoken and written Spanish. Advanced knowledge of oral and written communication in the English language will be an advantage.
