JOB CONTEXT:
The Syrian crisis is the greatest humanitarian crisis of the last 20 years. According to the latest UN figures, about 11.7 million people are currently affected by the crisis in Syria, including about 6 million IDPs, while over 5 million Syrians have sought refuge in neighbouring countries or in Europe. The current humanitarian response only provides a patchy and partial coverage of the growing humanitarian needs. Nine years after the beginning of the crisis, the number of injured persons in Syria keeps rising, with a severe lack of healthcare in many areas. In large areas of the country, the local economy is in bad shape local populations and IDPs are in need of livelihoods assistance. The inclusion of the most vulnerable, including persons with disabilities, in the humanitarian response remains a major concern.
HI is managing a large humanitarian program from three different hubs, along four main pillars:
- Support to health partners (hospitals, psychosocial support centers, local NGOs) for the provision of multidisciplinary rehabilitation services (physical rehabilitation, psychosocial support and/or prosthetics and orthotics) and standalone psychosocial support services, through training, technical supervisions and donations of assistive devices and/or equipment;
- Education to the risks and effects caused by conventional weapons (including mines, explosive remnants of war and small arms light weapons) and non-technical survey of hazardous areas;
- Livelihoods assistance, with a combination of cash for work, vocational training, small grants for businesses and apprenticeships;
- Training and technical support to other humanitarian actors on the inclusion of persons with disabilities and other vulnerable persons in the humanitarian response (with a special focus on inclusive health and inclusive livelihoods).
The actual intervention is based on a mix of remote management of national teams, remote partnerships with local structures and organizations, and direct implementation programs.
YOUR MISSION:
Under the Hub Manager you, as Operations Manager, contribute within the country where you are based to the implementation of the mandate and the 10-year strategy of Humanity & Inclusion. You ensure optimal quality and impact of the projects implemented in the country, through a delegation system with appropriate control mechanisms. You share with all HI managers the responsibility of a sound management and successful functioning of the global organization, through paradigm changes. You will be managing PM health &RE in one base, PM Health and PM Inclusion in another base.
Mission 1 : Management

- You are also a coach by giving meaning to each management action and encouraging your team to innovate and be risk-taking. You contribute to the development of your staff
Mission 2 : Strategy and steering
- You contribute to the development of the programme operational strategy, and to its implementation and annual monitoring
- You implement the project part of the Programme’s Operational Strategy
- You contribute to organisational transformation, particularly through changes to managerial practices, continuous improvement, and contribute to the improvement of working processes
Mission 3 : Standards and expertise
- You ensure deployment and compliance with HI global frameworks, institutional policies and standards
Mission 4 : Operational implementation
- You ensure the sound management and monitoring of projects under his/her responsibility**
- You keep both potential opportunities and risks in mind, contribute to the monitoring and analysis done by the line manager, and propose mitigation measures where relevant
- You develop HI’s external influence (forums, operational and strategic alliances, etc) and the external representation of the organisation (events, media) in your area of responsibility
- You coordinate the teams in your area
Mission 5 : Emergency Preparedness and Response
- You lead the emergency preparedness actions in your department and, in the event of an emergency, reorganize the priorities of your team according to the humanitarian priority, in order to ensure a quick and efficient response by HI**
YOUR PROFILE:
- You hold a degree related to the job such as humanitarian action, political science, international relationships, project management…
- You have at least 5 years of working experience as humanitarian worker with progressive increase in responsibilities
- You have at least 4 years of professional project management experience
- You have proven managerial and representation experience
- You are able to help your team members to progress and gain in autonomy
- You feel comfortable with quick decision making
- You know how to simplify and prioritize
- A first experience in the Syrian crisis and/or in Middle Eastern countries would be an asset
- Oral and written English is mandatory, Arabic language skills are an asset
CHARACTERISTICS OF THE POSITION:
International staff live in collective guesthouses with 3 to 6 permanent staff and occasional visitors. Life conditions are good, with well-furnished individual rooms, full-equipped kitchens, ACs and heaters, and terraces/gardens.

o Medical coverage with 50% of employee contribution
o Repatriation insurance paid by HI
- Salary from 2860 € gross/month upon experience
- Perdiem: 527,85 € net/month – paid in the field
- Hardship: 500 € net/month paid with your salary
- Paid leaves: 25 days per year;
- R&R: 5 days every 8 weeks => + possible transport/package support.
- Position: Unaccompanied position
- Payment for travel costs (air ticket & visa) and transport of your personal effects (from 12 months of mission)
- Mission of more than 12 months: a child allowance of 100 € per month, per child (from the second child) paid in the field
- Housing: Collective taken in charge by HI
