The Pacific Senior Cash and Voucher Assistance (CVA) Advisor will play a key role in us ensuring we deliver Save the Children’s strategic ambition for CVA-based programming in the Pacific. You will support national and regional advocacy and influencing, while driving strategic partnerships for new business development. The role will work closely with operations colleagues and with partners in the Pacific Region, strengthening their capacity and building ownership and agency of local organisations.

Where you come in:
In this full-time, maximum-term position, based in Port Moresby, Papua New Guinea you will use your in-depth contextual understanding, technical expertise, and relationship building skills to define and deliver Save the Children’s strategic ambition for CVA-based programming in the Pacific. You will lead a team of regional technical specialists who will provide technical input into the design and implementation of high-quality CVA programmes that deliver change for children in both emergency and development programming. You will be part of our International Programs team, and report to our Pacific Program Development & Quality Director.
You will make an impact by:
- Providing technical leadership for CVA programming for Save the Children in the Pacific and set the strategic approach in relation to the Pacific regional strategy
- Leading the Pacific Regional Cash Team, ensuring the consistent provision of high-quality technical support to Pacific Country Offices in the areas of CVA, Monitoring Evaluation Accountability and Learning (MEAL), and Gender Equality, Disability, and Social Inclusion (GEDSI)
- Ensuring that Pacific Country Offices design and deliver high quality CVA programmes for children, building on global best practice and Save the Children International approaches
- Working closely with new business development colleagues to identify and pursue funding opportunities; engage with technical partners, donors and colleagues across Save the Children
- Engaging in strategic positioning with donors, partners and government in-country, and ensure that Save the Children is a partner of choice in CVA programming
Does this sound like you?
You have demonstrated experience of working in Cash & Voucher Assistance in emergency and development settings, for a broad range of institutional donors and sectors beyond Food Security & Livelihoods. You have strong understanding of Cash & Voucher Assistance and Market Based Programming (MBP) in the Pacific Region. You are self-motivated, flexible, and driven to see results to deliver the best humanitarian outcomes and maximise our impact for children.
This role requires:
- Demonstrated experience in strategic program design, monitoring and evaluation skills, including designing pathways to sustainable impact at scale
- Track record in successful business development/fundraising, especially with DFAT and other private donors
- Experience in networking, representation and partnership development to promote learning, strengthen civil society and mobilise resources
- Experience line managing, capacity building, and mentoring technical teams
- Certified CaLP trained – CaLP 1, 2 and CVA Programme
