General Information about the Role:

Working under the supervision of the Center to develop and improve the organizational structures, processes and internal policies of institutions within the human resources sector for health, which the Center works to support the process of governance and institutional building in line with strategic objectives, enhancing production efficiency, and the effectiveness of institutional performance, and in accordance with the institutional building and development map that the Center sets with the targeted institutions.

Objectives:

Enhance Organizational Structures and Processes:

  • Develop and improve the organizational structures, processes, and internal policies of institutions within the health human resources sector.

    Support Governance and Institutional Building:

  • Assist in the governance and institutional building process to align with strategic objectives and enhance production efficiency and institutional performance.

    Evaluate and Improve Institutional Performance:

  • Assess the current organizational and institutional status using various evaluation tools and identify areas for improvement to enhance production efficiency and governance.

    Develop Organizational and Structural Plans:

  • Contribute to the creation of development plans that align with the institutional construction and development map set by the center.

    Implement Development Initiatives:

  • Execute organizational development initiatives, including training, retreats, and technical assistance, to improve governance and institutional performance.

    Support Cultural Change:

  • Facilitate cultural change within targeted institutions to ensure alignment with strategic objectives and reduce resistance to change.

    Capacity Building:

  • Prepare and implement capacity-building plans for leadership and staff, providing technical and administrative support as needed.

    Improve Systems and Processes:

  • Review and develop policies and procedures to help institutions achieve organizational development and transformation.

    Coordinate and Provide Technical Support:

  • Work closely with local technical consultants and provide necessary technical support to targeted institutions.

    Monitor and Evaluate Impact:

  • Monitor, analyze, and evaluate the impact of organizational development initiatives, taking corrective measures as needed.

    Report and Communicate:

  • Submit periodic reports and updates to project management, highlighting progress, potential risks, and emergencies.

Scope of Work:

  • Evaluating the current organizational and institutional status of institutions within the targeted health human resources sector through the enhanced strategic audit tool, institutional leadership quality measures, and other evaluation tools developed by the Syria Development Center, and identifying areas for improvement to enhance production efficiency and improve the effectiveness of institutional, governance, and organizational performance of these institutions.
  • Conducting organizational studies and job analysis to determine the needs of each targeted institution in terms of required competencies and capabilities.
  • Contributing to developing an organizational and structural development plan in line with the institutional construction and development map set by the center for each targeted institution.
  • Managing and analyzing data related to institutional performance and submitting periodic reports on the effectiveness of operations.
  • Implementing organizational development initiatives and activities from camps, training and discussion retreats, knowledge exposure, roundtable sessions, and providing technical assistance and continuous guidance to institutions regarding governance and institutional performance development action plans under the supervision of the center.
  • Supporting cultural change and development of targeted institutions, and ensuring that the work culture is in line with the strategic objectives of each institution.
  • Preparing and implementing capacity building plans for the institution’s leadership and individuals and providing them with technical and administrative support in line with the needs of each institution.
  • Contributing to improving systems and processes, reviewing and developing policies and procedures, and preparing guides with the aim of helping institutions achieve organizational development and institutional transformation.
  • Working closely with the management of the targeted institutions and understanding their values, culture and positions on existing change processes, reducing resistance to change and developing a culture that supports change within these institutions.
  • Coordinating efforts with local technical consultants delegated by the center to the targeted institutions and providing them with technical support when needed.
  • Monitoring, analyzing and evaluating the impact of organizational development in light of the specified objectives, analyzing deviations and dealing with them and taking corrective measures.
  • Submitting periodic reports and weekly updates to the project management and reporting any potential risks or emergencies that require the intervention of the project management in a timely manner.

Required Qualifications and Experience:

  • Minimum 2 to 5 years of previous work experience in the field of organizational development and institutional management. Working in a governmental or semi-governmental institution is an advantage.
  • University degree in Business Administration or Public Administration
  • Certificate of experience or academic experience in Sociology, Psychology, or within the healthcare sector.
  • Good understanding of the human resources sector for health.
  • Skills in research, analysis and strategic thinking.
  • High skills in communication, building relationships.
  • Skills in leadership, management and problem solving.
  • Skills in negotiation and dealing with different organizational levels.
  • High skills in managing meetings.
  • High technical skills in working on Microsoft programs (Word – Excel – PowerPoint).
  • Excellent level of English speaking and writing
  • High skills in writing reports in both Arabic and English.
