Partner Program Manager Lebanon (m/f/d) At Malteser

In the Middle East Region, Malteser International is operating in the context of the humanitarian crisis in Syria since 2012 implementing emergency relief measures in Turkey, Syria, and Lebanon and since 2014 in Iraq. Malteser International’s programs cover needs mainly in the health sector and are mostly partner implemented. In Lebanon, Malteser International works in cooperation with the “Order of Malta Lebanon (OML)” to implement projects in the framework of humanitarian assistance and transitional aid funded by the German Federal Foreign Office and the Federal Ministry for Economic Cooperation and Development. OML and MI are currently implementing a comprehensive multi-annual program, including several separate projects, to strengthen the social and health services of OML all over Lebanon and to further professionalize OML as a Non-Governmental Organization.

In support of this partner program and to reinforce the capacities of our local partner OML in Beirut, Lebanon, Malteser International is looking for an experienced Partner Program Manager.

As Partner Program Manager (m/f/d), you will support the partner organization in all program related aspects of the portfolio, ensuring smooth operations of MI-co-funded projects in Lebanon and provide guidance, support and on-the-job-training to the partner’s project teams in Lebanon. You will work closely with the partner organization and the MI staff in Beirut and in HQ. The MI Field team composition in Beirut currently consist of four staff members (1 head of mission, 2 programme staff, 1 admin & compliance).

Your responsibilities:

  • Monitor the implementation of MI co-funded projects according to the set targets (objectives, indicators, work plan and approved budgets) as well as regularly review projects against the strategic objectives and initial design and conduct regular monitoring visit to the project locations
  • In coordination with the different departments of OML HQ, provide technical guidance and ensure that all activities of the projects are planned and implemented in time as of the activity plans and the project proposals, following the standard procedure and maintaining optimum quality
  • Follow-up on systems and standards for monitoring and evaluation of the projects against their objectives and initial design, cooperate closely with OML’s M&E team
  • Monitor compliance with Malteser International and donor standards, rules and regulations as well as administrative, financial and logistic procedures during project planning, implementation and closure and ensure that they are implemented, used and adhered to
  • Contribute to writing proper and timely project reports adhering to donor and Malteser standards
  • Lead on the Humanitarian Development Peace nexus with OML and ensure the integration of activities between projects funded by the GFFO and BMZ

Your profile:

  • Minimum 4 years professional experience in monitoring humanitarian aid and/or development projects with (international) NGOs including experience in working with German and international donors (AA, BMZ, etc.) and knowledge of donor compliance standards
  • Strong project management skills (including project proposal development, logical framework, financial monitoring, logistics and report writing); experience in Monitoring and Evaluation and grants management would be considered an advantage
  • Strong analytical, problem solving and communication skills, including hands on practical experience working closely and to diplomatically manage the relationship with local partners, civil society organisations and different authorities
  • Proven hands-on experience in partner capacity strengthening, staff development, training and mentoring and team building as well as the ability to effectively motivate people
  • Context experiences in the Middle East, Lebanon in particular desired as well as physical and mental strength and readiness to live in Beirut or surroundings
  • Fluency in English (written and spoken); French, Arabic and German would be an asset
