GENERAL OBJECTIVES
The organizational capacity building specialist is accountable for promoting the development of the technical and management capacities of public and private institutions related to agricultural foreign trade in Guatemala providing support to the ATraCSI Team. This is a full-time (40 hours per week) position based at the ATraCSI office in Guatemala City and reports to the Guatemala deputy chief of party (DCoP).
RESPONSIBILITIES
· Collaborates with organizations such as the Ministry of Public Health & Social Assistance (MSPAS), Ministry of Economy (MINECO), Ministry of Agriculture, Livestock, and Food (MAGA), Superintendent for Tax Authority-Customs (SAT-Aduanas), National Police (PNC), Ports and Borders, national laboratories, among others, to develop action plans at the institutional level to cover specific needs related to capacity development and/or technical assistance, as well as the implementation of such plans;
· Promotes the development of the technical and management capacities of public institutions related to Guatemala’s agricultural foreign trade.
· Conducts gap assessments with government institutions in Guatemala, oversees change management, and supports implementation of risk management plans with various government agencies in the country.
· Assists the National Trade Facilitation Committee (CNFC) and collaborates in the development of action plans to meet specific needs related to capacity building and/or technical assistance, as well as the implementation of such plans;
· Categorizes, analyzes, and informs local actors about opportunities involved in providing their recommendations for possible improvements in policies and regulations;
· Supports the Chief of Party and the DCoP in creation, development and implementation of plans, policies, regulations, and administrative procedures of Guatemalan institutions related to agricultural foreign trade;
· Continuously monitors progress towards implementation of the CTFC action plan on a quarterly (every three months) basis until the end of the project;
· Works with the DCoP to develop and maintain briefings on each of the key institutions (VISAR (Plant Health, Animal Health, Food Safety), Programa Integral de Protección Agrícola y Ambiental (PIPAA) and MSPAS); such briefings will be based upon capacity evaluation and training needs assessments;
· Supports the strengthening of the CNFC Working Groups in close coordination with other national and multilateral agencies;
· Collaborates with private sector organizations and guilds such as the Guatemalan Exporters´ Association (AGEXPORT), Guatemalan Chamber of Commerce, Guatemalan Chamber of Agriculture (Cámara del Agro y Cámara de Agricultores), Guatemalan Chamber of Industry, among others, to respond to the specific capacity-building/technical assistance needs;
· Drafts scopes of work and coordinate international and domestic consultants to produce required program outputs;
· Establishes and coordinates the events to be held with the Training and Events Coordinator;
· Collaborates with Guatemalan institutions related to agricultural foreign trade to develop human resources and organizational structure aligned with the modernization efforts implemented by the ATraCSI project;
· Generates report inputs and full technical reports in subject area, including inputs to the semiannual reports and yearly work plans; and
· Other tasks assigned by the Deputy Chief of Party.
QUALIFICATIONS
· Law degree or B.A. in Economics, Business Administration, Organizational Development, Project Management, Social Sciences or related; Postgraduate and/or Master’s degree preferred;
· Experience of at least 5 years working or consulting to support agencies of the Guatemalan government;
· Experience working with private guilds and associations, as well as public organizations in the agricultural sector is preferred;
· Experience managing change management projects in public and/or private institutions;
· Experience working on projects funded by USDA, USAID, IDB, World Bank or other multilateral agencies;
· Well-developed interpersonal and intercultural communication skills to manage a local as well as international consultants;
· Experience with multisectoral working groups;
· Ability to prioritize across multiple competing priorities;
· Self-starter, detail-oriented, thorough and well organized;
· Excellent written and oral communication and presentation skills, including training development and delivery;
· Fully proficient in use of Microsoft tools (Word, Excel, power point, others) and internet;
· Spanish fluent spoken and proficient written. Proficient English as a working tool (reading and writing documents);
· Ability to travel inside Guatemala: and
· Applicants must have Guatemalan citizenship or an authorization to legally work in Guatemala.
