United Nations Mine Action Service (UNMAS) is a division of the Office of Rule of Law and Security Institutions (OROLSI) in the Department of Peacekeeping Operations (DPKO). UNMAS is mandated by the United Nations General Assembly (RES/68/72) to ensure an effective, proactive and coordinated response to the problem posed by a wide range of explosive hazards. Legislative mandates also recognize UNMAS technical expertise in responding to threats posed by unsecured and unsafe conventional weapons and ammunition stockpiles. As an office within DPKO, UNMAS supports peacekeeping and special political missions in accordance with Security Council mandates.
UNMAS as a component of the United Nations Support Office in Somalia (UNSOS) provides explosive hazard management capacities, including mitigation, to AMISOM as part of a logistical support package. Non-lethal tactical advice and analysis is delivered by UNMAS technical advisors located in each AMISOM Sector Headquarters and at AMISOM Force Headquarters, who support AMISOM planning and operations. UNMAS support includes both enabling (“operate in spite of IEDs”) and response (“defeat the device”). As a component of the UN Mission in Somalia (UNSOM) UNMAS also supports the Federal Government of Somalia, including the Somali Police Force, Somali Explosive Management Authority and National Security Advisor.
The UNOPS Peace and Security Cluster (PSC) supports and facilitates the work of United Nations Mine Action Service (UNMAS), other UN partners, and Governments in some 18 countries and territories affected by explosive-hazards. The UNOPS PSC provides specialized project management services to efficiently support UNMAS in delivering essential work on the ground in emergency, post-conflict and peacekeeping environments with the aim of promoting peace and security, protecting civilians and ensuring long lasting human security.
The Operations Analyst will work under the direct supervision of the AMISOM Support Project Sector Operations Officer. S/he will undertake the following responsibilities and duties as follows:
Advisory Role:
Assist Sector Operations Officer to advise Sector Commander and his staffs on the explosive hazard threat, in the sector, to better inform mobility planning processes.
Collate information about explosive hazard threats in the Sector Area of Operation (AoR), to provide up-to-date analysis.
Analyze the data/incidents and provide advisory support to the sector, with recommendations, when essential, in coordination with Force Head Quarters (FHQ) Operations and Fusion Cell.
Carry out needs assessment and identify relevant training or mentoring support for AMISOM troops in the sector.
Facilitate explosive hazard awareness courses for AMISOM, in the Sector Headquarters (SHQ) and in Forward Operating Bases (FOB).
In close coordination with Sector Operations Officer, conduct regular assessments of the availability of AMISOM EOD teams in the Sector.
Identify gaps and issues in the EOD support operational activities conducted by AMISOM.
Assist Sector Operations Officer to co-ordinate with the AMISOM Sector Commander, Sector Engineer and their operation staffs to implement all operational tasking including EOD/IEDD
callout response; additionally, providing operational and technical planning and advice to the AMISOM Sector Commander.
Provide route analysis, mapping, current IED threats, possible Vulnerable Areas (VA’s) and Vulnerable Points such as choke points, bridges, etc.
Conduct visits and assessments in the FOBs and provide updated IED threat pictures and advisory support on FOB enhancement and explosive threat mitigation.
Draft reports, inputs and technical documents, for the sector, to be sent to AMISOM Support Project FHQ Operations, when required.
Inform AMISOM Support Project FHQ Operations about significant events and IED incidents;
Support Sector Operations Officer to prepare training and equipment plan.
Provide inputs in support of development of AMISOM doctrine and Tactics, Techniques and Procedures (TTP’s) pertaining to explosive hazard mitigation.
Ensure the effective information flow between SHQ and AMISOM Force Headquarters (FHQ) in IED threat mitigation matters.
Act as the Sector focal point for MEU activities, ensuring collaboration with the AMISOM Support Project MEU in Mogadishu.
In close coordination with Sector Operations Officer, provide recommendations to the Sector
Commanders on appropriate deployment of contracted assets.
Representation, Coordination and Administration:
Act as an OIC during the absence of Sector Operations Officer.
Establish solid working relationship with AMISOM and other relevant stakeholders, including AU Police, local government, Somali National Army, Somali Police Forces and contractors.
Assist the Operations Officer to facilitate IED Threat Mitigation coordination meeting.
Conduct all necessary coordination, on training, advisory and equipment support, regarding explosive hazards mitigation.
Represent our client in different meetings in the sector, including security meetings, and prepare meeting minutes, to send to AMISOM Support Project FHQ operations.
Support Sector Operations Officer to oversee all client operations, training and mentoring in the Sector.
Provide administrative support to Sector client office.
Provide co-ordination support to all client operational activities for all client Somalia projects in the Sector.
Assist in the preparation of Sector reports, newsletters and briefings.
Draft for approval weekly Sector workplans, inputs and any other relevant documentation.
Assist in preparation of weekly and ad hoc reports on operational activities.
Maintain the Sector operational database for equipment’s and vehicles ensuring the operational readiness.
Coordinate with our client Logistics and transport office, when required to affect the speedy repair of any unserviceable vehicle and equipment; ensuring that all necessary documentation is completed.
In close coordination with Sector Operations Officer, assist in the implementation of the training and mentoring plan to support AMISOM operations.
Maintain client explosive store in accordance with our clieny SOP’s and in collaboration with the AMISOM Support Project Technical Support Officer.
Other tasks as directed by the Sector Operations Officer, FHQ Operations Officer and Project Manager.
Requirements
A first level University degree (Bachelor’s Degree or equivalent) with a minimum of two years of relevant experience is required; OR
High School (Secondary or equivalent) with six years of relevant experience is required.
Relevant experience is defined as experience in Project Management, Project Administration, Project Development, Administration Support, Programme Management or business administration.
Within relevant experience a minimum of one year experience working in an international organization is required;
Experience in report writing is required;
Experince in preparying and conducting presentations is required;
Experince in conducting training and capacity building is desired.
EOD/IED experience or experience in Explosiv Threat Militgation is desired.
Computer literacy is required.
Fluency in English (speaking, reading and writing) is required.
