Operations and Human Resources Manager At Chemonics

Background

The Libya Economic Acceleration Project (LEAP/Aqfuz) is a newly awarded USAID program implemented by Chemonics International. The goal of the program is to promote inclusive private sector-led growth throughout southern Libya, increasing economic resilience while putting new future opportunities in reach for a diverse group of stakeholders. LEAP/Aqfuz will enhance entrepreneurship skills, provide firm-level assistance, provide technical and vocational training, and strengthen the capacity of business development service providers.

Purpose

The Operations and Human Resources Manager will be responsible for a wide range of management, reporting, contractual, administrative, and personnel responsibilities while working under the direct supervision of the Operations and Finance Lead. They will help design and provide upkeep for all administrative systems to ensure quality control of project administration and full compliance and conformity with USAID rules and regulations, Chemonics’ best practices and policies, and Libyan laws. They will supervise the Finance and Administration Assistant.

The Operations and Human Resources Manager will report to the Operations and Finance Lead.

Responsibilities

  • Manage the day-to-day functions of the LEAP office in the areas of operations and human resources.
  • Manage all operations, including, but not limited to, talent management, staff engagement, staffing and resourcing, performance management, staff recognition, and events, budgeting, and financial management
  • Manage the project-wide recruitment process, including, but not limited to, posting ads, screening candidates, participating in panel interviews, managing the biodata completion process, and negotiating salary offers.
  • Ensure all program hiring and personnel management actions and benefits conform to Chemonics’ policies, best practices, USAID rules and regulations, and local labor law.
  • Responsible for personnel file management, including overseeing the office vacation/leave tracker.
  • In coordination with the Chief of Party and Operations and Finance Lead, design and implement staff care and training activities.
  • Manage local insurance contracts for property and health plans.
  • Responsible for fully understanding the project’s personnel policies and providing training and orientation to new staff on these policies.
  • Ensure that a complete and thorough inventory of all project property is up to date, that all office equipment is well-maintained, and that there is an adequate supply of consumables available in the office.
  • Ensure that vendors are honoring maintenance contract terms.
  • Oversee petty cash management.
  • Undertake other duties as assigned by supervisor.

Qualifications

    • A bachelor’s degree is required. – A minimum of three years of experience in operations, finance, human resources, and managing and coordinating logistics needs. – Knowledge of Libyan registration, labor law, and other relevant laws and regulations are preferred. – Familiarity with USAID policies and procedures regarding human resources, financial management, financial reporting, procurement processes, systems, and grants management. – Ability to work professionally and cordially with fellow staff members, visitors, and partner institutions, including international and local NGOs, governmental entities, support organizations, and the general public. – Ability to work independently with minimal supervision, – Ability to prioritize multiple work assignments in a fast-paced environment.
  • Experience working in Libya or other North African, Middle Eastern, or Sahel countries undergoing transition is highly desired.
  • Demonstrated working knowledge of MS Word, MS Excel, and other basic computer applications.
  • Ability to communicate verbally and in writing effectively, prioritize tasks, and meet deadlines consistently. An ability to multitask and work under pressure is desired.
  • Fluency in both Arabic and English is required.
