Organisational Development Consultant (Local Lead) At Syria Development Centre

About the role

Consultant for Organisational Development (Local Lead) Part-Time plays an essential role in strengthening governance capacities and promoting organisational development within the postgraduate medical education sector.

Responsibilities

  • Participate in implementing strategic audits for healthcare institutions, focusing on areas such as improving governance, harmonisation, leadership, transparency, accountability, and stakeholder engagement.
  • Conduct a realistic need assessment and identify gaps and inconsistencies in current governance structures and processes, including policy recommendations.
  • Provide ongoing technical assistance and guidance to institutions on implementing good governance improvements.
  • Coordinate with the SyriaDev team regarding developing the strategic plan and following up on its implementation.
  • Facilitate strategic planning workshops with key stakeholders to define the long-term vision, mission, and executive programs.
  • Participate in building strong internal and external communication and collaboration mechanisms to improve overall organisational effectiveness and engagement between HRH actors.
  • Participate in designing the needed capacity-building programs for HRH actors.
  • Participate in providing ongoing coaching and mentoring to key stakeholders to ensure sustainable implementation of change initiatives.
  • Participate in data interpretation on key performance indicators to measure the effectiveness of interventions.
  • Prepare reports and participate in presentations summarising findings and recommendations for continuous improvement.
  • Support financial and business assessments of healthcare institutions’ financial standing and opportunities for business model enhancement and achieving financial sustainability.
  • Participate in developing capacity-building strategies for postgraduate medical education institutions and HRH actors, addressing identified gaps and needs.
  • Contribute to studying the private sector engagement and direct the study to identify potential ways for collaboration with the private sector in HRH development activities.
  • Participate in developing a long-term strategy for expanding funding sources and exploring non-traditional funding models, building income-generating projects to ensure long-term financial sustainability and gradually decrease dependence on external/humanitarian support.
  • Conduct periodic visits to health facilities accredited as centers for training resident doctors in various specialty programs.
  • Hold periodic, face-to-face meetings with representatives of organizations and supporters working in the medical education sector, whether inside Syria or in Türkiye.
  • Hold periodic meetings (face to face) with members and heads of various scientific councils and directors of health facilities accredited as training centers.

Requirements:

  • A Bachelor’s degree in medical/health sciences. A Master’s degree in medical/health sciences is preferred. Business Administration, Public Health, or medical education backgrounds are preferred.
  • 5 years of experience working in the Syrian healthcare sector and an understanding of the context in northwest Syria is a must.
  • Strong understanding of organisational behaviour, change management principles, and performance management concepts.
  • Excellent facilitation and communication skills, with the ability to effectively engage and influence stakeholders at all levels of the organisation.
  • Proven experience in designing and implementing organisational development solutions for challenging and complicated organisational fields.
  • Ability to work independently and collaboratively in a fast-paced environment.
  • Strong interpersonal skills and a commitment to fostering a positive and inclusive organisational culture.
  • Fluency in English is a plus.
  • Familiarity with good governance standards and best practices is a plus.
  • Travel to participate in stakeholder meetings and workshops in Türkiye is required.
  • Strong public management and leadership skills, including demonstrated ability to lead teams and manage complex systems.
