The association
Founded in 1980 by Sister Emmanuelle to provide protection and education to the world’s most vulnerable children, Asmae is an independent, secular association recognized as being of public utility. Present in 8 countries: Egypt, Lebanon, the Philippines, India, Madagascar, Burkina Faso, Ivory Coast, and France, Asmae supports local stakeholders while also acting at the institutional level. The Asmae – Association Sœur Emmanuelle teams, in France and internationally, continue its work in accordance with the values and methods inherited from its founder: listening and proximity, pragmatism, taking differences into account, professionalism, and reciprocity.
The position
Under the supervision of the Country Director (CD) based in Antananarivo, the Operations and Partnerships Manager oversees the management of the Antsirabe office in all aspects, both programmatic and support, ensures project coordination by managing the monitoring of support actions with local partners and by facilitating partnership relations and represents Asmae in the Vakinankaratra Region with the authorities.
He/she participates in the deployment of the intervention strategy through the coordination of projects implemented by the operational teams attached to him/her (7 people) and proposes the development axes of Asmae’s intervention in the country. He/she manages the human resources placed under his/her responsibility.
He/she applies local security rules and contributes to the analysis of the security context.
1. Implementation of Asmae’s intervention strategy and cross-cutting initiatives
• Contributes to the identification of geographical orientations and by area of intervention for the development of Asmae’s intervention in the country, and more particularly in the Vakinankaratra Region;
• Participates in the development of strategic and operational planning (intervention strategy by area of intervention, forecast budget, annual action plan, etc.);
• Ensures the monitoring and evaluation of Asmae’s intervention strategy in its area, in conjunction with the monitoring and evaluation officer;
• Is responsible for the design and drafting of projects as well as funding requests;
• Ensures the coordination of Asmae’s intervention in Antsirabe with the Asmae country office;
• Proposes, organizes and/or participates in thematic groups with local, national and international actors working in the field of education, child protection and training and professional integration of young people in the country;
• Participates in the organization of visits by headquarters staff, donors, association partners and institutional stakeholders;
• Coordinates and contributes to the implementation of cross-functional activities in conjunction with the management of the International Action Pole programs at headquarters and in collaboration/consultation with the RPP based in Antananarivo.
2. Regional coordination of projects and partnerships
• Ensures the proper implementation of projects: supervises the operational and financial monitoring of projects implemented in compliance with donor rules and Asmae procedures;
• Is in charge of partnership dynamics: proposes, initiates and monitors partnership relations (prospecting, opening, contractualization, closing, etc.);
• Carry out regular monitoring visits to local partners, provide support and advice and mobilize adequate resources, in line with the action plan and the Country Budget;
• Supervises the management of dedicated collective bodies within the framework of the projects implemented (steering committees, networking);
• Coordinates and validates narrative and financial reports to donors and contributes to the smooth running of project evaluations;
• Facilitates the work of the project monitoring and evaluation officer.
3. Financial and budgetary management
• Participates in the development of the country budget, in line with the intervention strategy and in compliance with internal procedures;
• Contributes to the development of project budgets, in conjunction with the administrative and financial department as well as partners and in compliance with donor procedures;
• Ensures consistency between operational monitoring and financial monitoring of projects;
• Ensures with the Regional Office Assistant, in conjunction with the administrative and financial department and the DP, the management of the Antsirabe bank account;
• Contributes to the preparation and smooth running of financial audits of projects, in conjunction with the administrative and financial department.
4. Human resources management
• Provides supervision to the team under his/her responsibility (regional office assistant, driver/logistics assistant, project managers and technical advisors) and participates in identifying support needs and strengthening the team for the successful implementation of actions/projects as well as in identifying and mobilizing the related means and resources;
• Ensures the facilitation of team meetings;
• Contributes to the recruitment and integration of employees assigned to the Region;
• Contributes to the compliance of Asmae’s practices with the country’s regulatory framework;
• Ensures compliance with and implementation of security rules, carries out the delegated missions of the Country Director.
5. Management of logistics and general services for the Antsirabe office
• Supervises the logistics of the office in Antsirabe with the support of the regional office assistant;
• Supervises travel management and fleet management;
• Ensures security monitoring in its intervention zone;
• Participates in purchasing management, ensuring compliance with lessor requirements.
Your profile
• Master’s level in international cooperation, organizational management or equivalent;
• At least five years of professional experience in the management and coordination of development projects funded by international donors;
• Significant experience in managing an office and partnership relations with local associations (opening, support, disengagement);
• Experience in project management in the areas of education, child protection and/or socio-professional integration of young people;
• Experience in HR management;
• Experience in monitoring and evaluation;
• Excellent command of French (oral/written) and command of English preferred;
• Excellent writing and synthesis skills;
• Appetite for support and capacity building;
• Strong autonomy and initiative.
Terms
– Fixed-term contract under Malagasy law, full-time (40 hours/week), duration 12 months
– Available immediately
– Remuneration: between 3,625,000 ariary and 3,875,000 ariary gross monthly (depending on profile and experience)
– Position based in Antsirabe
