CARE – INNOVATE – TOGETHER: Since its creation in 2009, ALIMA has treated more than 10 million patients, and today deploys its operations in 12 African countries. In 2021, we developed more than 60 humanitarian medical response projects to meet the needs of populations affected by conflicts, epidemics and extreme poverty. All of these projects support national health authorities through nearly 357 health structures (including 45 hospitals and 312 health centers). We work in partnership, particularly with local NGOs, whenever possible to ensure that our patients benefit from expertise where it is located, whether in their country or the rest of the world. Furthermore, to improve the humanitarian response, we are carrying out operational and clinical research projects, particularly to combat malnutrition and viral hemorrhagic fevers.

THE ALIMA TEAM: More than 2,000 people currently work for ALIMA. The field teams, closest to the patients, receive their support from the coordination teams generally based in the capital of the countries of intervention. They receive support from the 4 desk teams and the emergency and openings service team based at the operational headquarters in Dakar, Senegal. The Paris and New York teams are actively working on fundraising and representing ALIMA.

The rest of the ALIMA Galaxy includes individuals and partner teams who work on behalf of other organizations such as the medical NGOs BEFEN, Alerte Santé, SOS Médecins, KEOOGO, AMCP-SP, the research organizations PAC-CI, Inserm , the Universities of Bordeaux or Copenhagen, the NGO Solidarités International and many others.

OUR COUNTRIES OF INTERVENTION: Burkina Faso, Cameroon, Guinea, Mali, Mauritania, Niger, Nigeria, Central African Republic, Democratic Republic of Congo, Chad, Sudan, Ethiopia, Ukraine.

OUR PROJECT THEMES: Malnutrition, Maternal Health, Primary Health, Pediatrics, Malaria, Epidemics (Ebola, Cholera, Measles, Coronavirus, Lassa Fever), Research, Hospitalization, Emergencies, Gender-Based Violence, vaccinations, mental health, etc. .

ALIMA promotes and defends the principles of fundamental human rights. ALIMA has a zero tolerance approach towards people guilty of acts of gender-based and sexual violence as well as towards inaction in the face of alleged or proven acts of violence. The protection of those benefiting and impacted by our intervention is our top priority in everything we do. Anyone collaborating with ALIMA undertakes to:

  • Respect the charter, the code of conduct, institutional policies including the policy for protection against abuse of power and gender-based and sexual violence, the policy for the prevention of corruption and fraud;
  • Report any violation of policies, framework documents and procedures to a superior, a supervisor, a referent.

ALIMA in Dakar and some figures

Alima, a French NGO, established its operational headquarters in Dakar in 2011. Around a hundred people are based there, including other directors, to provide support for our operations in our 13 intervention missions. The entire headquarters financial team is also located in Dakar.

POSITION LOCATION : Position based in Dakar, Senegal with a distribution of 60% Dakar and 40% field visit.

FUNCTIONAL AND HIERARCHICAL LINKS

Technical supervisor : Finance Operations Manager (Technical Referent)

Line manager: Desk Program Manager

He (she) works closely with : The COFIN/COFIRH (financial/HR coordinators) of the countries he/she covers as well as all the members of the coordinations. He/she also collaborates with the accounting department, treasury department and internal audit department of Headquarters

MAIN MISSION

This financial profile works at the Alima headquarters, based in Dakar, within a DESK, made up of Program Manager, medical referent, logistics referent, HR referent, relationship manager with donors, to support missions in the control of financial resources for operations, in particular by controlling the entire project budget process, in compliance with Donor rules.

He/she is responsible for the preparation and consolidated monitoring of the budgets of the countries he/she covers in order to ensure quality reporting.

He/she carries out quality control missions in our projects in order to supervise the management of the contracts for which he/she is responsible, and also improve the general financial management of the missions.

He/she is available to provide COFIN or Fin Desk GAPs.

MAIN ACTIVITIES

Budget management

  • Supports missions for the development of annual budgets (Internal ALIMA) and budgets for donors.
  • Manages budgetary monitoring, with the contribution of COFIN/COFIRH in order to provide budgetary visibility and budgetary readability at all levels: projects, coordination, Desk, HQ, Donors.
  • Consolidates financial reporting and provides a quality report to donors.
  • Responsible for alerting on risks around budget control in the donor context
  • Analysis of budgets, linked to cost structure and linked to activities and beneficiaries (cost/patient).

Quality and risk management

  • Participates in the development of procedures and management tools that improve financial management in missions.
  • Analyzes and improves internal control over the missions he/she covers by carrying out support missions, in order to ensure the proper application of ALIMA procedures, in order to prevent risks of loss of resources, and reputational risks .
  • Regular control of accounting, the quality of accounting documents, cash management of the countries he/she covers
  • Responsible for controlling financial risks and informing them if necessary to enable corrective actions, communicating and finding solutions with the Desk, Management and donors.
  • Prevent audit risks as much as possible through good control and sharing of lessor rules. To do this, he/she supports the preparation of audit missions (landlord or internal) and the development of response files and justifications requested by the auditors.

Human Resources Management

  • Participates in the recruitment of COFINs (Financial Coordinators) and Mission Administrators.
  • Trains members of coordination and projects on financial procedures, budget control and the donor environment.
  • Identifies, with the contribution of COFIN/COFIRH, competent staff for their professional progression.

SKILLS and EXPERIENCES

Level of study

  • Bac+5, Financial Management

Experiences

The expected years of experience are at least:

  • 5 years in financial management
  • 5 years in humanitarian context and management of public donors
  • Expertise of donors (DG ECHO, BHA, AFD, DEVCO, etc.)
  • Demonstrated ability to master computer management tools (SAGA, Excel, ODOO, etc.)
  • Demonstrated ability to work in a multicultural context.
  • Demonstrated trainer abilities.

Language Knowledge

Fluency in French (read, written, spoken) and English is essential.

TERMS

Duration and type of contract : CDI under Senegalese law

Starting position : As soon as possible

Salary : €3,000 net (indicative) and it depends on family composition
