Background
War Child launched a Ukraine response in February 2022, both within Ukraine and neighbouring countries. In Hungary, the response is largely focused on the inclusion of the most vulnerable refugees, primarily Roma Ukrainian refugees.
War Child has developed a programme with the objective to support the early child development of Ukrainian refugees. This focuses on the provision of non-formal education activities for preschool-aged children, in addition to referrals and social work to ensure integration into formal education.
To ensure the sustainability of the response, a number of early recovery activities were planned, including the formation of local action teams of both government and civil society to coordinate aid to marginalized host communities & refugees, and to ensure handover to governmental services as soon as possible.
Furthermore, the capacity building of Partners Hungary (War Child’s partner) is built into the project in line with War Child’s commitment to localization, which will focus both on operational and programmatic capacity.
About You
You will be responsible for the management of War Child’s contribution to this programme and in particular for the coordination with Partners Hungary and other relevant internal stakeholders.
You will be further responsible for financial and narrative reporting on a biweekly basis to the donor, and to ensure the delivery of the project on time, on budget, and to a high programme quality standard. Coordinating the training of Partners Hungary, and support Partners Hungary will also be a key element to develop internal controls and financial standards that enable them to support further institutional funding and grant management.
The Challenge
Lead the development and implementation of the programme
- Ensure the delivery of the project on time and on budget, to a high level of programme quality, coordinating with Regional Education Advisor to ensure that international standards are being met.
- Oversee the monitoring and evaluation of the project, coordinating with the Regional MEAL Coordinator.
- Represent War Child in programme coordination meetings with the donor to ensure the programme is well coordinated with other humanitarian actors, minimising the possibility of duplication.
- Independently undertake financial and narrative reporting on behalf of the consortium.
- Act as a budget holder for the project and ensure monthly financial reporting.
- Ensure programme compliance with donors’ regulations.
Coordinate capacity building, build internal structures and undertake on-the-job mentoring with War Child’s partner, including:
- Training and coaching the programme staff to ensure effective management, high programme quality and operational capacity.
- Coordinate training conducted by other War Child staff (from Research & Development; technical advisors; MEAL Advisors).
- Ensure that actions arising from training undertaken by War Child staff are translated into actions for the Partner are carried out.
- Mentor partner staff to enhance their operational capacity and grant management capacity.
- Hands-on support to the partner, build out SOPs and frameworks for the organization, and support the smooth roll-out of their implementation.
Your Profile
- A minimum of 5 years of relevant experience in programme development and management in an international humanitarian or development context.
- Experience coordinating multiple lines of work and internal & external stakeholders.
- Strong experience in humanitarian programme management and/or consortium management.
- People management, coaching, and training experience.
- Understanding of humanitarian principles and established international standards in humanitarian settings for refugees and other marginalised populations, especially children and youth.
- Good understanding of Monitoring, Evaluation, Accountability and Learning (MEAL).
- Understanding of child-centred programming; understanding of early childhood development is highly desirable.
- Proactive and able to work independently with minimal supervision.
- Planning and organizational capabilities.
- Team player and hands-on mentality.
- Result-focuseded and cost-conscious.
- Fluency in English (written and spoken). Fluency in Hungarian is highly desirable.

This position is preferably based in Hungary.
