Overview of position
There is a problem of weapons and explosive contamination in Mali, following historical and recent conflict. There is clear evidence of the presence of landmines, unexploded ordnance (UXO), improvised explosive devices (IED) and insecure stockpiles of weapons and ammunition (abandoned or neglected). There were more than 130 recorded victims of UXO since 2012.
In July 2013, the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA) was established under Security Council resolution 2100 and is currently operating under Security Council Resolution 2531 (2020). In accordance with these mandates, our client has engaged UNOPS PSC to implement a mine action programme in Mali to:
• Improve the protection of civilians and facilitate humanitarian assistance;
• Enhance national capacity to mitigate explosive threats and enable compliance with international treaty obligations;
• Reduce the explosive threat to MINUSMA and United Nations personnel.
Role objectives
The Ops/PDT INSTRUCTOR will be responsible for the delivery of Improvised Explosive Device Threat Mitigation (IED TM) training courses prior to the deployment of MINUSMA Troop Contributing Countries. S/he will report to our client’s Chief of Operations but will be managed and receive day to day tasking from the Regional Area Coordinator. S/he is responsible for the provision and implementation of the following
• Deliver IED TM and Search & Detect (SD)training courses prior to the deployment of MINUSMA Troop Contributing Countries (TCC) in the TCC country of origin.
• Monitor and support TCC self-delivered IED TM and SD training courses prior to the deployment of MINUSMA Troop Contributing Countries in the TCC country of origin.
• Plan and manage travel and logistic requirements for delivering training and support in TCC country of origin.
• Liaise and coordinate IED TM training activities prior to, and during, IED TM training in TCC country of origin.
• All reporting related to training, monitoring and support activities in TCC country of origin.
• Support the development of IED TM related Training Management Packages as required.
• Conduct Quality Assurance and monitoring of TCC delivered training.
• Implement and monitor technical, international and national safety standards.
• As directed by the Regional Area Coordinator, coordinate, facilitate and prioritize all operational tasking for projects within the area of responsibility
• Oversee and coordinate the implementation, execution and completion of all Explosive Threat Mitigation related operations for projects in Bamako and when assigned to a Mali regional office.
• Conduct quality control on all Explosive Threat Mitigation training and mentorship carried out by contracted trainers and mentors in Mali to the benefit of project personnel, civilian and military.
• Debrief implementing partners on quality assurance (QA) achievements and QA assessments and ensure that all QA assessment data is captured through the appropriate QA documentation and QA tracker.
• Provide guidance on any specific corrective actions to be taken by organizations, following an inspection, which finds a non-conformity.
• Implement established QA management systems and ensure that the systems are being applied in a fair and equitable manner, and that accreditation, licensing and monitoring does not interrupt or delay MA projects
• Stay abreast of the International Mine Action Standards (IMAS) and United Nations Improvised Explosive Device Disposal Standards (UN IEDD Standards).
• Support the collection of data and the management of information.
• Provide advice and input into the development of strategic and procedural documents related to SD, IED TM, EOD/IEDD matters in support of the Programme.
• Support programmatic, project and operation planning and activities through the provision of IED analysis.
• Oversee the operational management of the client office in absence of the Regional Area Coordinator.
• Perform other tasks as directed by the Programme Manager and Chief of Operations.

Key competencies
Education
• Master Degree or equivalent in International Peace and Security, Humanitarian Affairs, International Affairs, Peacebuilding, Social Sciences, Humanities, or related field with 5 years of relevant experience in Search & Detect; OR
• Bachelor Degree or equivalent in International Peace and Security, Humanitarian Affairs, International Affairs, Peacebuilding, Social Sciences, Humanities, or related field with 7 years of relevant experience in Search & Detect ; OR
• 11 years of Search & Detect experience within a recognized military, police, humanitarian mine action organization, development organization, or other relevant field experience.
Requirements
• Military or police search qualification from an internationally recognised training organisation.
• Proven track record of instruction in the field of IED Threat Mitigation and Search & Detect.
• At least 3 years’ experience in planning and coordinating Mine Action activities, specifically Search & Detect tasks, IED TM related tasks, IEDD related tasks.
• Thorough knowledge of International Mine Action Standards (IMAS)
• Self-reliant, able to make sound decisions and work independently and ability to live in austere field conditions and to effectively work in a multicultural and stressful environment.
• Fluency in French is required
• Working (intermediate) level in English is required.
• Knowledge of Google Suite is required.
Desired
• Explosive Ordnance Disposal (EOD) Certification desired
• Experience with training foreign nationals in EOD/IEDD techniques desired.
• Recent IED TM operational experience (within the last 36 months) within a military, police or civilian
• governmental programme desired.
• Experience with the QA and QC process with regard to humanitarian mine action desired;
• Knowledge of the UN system and procedures desired.
