Position objective

Under the supervision of the Head of Mission CESVI Venezuela and National Technical Manager of Casas de Paso, he is in charge of implementing and monitoring the protection strategy with a focus on prevention, care and response to victims of human trafficking in the State. Zulia. The protection strategy will integrate the programmatic management of direct assistance to victims of TDP in temporary accommodation spaces (EAT).

The Operations Manager-Zulia leads and supervises the programmatic management of the OIM project that CESVI implements in conjunction with ECHO in the state of Zulia.

Cesvi in ​​Venezuela

Cesvi was present in Venezuela from 1998 to 2011 with emergency, rehabilitation and development interventions in the sectors of protection of children and women subject to sexual exploitation and with various interventions in agricultural production and distribution chains.

As of 2019, Cesvi reopened operations in Venezuela, in Caracas, guaranteeing direct support to women and adolescents who are survivors or at risk of sexual abuse and exploitation.

Description of functions

Ensure the implementation and monitoring of Cesvi activities

  • Monitor case management processes, leading technical case discussion tables.
  • Generate institutional alliances for the referral of cases.
  • Accompany the case management processes by providing guidance and specialized assistance to the technical teams in order to guarantee the execution of the action plans and the correct care of the populations targeted by the project.
  • Develop a local and cross-sector referral pathway for response to TDP victims.
  • Guarantee technical rigor of the activities to be carried out within the framework of Cesvi’s intervention in the state of Zulia, coordinating with the project team leaders.
  • Ensure that the development of protocols is carried out in accordance with the established plan.
  • Contribute to the identification of governmental and non-governmental actors dedicated to caring for the project’s focus populations.
  • Contribute to the identification and selection of the population to be served by the different components of the project.
  • Manage the activities of the Cesvi program and guarantee the achievement of the planned results in the intervention area.
  • Constantly supervise activities and provide timely information and comments to the Head of Mission and Technical Manager of Casa de Paso.
  • Support the technical team in the design of tools and documents related to the implementation and monitoring of activities (questionnaires, surveys, criteria, etc.).
  • Ensure compliance with the results and indicators, as established in the M&E plan, in coordination with the program unit.
  • Guarantee that the implementation of the action respects the highest standards of population protection as indicated by the IASC standards, Sphere Manual and other internationally relevant documentation in the implementation of humanitarian action.

Represent Cesvi in ​​inter-institutional coordination spaces

  • Represent Cesvi in ​​the area of ​​operations and attend all relevant forums/meetings to strengthen the organization’s position.
  • Strengthen relationships with local authorities, members of the international community and other actors and implementing partners at the local level.
  • Participate in coordination forums at the Zulia state level, relevant workshops, round tables and work groups at the local level.

Project development and reporting

  • Provide regular analysis on the context and humanitarian situation for the development of project proposals.
  • Support the design of new project proposals from the local vision.
  • Comply with internal reporting requirements, contribute to and ensure the quality of external operations reporting.
  • Support and guide programmatic team professionals in the preparation of monitoring reports and reports to donors.

Guarantee the safety of people and respect for organizational procedures

  • Know and incorporate the Cesvi Security manual, report and inform security events to the Head of Mission.
  • Provide regular security analysis and assessments.
  • Ensure that projects, actions or selection criteria do not put beneficiaries, partners or anyone else at risk of harm.
  • Guarantee respect for institutional information confidentiality policies and protocols in the development of all activities.
  • Responsible for the implementation and supervision of institutional policies in the area of ​​PEAS and Child Safeguarding.
  • Adapt Cesvi’s policies and processes for suggestions, complaints and claims to the local context and guarantee an effective and timely response to complaints and claims from beneficiaries and communities.

As a manager, the job holder is responsible for the following

  • Manage the effective and appropriate use of assets, financial resources and facilities in accordance with the organization’s procedures.
  • Validate, in coordination with the Administration and Finance Unit, the project purchasing plan and guarantee monitoring of the purchasing processes carried out.
  • Responsible for personnel management of direct subordinates. This includes hiring and firing, goal setting, probation, performance appraisal, staff development, performance management including poor performance, etc.
  • Inform and alert the Head of Mission and Technical Manager of the Director of Passage House of any anomaly in the administrative processes of the project.
  • Promote the principles of transparency, traceability, efficiency and optimization in the management of available resources.
  • Execute those tasks inherent to the position that are requested according to the situation and needs.

Profile

Essential attributes

Training:

  • Professional university studies in Social Work, Psychology, Law or Social Sciences with specialization and experience in gender, protection of children and adolescents, care for populations in vulnerable situations.

Knowledge and experience:

  • Minimum 3 years of experience working in social projects to care for people in vulnerable situations.
  • Excellent knowledge of the institutional structure of comprehensive assistance to women and children and adolescents, protection routes.
  • Experience in the field of protection, GBV prevention, child protection or social and economic integration, in case coordination and management, with specificity in TdP.
  • Extensive knowledge of laws, regulations and special procedures for the care of women and children. ·
  • Verifiable knowledge in the protection of children and women survivors of GBV
  • Experience working in humanitarian contexts and knowledge of the country’s humanitarian structure.
  • Extensive knowledge of PCM, theories of change and M&E tools;
  • Basic knowledge of project cycle management and logical framework.

Skills
