DRC established an operational presence in Colombia in 2011 with a focus on Humanitarian Mine Action (HMA) and providing support to the conflict-affected population in the south of the country. With the onset of large mixed migration flows into Colombia due to the Venezuelan crisis, DRC initiated an integrated humanitarian response in 2018 to meet the urgent needs of refugees, asylum seekers, migrants, Colombian returnees, and host communities in some of the most vulnerable areas of Colombia, such as the Caribbean coastal areas (Riohacha and Barranquilla), urban centers (Bogotá and Cundinamarca), and Caquetá. In 2021, DRC opened field offices on the South Pacific coast in the department of Nariño and the northern part of Colombia in Norte de Santander and Bolívar.
Job Objective: To carry out life support and health care tasks and activities in the event of an accident or incident during the development of the DRC-ACM program activities, such as the activities of the clearance, ENT and EOD teams, under the direct command of their respective Team Leader and the supervision of the Medical Coordinator.
Medical Support Operations – Provide medical oversight of DRC’s medical response capabilities :
- Provide the necessary medical support in case of emergency, following the organization’s medical protocols, especially those established in the operational procedures approved by the OACP.
- Have a clear map and contacts of all medical facilities, routes and transfer times throughout the intervention area.
- Keep the list updated with the names, contact information, ID, Allergies, Medications and Diseases of all members of the ET/D Team and visitors to the AP/APC.
- Check the correct operation of the communications network daily and inform the Team Leader and/or Supervisor if there is a failure in it so that the operation can be suspended.
- Check the health status of the members of the ENT/Clearance/EOD Team on a daily basis before and during the work day and inform the Team Leader and Supervisor if you consider that any of them are not in a condition to work safely. You must also ensure good occupational health and hygiene practices.
- At his/her professional discretion, he/she may refer a Team member to the Medical Coordinator so that he/she may order a drug testing or blood alcohol test.
- Keep medications and other medical supplies assigned to you in good condition, complete and current. Keep a record of these and report when a change is required due to deterioration, use or expiration.
ENT Operations:
- Study in office of available information (Municipal File, IMSMA events, etc.).
- Assist the Team Leader in planning field information gathering tasks.
- Collect available information through a detailed analysis of existing evidence with all sources of useful information.
- Assist in the diagnosis of the areas/sectors studied: discard, cancellation, confirmation.
- Assist in the establishment of polygons and the identification of their location, through marking and signage.
- Collect other socioeconomic data as requested.
- Collect logistical and contextual data that can be used to plan clearance tasks.
- Assist in defining intervention prioritization levels.
- Facilitate the development of ENT tasks in particular and Humanitarian Demining in general through the corresponding Community Liaison.
Medical Support, Command and Control:
- Maintain up-to-date first aid and MEDEVAC skills as instructed by the organization.
- Know in detail the MEDEVAC Plans at your work site, base, camps and/or on the road.
- Assist the Team Leader or anyone responsible at any given time in the execution of MEDEVAC in the event of an accident.
- Verify that the MEDEVAC Plan, communications and marking are in order to begin work.
Logistics and resources :
- Ensure that the equipment and resources provided are used correctly, keeping them in perfect working order (cleanliness and care).
- Immediately report all damage and/or loss of materials/equipment to the team leader.
- You must comply with traffic laws, vehicle care and maintenance, and any other regulations that ensure vehicle care. (eventual).
- Support daily maintenance activities in areas inhabited by DRC, camp, demining areas and others related to the organization.
Safety and Health at Work
- Actively participate in the formation of the COPASST – Workplace Coexistence Committee – Emergency Brigades, as well as the activities they carry out.
- Comply with the rules, regulations and instructions of the SST SG.
- Report any potential hazards and risks at your workplace in a timely manner.
- Attend SST training defined by the SG-SST training program.
- Ensure that your workplace and work area are kept in order and clean.
- Provide clear, truthful and complete information about your health status.
- Immediately report any work accidents, incidents (near accidents) and illnesses diagnosed as occupational to the SST area and your immediate supervisor.
- Report to the immediate supervisor the need to take corrective or preventive actions, which correspond to real or potential non-conformities of the process to which it belongs.
- Participate in training activities, drills and those scheduled by occupational health and safety.
Cross-cutting responsibilities :
- Attend special training as required.
- Apply humanitarian and DRC principles in the exercise of their functions.
- Be willing to perform other tasks, in which DRC-ACM trains you, for the best fulfillment of the program objectives and indicators, for example, performing Community Liaison, Demining, team leader and Vehicle driver duties.
- Comply with the organization’s code of conduct and Local Safety Standards.
All DRC staff are expected to undertake the following general duties:

Profile Requirements – Education and Skills:
- Nursing Assistant or Technologist with certification in prehospital care (PHC), as well as SVBA (basic and advanced life support) and with 1 year of experience outside of internship.
- Basic knowledge of occupational health and management systems.
- Good knowledge of computer handling and data management.
- Ability to handle confidential information and respect the privacy of medical records.
Desirable :
- Previous experience as a Paramedic in humanitarian demining operations.
- Previous experience in prevention management systems, occupational health.
- Experience working in international cooperation organizations and/or development and non-profit organizations (international or national).
- Driving license B1-B2.
Skills :
- Ability to handle sensitive and confidential information.
- Communication and organizational skills.
- Ability to work in remote and complex environments.
