The Opportunity:
- Provide technical capacity to HAC General Commissioner’s Office and priority functions to support strategic reform of policies governing humanitarian action in Sudan to improve the effectiveness and efficiency of humanitarian operations – including but not exclusively reform of the General Directory of Procedures and other related directives, Technical Agreements, and the Humanitarian related laws and regulations ( Voluntary Work Law (2006).
- Support the HAC General Commissioner in their engagement with other ministries, State Commissioners and external stakeholders through drafting of briefing material and other relevant support to be determined by the HAC General Commissioner or his delegates.
- Support HAC’s engagement on humanitarian issues and principles with other relevant ministries, state entities, humanitarian partners and where relevant regional bodies.
- Support increased harmonisation across HAC at both the Federal and State Level and support the streamlining of procedures to enhance the efficiency of humanitarian and development operations.
- Ensure adequate consultation with NGOs and other humanitarian partners, who are the primary implementers of humanitarian response in Sudan, to ensure the needs and realities of NGO partners implementing projects inform strategic decisions and policy reform on humanitarian and development issues.
- Build relationships and enhance collaboration between all stakeholders involved in Humanitarian and development response in Sudan informed by the Principles of Partnership. Through all activities and tasks, foster a spirit of trust and collaboration in humanitarian action across relevant actors.
- Strive to promote Humanitarian Principles and International Humanitarian Law and where possible advice on how domestic policies and procedures could be better aligned with such internationally binding legal instruments.
- Conduct mapping of capacity building needs and develop workplan in collaboration with relevant staff, how the identified capacity gaps are to be addressed.
- Adhere to and demonstrate leadership in relation to Save the Children policies and practice with respect to child safeguarding, code of conduct, equal opportunities and other relevant policies and procedures.
Essential:
- Comprehensive understanding of International Humanitarian Law and Humanitarian Principles, including how to manage application of these in complex and challenging contexts.
- Strong understanding of the role of authorities in regulating and facilitating effective humanitarian action.
- Prior experience of working for an international NGO at a senior programme level, preferably including contexts outside of Sudan.
- A high level of written and spoken Arabic and English.
- Excellent communication skills, with capacity to tailor communicate with a diverse range of people.
- Ability to write clear and well-argued documents.
- Exceptional political and cultural sensitivity with an abundance of patience, tact and diplomacy.
Desirable:
- Bachelors or higher level degree in Law and/or experience in preparing legislature.
- Strong understanding of humanitarian coordination architecture and experience of coordination in complex emergencies.
