Background

iMMAP implements a Third-Party Monitoring (TPM) project funded by the US Department of State Office for Weapon Removal and Abatement (WRA) with the purpose of monitoring and verifying U.S. funded Conventional Weapons Destruction activities in Ukraine at regularly scheduled intervals to confirm the accuracy of PM/WRA implementing partners’ reports and the compliance with the terms and conditions of their respective agreements or contracts.

Scope of Work

Under the line management of the TPM Field Team Lead and the functional management of the Operations Coordinator, the Operations/Logistics Manager will ensure the smooth functioning of all day-to-day operations to achieve program goals while ensuring that all the necessary systems, policies, and procedures are rolled out, understood, and implemented by the relevant staff. S/He will oversee the timely arrangement of logistics, procurement, and security and directly manage the members of his team.

Description of Duties

  • Organize logistics and administrative support for the program.
  • Define the needs of administrative and logistics personnel at his/her base, and recruit according to the resources allocated.
  • Oversee and ensure efficient fleet management, driver schedules, vehicle usage reports, vehicle maintenance, and driver service agreements in collaboration with the Operations Coordinator.
  • Work with the Operations Coordinator to develop and update procurement plans to ensure realistic lead times and delivery to meet program work-plan timelines.
  • Train, support and evaluate the administrative and logistic team at his/her assignment base.
  • Plan and direct the activities of the administrative and logistics team.
  • Lead meetings for the administrative and logistics teams.
  • Support, manage and train the members of his team.
  • Assist the TPM Field Team Lead in the implementation of the security procedures.
  • Ensure all Operational services are cost-effective, efficient, and transparent.
  • Perform other duties as required.

Requirements

Education

  • University degree in business administration, finance, logistics or a relevant field

Experience

  • With at least 3 years of work experience in the Operations field.
  • Experience in the management of budgets and the ability to prepare timely, complete, and accurate reports is an asset.

Soft skills

  • Flexible and adaptable to any situation.
  • Ability to work independently while under pressure and during long hours.
  • Excellent work habits with a willingness to work in a multicultural environment.
  • Excellent organizational skills, including proven ability in administration, finance, and logistics.
  • Excellent communication skills, including drafting documents.

Programmes

Excellent computer skills in Windows and Microsoft Office.
