Partnership & Compliance Manager At ActionAid

ActionAid is responding to the humanitarian crises in Turkiye and Syria which has been classified as a Red Alert in the ActionAid Federation due to the escalating death toll of over 50,000 people, with over 80,000 people injured and thousands still buried in the rubble in Türkiye and Syria. The earthquake has further exacerbated the situation for the 4.2M people in northwest Syria that were already relying on humanitarian assistance and suffering the consequences of the 12-year war. Building on ActionAid’s existing partnerships and alliances in Turkiye and Syria, we are supporting a local partner-led humanitarian response focusing on providing immediate humanitarian relief including shelter, food and NFIs, emergency medical care, psychosocial first aid and creating safe spaces for women and girls to prevent and protect against gender-based violence. ActionAid Arab Region (AAAR) is leading this response on behalf of the Federation with ActionAid International Humanitarian and Resilience Team (IHART) in line with ActionAid’s internal emergency classification policy. In line with ActionAid’s humanitarian signature, target groups include the most vulnerable people, women, girls and young people.

Role Overview:

The Partnership & Compliance Manager ensures the implementation partnership & compliance policies, procedures and systems for the ActionAid Arab Region office which are aligned to our Strategic Plan 2023-2026; and ensures adherence to good practices; AAI Global Framework and Standards, and compliance with all local labour laws and other statutory requirements in Turkey, Syria, Jordan, Tunisia and Lebanon. The role will oversee the mapping of current partners and ensure that processes are consistently and diligently followed, from pre-award phase to close-out, including AA Arab Regions’s Due Diligence and Enhanced Due Diligence requirements, while following up on the overall functions of the partnership and grant management aspects. The role holder will manage and coordinate the relation with local partners, tracking/monitoring progress, providing technical guidance and coordinating the information cha and follow ups related to program, including gathering information to ensure the implementation is on track, identifying technical gaps and needs for the partners and work closely with the Senior Humanitarian Response Manager to ensure the technical capacity of partners is improved through regular feedback and trainings, He/She will communicate organizational gaps/support needed by the partners to the relevant support departments of AAAR for action. The role holder will also ensure the program implementation by the partners is done in line with the agreed agreements and donor regulations and requirements to ensure quality implementation of program activities and compliance and provide recommendations for improvements.

Areas of Responsibilities :

Responsibilities

• Oversee the implementation of program and operational activities of partners, ensuring that the projects are on track, and pursuing troubleshooting as necessary.

• Ensure partners understand donors’ requirements through training and coaching.

• Ensure day-to-day mentorship for partners, and meeting regularly with each partner for coordination and follow up.

• Ensure proper mobilization of all partners related activities through constant coordination and regular follow up with relevant staff at partner organization (remotely and in person).

• Ensure that partnership projects and reports are delivered in alignment with AAAR’s policies and standard operating procedures (SOPs).

• In coordination with MEAL and finance staff compile program activity information, evaluating progress towards the achievement of program outcomes and provide support as needed;

• Lead of the due diligence/ pre assessment for all partners prior to their engagement.

• Follow-up of the compliance process at implementing partner level by ensuring the monthly flow of documentation from the implementing partner to the Arab region office.

• Coordinate in compiling and filing all project related financial, logistics, MEAL, administrative, HR, and programme information in the designated project Compliance folder.

• Coordinate & identifying the compliance issues by filling the compliance checklists and full partners documentation.

• Link with the other departments and share the compliance issues identified and the action plan to mitigate the risk. • Follow-up of the action plan.

• Coordinate and led on the monthly update of the partners’ files and update accordingly and follow up on the (contract Management System)

• Conduct a Partners Monthly Compliance Report.

• Review updated log frames for donor reports.

• Conduct when needed (according to partners assessment) trainings for partners on partnership programmatic and financial policies of the organization covering know-how gaps of the partners.

• Major contribution in the ActionAid Arab Region assurance, semi-annual, annual reports.

• Coordinate to the implementation of the recommendations from external audits, on the partners’ level as well as the organizational level .

• Coordinate the drafting of the Terms of reference

• Participate to internal audit missions and follow up on the internal partners audit checklists

• Contribute in MOU between the parties, including clarity on the responsibilities of each Jordanian partner, AA AR and AA DK, and the capacity strengthening needs of partners.

• With selected partner(s) identify capacity needs and develop a comprehensive capacity development plan.

• Provide ongoing support/capacity development/orientation of local partners on methodology and implementation,

• With inputs from partners, Response team, PQMEAL and other team members, help produce high quality program progress reports as per donor and AAAR requirements in line with the agreements with local partners;

• Perform any other activities as assigned by immediate supervisorate the partners’ audit recommendation follow-up

• Facilitate Scoping, identification, and assessment of potential partner organizations in Turkiye.

Education and QualificationsBSC in Finance/ Audit/ International Relations / business related field / or other relevant field.

Essential Skills, Knowledge & Experience:

At least four to six years relevant experience working for a humanitarian organisation,preferably an INGO

• Previous experience in working with Partners

• Previous experience with donors, and especially (DAPP, DFID, EU, AICS) is an advantage.

• Previous related work experience no less than three years, preferably in the humanitarian field w/knowledge of finance and logistics

• Experience of working in multi-cultural environment

• Basic knowledge of human rights and social context in Jordan and Lebanon

• Knowledge of HRM practices in Jordan and preferably Lebanon

• Analysis and report writing

• Presentation, communications, and negotiation

• Networking, influencing and interpersonal

• Planning, organisation, time management, and coordination

• Fluency in written and spoken English and native language

• Proficiency in MS Office

• Coaching, mentoring and capacity building/development

Language requirements:

• Excellent command of the English language both verbal and written
