Operational Human Resources Manager – Dakar – Senegal – M/F At ALIMA

POSITION TYPOLOGY

Mission location : Dakar, Senegal with field trips (50% of the time).

FUNCTIONAL AND HIERARCHICAL LINKS

You work under the responsibility of the Human Resources Director (HRD) and are part of the HR department management team as head of the Operational HR department.

You technically supervise a team made up of 4 HR Desk Representatives who are under the hierarchical responsibility of the program managers (in the operations department).

MAIN MISSIONS AND ACTIVITIES

You are a strategic operations partner and a. essential player in the human resources department. You are responsible for identifying HR issues on our sites and proposing appropriate solutions. You provide support and advice to the 4 HR representatives whom you supervise functionally.

To this end, you are in charge of:

  • Manage HR forecasts for expatriates in quantity and quality
  • Manage and implement policies, procedures and tools to effectively support operations.
  • Ensure the size and composition of field teams taking into account the constraints linked to the operating environment.
  • Ensure, with the team of HR desk referents, the implementation of HR procedures, policies and tools in the field.
  • Organize the collection of relevant HR information in order to feed the management tools.
  • Contribute to strengthening initiatives aimed at increasing international mobility, particularly secondments (temporary international mobility of local staff with previously identified potential) and ALLUR (Emergency Alliance: deployment of an internal network to respond to emergencies and opening of new projects).
  • Organize the capitalization, sharing and dissemination of good HR practices with a view to achieving ALIMA’s operational and strategic objectives.
  • Develop a risk management culture (HR, social, legal, financial, etc.) on missions.
  • Contribute to the definition, implementation and monitoring of a policy aimed at guaranteeing the well-being and safety of employees in the field, responsible for implementing projects.
  • Contribute to guaranteeing employees a healthy and safe working environment, promoting development.
  • Guarantee the consistency of the organization of work and contribute to the definition of a coherent and attractive remuneration policy at mission level.
  • Ensure the monitoring and analysis of operational HR indicators and ensure regular reporting.

The list of tasks is not exhaustive. The Operational HR Manager may be required to carry out other tasks depending on the needs of the project

PROTECTION OF BENEFICIARIES AND COMMUNITY MEMBERS

Level 3: The position holder is responsible for the application of HR processes and may be required to make field visits. She or he may therefore be in contact with children and/or vulnerable adults. Therefore, a criminal record check or presentation of a certificate of good conduct will be necessary. In situations where it is impossible to provide a criminal record or a certificate of good conduct, a sworn declaration will be requested.

EXPERIENCES and QUALITIES

Formation

University degree (minimum Bac +5) in human resources management, HR development, law, administration or equivalent. Master’s degree in HR strongly desired.

Experience

  • Significant experience in field HR positions in international humanitarian NGOs and in particular in HR coordination positions with a significant HR component.
  • Professional experience in a responsible HR position at headquarters level is strongly desired.
  • Minimum 3 years of experience managing a team of 3 to 5 people.
  • Experience in a multicultural team and/or in an international organization.

  • Excellent team management skills on a technical and managerial level.
  • Very good capacity for analysis and synthesis

CONDITIONS

Duration and type of contract : CDI under Senegalese law

Starting position : as soon as possible

Salary: Salary scale Dakar Headquarters – Net monthly salary between €3,150 and €3,500 depending on experience and family composition.
