CONTEXT :

Within the Middle East and Central Asia geographical division, based at headquarters, the Operations Officer’s portfolio is Syria.

He/she contributes to the implementation of the three-year strategy of the programme by assisting, monitoring and improving the deployment of projects in Syria. Under the direct supervision of the Geographic Director, he/she acts as a contact person for the programme and cooperates with a wide range of stakeholders based at headquarters (technical, human resources, finance, logistics, institutional funding).

JOB OBJECTIVES:

Responsible for monitoring and supporting operations for a programme/country portfolio, the Operations Officer’s responsibilities will include:

Responsibility 1: Control Tower: Monitor the implementation of the HI strategy in the programs

  • Support the geographic director in the control and production of adequate and reliable reporting;
  • Ensure monitoring by feeding the relevant dashboards of the Geographic Directorate;
  • Alert the geographic director or other relevant departments in the event of problems, contribute to the identification of problems and recommend action to be taken;
  • Ensure that a mechanism for monitoring the implementation of guidelines and policies at the programme level is established and functioning;
  • On an ad hoc basis, in agreement with the Director of International Programs, act on behalf of the Geographic Director on certain matters in his/her absence.

Responsibility 2: Support: Assist programs in implementing operations and resolving issues

  • Ensure regular communication with field operations managers and country directors;
  • On an ad hoc basis or in specific situations as an emergency opening, facilitate problem solving, resource identification and direct support;
  • Contribute to the development of the Operational Strategy at HQ level, monitor deadlines and reverse planning (including all related documents), provide feedback on strategic views of the programme;
  • Provide briefings and debriefings for expatriates or staff in key positions;
  • Facilitate, where appropriate, communication and coordination between teams functionally attached to the geographic management (specialists, shared services, ER, etc.);

Responsibility 3: Capacity Building: Contribute to improving program capacity

  • Contribute to the deployment and strengthening of capacities in project management and MEAL;
  • Contribute to capacity building in emergency response, in close collaboration with the emergency division;
  • Contribute to the improvement of practices and frameworks on specific cross-cutting topics;
  • May have specific responsibility on a cross-cutting subject, for example being the focal point for the emergency division, Atlas, 3I, DFI…

REQUIRED PROFILE:

  • You have a higher education level (by diploma and/or equivalent professional experience) in economics or social sciences or management or other discipline related to the profile. Ideally Bac+5, Master’s degree in humanitarian studies / international cooperation, IEP.
  • You have a minimum of 2 years of experience in international humanitarian project management, in conflict / post-conflict zones.
  • You have mastered project engineering (financial and budgetary structures, organization, planning, reporting, implementation of the project cycle, etc.).
  • You have experience working with multicultural and multidisciplinary teams from multiple sectors.
  • You have mastered the mechanisms and actors of institutional financing of international humanitarian aid.
  • Fluent French and English, spoken and written

The premises are easily accessible by public transport (bus, metro). A car park and a bicycle park are also available. Within the building, access ramps and elevators guarantee better circulation. All workstations are located in Open Space but boxes are available on each floor to work in peace if necessary. The workspace is very bright.
