Operational Data Analyst (CST Level I) At World Food Programme

BACKGROUND AND PURPOSE OF THE ASSIGNMENT: WFP is currently providing food assistance to over 900,000 refugees in Cox’s Bazar, Bangladesh. The unique political context of the Cox’s Bazar response has resulted in multiple identity registries, which has created significant challenges related to data management, consistency, and triangulation.

As the response has stabilized and transitioned away from emergency programming, the demand for digital solutions that allow for more effective, more efficient, and more accurate programme design, delivery, and tracking has significantly increased. To meet this demand, WFP Cox’s Bazar is striving towards a clear data governance framework, responsible data management, and a coherent digital strategy to streamline digital services for WFP’s internal programmes (e.g., food assistance, self-reliance, disaster risk resilience, etc.). The Operational Data Analyst will be responsible for providing technical expertise in establishing a data governance framework, data management principles, and a sustainable data management system that allows for large-scale pooling of structured data and analytical operations. In addition, the Operational Data Analyst should increase data literacy across the operation and strength the capacity of our national staff. Finally, the Operational Data Analyst should be able to maintain and enhance the multiple dashboards and analysis already created, and to develop new products as per the necessities of the management and other relevant units.

ACCOUNTABILITIES/RESPONSIBILITIES:

The Operational Data Analyst will report to the head of VAM and work closely with the M&E team, Digital Solutions, Building Blocks, SCOPE, and all programme units.

Project design

⦁ Work with the Digital Solutions, HQ application development team, and programme units to process and present data in ways to help stakeholders make better decisions ⦁ Define requirements and objectives for locally developed data products, liaising closely with relevant stakeholders, including business functions, development and architecture teams ⦁ Work with the data architecture team and relevant business units to define and document business rules and logic that drive the design and development of data solutions ⦁ Provide quality assurance of imported data, working with relevant stakeholders ⦁ Provide applied technical expertise on data storage structures, data mining, and data cleansing

Project implementation

⦁ Design and establish WFP Cox’s Bazar data warehouse and ETL tool ⦁ Manage and design the analytical environment, including data sources, analytical models, security, and metadata in line with WFP corporate guidelines ⦁ Provide technical guidance in visualization and analysis from single or multiple systems ⦁ Develop scripts to process structured and unstructured data, as necessary ⦁ Create visualizations and maintain them as required

Training and Support ⦁ Train end users on delivered analytical tools and dashboards to ensure knowledge handover to relevant business teams ⦁ Use project management skills to ensure that relevant teams and individuals are consulted and involved in decision making at key points and that all decisions made are clearly documented and communicated ⦁ Report progress and issues to all relevant stakeholders ⦁ Provide support as required to Knowledge and Information Management team and Digital Solutions team

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education: University Degree (Bachelor’s or Master or equivalent) in Computer Science, Mathematics, Physics, Data Management, Statistics, Information Management, or other relevant discipline.

Experience: At least 3 years or more of relevant progressive work experience in information management, information systems, web management, data management, GIS mapping, data visualization, or project management.

Knowledge & Skills:

Data storing and retrieving skills on cloud platforms. ⦁ Experience using visualization tools (preferably Tableau) and setting up dashboards. ⦁ Ability to capture requirements and translate into insights. ⦁ Familiarity with various ETL tools is desirable. ⦁ Advanced SQL skills. ⦁ Knowledge of Python and/or R. ⦁ Proven experience working in a busy analytical environment and handling complex analysis.

Languages: Fluency (level C) in English language
