Context of the organization

Founded in 2011, International NGO Safety Organisation (INSO) is an international non-governmental organisation that supports humanitarian actors in security matters by establishing security coordination platforms in risky contexts.

INSO provides registered NGOs with a range of free services to its partners, including real-time incident tracking, analytical reporting, security-related data and mapping, crisis management support, staff orientations and training.

INSO provides daily support to more than 1,200 NGOs in 17 of the world’s most insecure countries.

INSO is registered in the Netherlands with its headquarters in The Hague, the international city of peace and justice.

INSO Haiti Mission

Present in Haiti since June 2022, INSO gradually launched its services during 2023 and now has more than 70 partners (national and international NGOs, as well as 6 members of the Red Cross and Red Crescent movement).

INSO Haiti is based in Port-au-Prince and covers the entire country. An antenna in the northern zone of the country was opened in July 2024.

In Haiti, INSO supports partner NGOs to enable the delivery of aid to the most vulnerable populations, by providing them with advice and analysis on the local situation, support for crisis management, training on access and security while facilitating NGO coordination and advocacy for humanitarian access.

Job Summary

INSO in Haiti is looking for an experienced person to join the team as an Operations Manager (OM) based in Port-au-Prince and mobile throughout the country.

Reporting to the Country Director and in conjunction with the relevant departments at headquarters, you will be responsible for managing all operational functions, including human resources, logistics, purchasing, administration, audits and security.

Main responsibilities

Supply and logistics

  • Oversee the implementation of procurement processes in compliance with internal and donor rules to prevent fraud and corruption
  • Carry out monitoring of goods and services markets and regular supplier checks
  • Manage and implement INSO’s fleet policy

Human resources

  • Lead all HR related processes
  • Implement and monitor INSO personnel and HR regulations
  • Prepare monthly payroll for national staff

Legal and Compliance Aspects

  • File and maintain all necessary legal and regulatory documents with national authorities, oversee administration related to country registration as well as staff visas and work permits
  • Develop and monitor control systems to prevent violations of legal guidelines and internal policies

Management of premises and equipment

  • Prepare and maintain leases and contracts with suppliers
  • Equip and maintain all staff facilities and vehicles
  • Establish and maintain a central asset registry

Safety and Security

  • In coordination with the Global Safety & Risk Manager, maintain the Country Security Management Plan (CSMP) and the Security Risk Assessment (SRA)
  • Ensure all staff, consultants and visitors are informed of country safety protocols

Job Requirements

  • A Master’s degree in a relevant field, awarded by a recognized university establishment
  • Perfect command of French, knowledge of English (written and spoken)
  • 5 years of progressive experience in the field of operations, including at least 2 years in an NGO and at an equivalent position and level of responsibility
  • Problem-solving, solution-oriented and strategic mindset, able to manage multiple priorities and meet deadlines
  • Proficiency in MS Office programs and experience in database management

Desired characteristics

  • Knowledge of lessor rules and requirements on logistical issues
  • Prior experience with INSO or knowledge of INSO and its mandate are assets
  • Knowledge of Haiti

Terms and Conditions

12 month contract. Monthly salary of €5000 per month, 4 calendar days of annual leave per month worked, 7 days of R&R every 2 months with an allowance of €1250, accommodation, comprehensive medical coverage (USA excluded) and life insurance included.
