JOB CONTEXT:

Humanitarian situation in Ukraine :

Heavy fighting and shelling continue across several towns and cities in Ukraine, with increasing human cost and humanitarian consequence. Most of these casualties were caused by the use of explosive weapons with a wide impact area. Reports of civilians trapped in towns and cities under shelling continue. Inside Ukraine, severe essential health supplies, fuel and cash shortages are reported, with heightened insecurity affecting access to basic services. Population movement remains fluid and according to latest figures by UNHCR, close to 900,000 people have now fled Ukraine to neighbouring countries, while over 100,000 have so far been internally displaced. Real figures are considerably higher as corroboration is ongoing, albeit with delays and security challenges.

HI is re-opening a two-country program covering Ukraine and Moldova. In Ukraine, HI aims at intervening in the West and East of the country, adapting modalities of intervention to the various and diverging contexts of implementation. Aligning itself with the priorities of the Ukraine Flash Appeal, HI pillars of interventions are the following:

· Health: HI aims to improve access to quality physical rehabilitation and mental health and psychosocial services (MHPSS) for conflict-affected vulnerable population. To this extent, HI will conduct direct health service provision to persons with injuries or disabilities while also strengthening the capacity of existing health structures.

· Protection: Recent and ongoing attacks dangerously exacerbated Explosive Ordnance (EO) contamination in Ukraine, HI will conduct a multi-pronged approach to EO risk education, adaptable to the evolution of the conflict and humanitarian. In addition, HI will not only ensure that persons with disabilities receive tailored services throughout its intervention, but will also foster a disability- inclusive humanitarian response. Additionally, HI will guarantee protection mainstreaming and referrals to multisector services for vulnerable IDPs and members of the host community.

· Basic needs: to respond to the most acute needs for displaced households hosted by the local population or living in collective centers, HI will ensure they have access to sufficient and appropriate hygiene and Non-Food Items (NFI), including tailored items responding to the specific needs of infants, older persons and persons with disabilities. To this extend, HI will tailor its intervention modalities upon household and individual needs whilst considering local market capacities in various geographical areas. An approach including in-kind donations, vouchers and/or cash-based transfer will be designed at early stage of the project, in line with the evolution of the specific context.

· Humanitarian-to-humanitarian logistics: HI will propose to emergency stakeholders mutualized storage and transportation to ensure delivery of emergency in-kinds as close as possible to the most affected populations.

OBJECTIVES OF THE POSITION:

Atlas Logistique is an operational unit of Humanity & Inclusion (HI) that specializes in logistics services and supply chain management for humanitarian organizations. Overall objectives: Overall management of ATLAS Logistique common transport and storage services, Capacity Building for all the stakeholders. Ensure the smooth operation, quality and accountability of the project to users and donors. Reinforce autonomy of the team. Explore opportunities of development/Evolution of ATLAS program in Ukraine. Enhance an agile set up providing standby storage and transport capacities to the humanitarian community in order to respond to any evolution of the conflict in Ukraine. Scout for new storage capacities to adapt to the humanitarian response; deploy transportable storage capacities if needed. Set-up a last mile delivery hub for the eastern region. See other opportunities to develop this service in other parts of the country if needed. Coordinate with all the coordination actors and agencies to streamline the humanitarian effort. Enhance overall Ukrainian logistics information analysis, insure information sharing to the humanitarian community.

Position based in Vinnytsia (relocation inside the country possible depending on the evolution of the situation) with possible movements to new storage facilities. Vinnytsia is a large city far away from the frontline. The airport and a military facility have been targeted once since the beginning of the conflict. Shops bars and restaurants are running normally. Several NGOs have already set up offices in the city.

YOUR MISSION:

As operation manager Atlas Logistics, you report directly to the country direct or the HI Operations Manager, with functional links to the Atlas Deployment manager (HQ), and you are responsible for:

You will lead the analysis of the needs of the humanitarian community in terms of humanitarian access and supplies, manage relations and partnerships with all aid agencies and donors. You participate and represents AL in logistics coordination forums and logistics cluster. You are responsible for the diagnosis, operational design, management and monitoring of new Atlas Logistique field projects, as well as pilot projects structuring AL’s development. You actively participate in the fundraising of AL projects and write or contribute to the writing of narratives and budgetary packages for AL project proposals. You support the Programme managers in the integration of tools and processes specific to AL.

You main responsibilities will be :

  • Strategic implementation of Atlas programming
  • Donors & coordination representation
  • Internal coherent coordination of the project and consistent management of the project’s teams in liaison with the mission’s logistics, administrative, financial and security services
  • Compliance with the security regulations and legal frameworks in place on the mission and ensuring compliance on the part of your teams
  • Production of the project’s proposal
  • Insure funding sustainability
  • Identify and analyze the overall humanitarian community needs to ensure that the project meets these needs and fill the gaps

YOUR PROFILE:

• You hold a degree related to the job such as humanitarian action, political science, international relationships

• You have generalist background with experience/interests in aid delivery issues

• You have at least 3 years of experience in humanitarian project management

• You have successful experiences in methodological support for project design and management, successful negotiation experience in a complex political environment

• You have proven managerial and representation experience

• You have experiences in designing and producing project proposals

• You know how to take a step back and be reactive in your decision-making

• You are able to analyse humanitarian issues at national and local level

• Oral and written English is mandatory

o Medical coverage with 50% of employee contribution **

o Repatriation insurance paid by HI**

· Salary from 2860 € gross/month upon experience

· Perdiem: 550 € net/month – paid in the field

· Hardship: 500 € net/month paid with your salary

· Paid leaves: 25 days per year;

· R&R: every 8 weeks

· Position unaccompanied

· Housing: taken in charge by HI
