The Grants and Partnership Manager will contribute to achieving quality programming by leading the facilitation of effective grants management across Iran operations, is responsible for ensuring the compliance and minimum standards for NRC Iran grant portfolio, and supervises the agreement with local partners and capacity development initiatives. This includes, but is not limited to, internal and donor compliance requirements, timely and quality proposal development, grant revisions and reporting, and leading on internal and external grants-related communications, as delegated by the Head of Programmes. The Grants Manager will carry ultimate responsibility for supporting the key mandatory activities under NRC’s Project Cycle Management (PCM) framework and will contribute to supporting a culture of accountability and high performance. S/he will also ensure compliance with the downstream partnership toolkit.
The Grants and Partnership Manager will have direct line management of grants and partnership staff and will provide technical support to implementing team.

The purpose of the Regional Head of Advocacy position is the overall responsibility of Advocacy in the region. The Regional Head of Advocacy has the overall responsibility for the development of the regional advocacy strategy. The Regional Head of Advocacy is a member of the Regional Management Team.

- Compliance and adherence to NRC policies, CC tools, handbooks and guidelines
- Maintain an overview of all grants, donor requirements, rules and regulations, and internal and external deadlines, including filing of grant documents;
- Lead the process of developing concept notes, proposals and reports (donors and internal reports) in close collaboration with Programme Specialists, Programme and Monitoring and Evaluation teams, and Finance to ensure accurate, transparent and timely delivery of narrative and financial documents, in line with NRC PCM framework.
- Responsible to set up and continuously improve internal grant management systems, partnership internal ways of working and processes; analyse, and share learning from proposal and reporting processes, downstream partnership toolkit and compliance with donor rules and regulations.
- Ensure a harmonised approach to partnership among NRC Iran programme response and NRC partners in line with NRC policy, guidance notes and toolkits, including learning across units and areas;
- Provide an internal help-desk on donor related issues, including donor rules and regulations and in the application of the downstream partnership toolkits
- Represent NRC with relevant partners, donors, and coordination bodies (working groups, clusters), as delegated by the HoP.
- Support the Head of Programme on identify partners, assess their capacity, develop capacity building plan, transfer of relevant NRC experience and tools;
- Line management and capacity building of project staff in the grants and partnership unit, as well as capacity building of staff in the area offices on PCM and donors regulation
- Promote the rights of IDPs/returnees in line with the advocacy strategy
Skills & Experience
- Five years of relevant experience in a related field;
- Experience of donor relations and grants management (e.g. with institutional humanitarian and development donors);
- Experience working in complex environments and with displaced populations;
- Good understanding of donor rules and regulations, particularly ECHO and EC-INTPA
- Proven skills and experience in report and proposal development and working with multiple donors;
- Good personal organisational skills, including time management, and ability to meet deadlines and work under pressure;
- Willingness to travel to area offices and work in difficult environment according to travel requirements.

- Excellent written and oral communication skills in English.
