The mission of the International Department of the Belgian Red Cross is to contribute to strengthening the International Red Cross and Red Crescent Movement with a view to improving the resilience and living conditions of vulnerable people and their communities. . To this end, we support the development and action of Red Cross partners abroad. In Belgium, we advocate for respect for International Humanitarian Law and carry out activities to restore family links.

Function :

1. Guarantees the implementation on the ground of the CRB strategy and approach

With the other members of his geographical unit:

  • Feeds, supports and monitors the implementation of the CRB strategy in West African partner countries;
  • Supports the design of new projects (support for reflections prior to writing) while guaranteeing their consistency with the CRB’s intervention and partnership methods;
  • Leads the Country Representatives of the region in daily operational management, ensuring compliance with CRB approaches;
  • He/she is responsible for the proper integration of new members of the Unit (delegates and headquarters) in particular by coordinating (or participating in) briefings and debriefings.

2. Coordinates, frames and directs resources for local programs and partners in West Africa

With the other members of his geographical unit:

  • Stimulates the search for (co)financing at field level and participates in the search for funding at headquarters;
  • Drafts partnership agreements and ensures that donor requirements, rules and constraints are transcribed into these agreements;
  • Ensures that donor requirements are respected both in terms of management and programming (validation of purchases, operational advances, budget transfers.);
  • Coordinates, participates in the drafting or drafts the documents submitted to donors (financing requests, reports, amendments) and he/she guarantees the quality of these documents and compliance with donor requirements;
  • Maintains regular contacts with donors who are specific to the projects implemented in the geographical area both at headquarters and in the field during missions;
  • Validates the terms of reference of support missions and ensures that these are discussed with delegates in the field and partners;
  • Is responsible for the recruitment process of expatriate delegates based in the sub-region (terms of reference, tests, interviews, etc.);
  • Is involved in the supervision of Country Representatives in the sub-region and supports them in their operational management tasks;
  • Ensures that security plans are up to date and validates them;
  • Supports PR and International department hierarchy in their security management responsibilities.

3. Develop and guarantee the quality of relationships with other internal or external actors in the Red Cross Movement

With the other members of his geographical unit:

  • Organizes partnership evaluations;
  • Participation in annual partner meetings;
  • Develops and maintains relationships with other Movement actors present/interested in the country (headquarters level);
  • Negotiates partnership agreements and monitors reciprocal commitments;
  • Establishes and monitors synergies and collaborations with other Belgian organizations present in the countries of the sub-region (at headquarters level);
  • Participates in NGO sector working groups in the country (e.g. Sahel Nexus, security, etc.);
  • Participates in the drafting and evaluation of CSC (Common Strategic Frameworks).

4. Knowledge of the sub-region, partner countries, partners, contexts, projects supported and actors present

With the other members of his geographical unit:

  • Contributes to the capitalization process and completes the various capitalization tools;
  • Follows country news, particularly aspects related to security issues, and shares information with other team members and management;
  • Masters partner strategy and is aware of their backgrounds and perspectives;
  • Coordinates internal and external single-country evaluations conducted in the sub-region;
  • Responds to external requests for information regarding projects and feeds the MarCom to ensure internal and external visibility of projects supported by the CRB.

5. Representation and advocacy:

  • Participates in Movement meetings and working groups;
  • Represents the CRB in national and international meetings and conferences on humanitarian aid, emergencies, nexus, development;
  • Conducts advocacy at national level on priority subjects for the Red Cross Movement and the CRB (Nexus, localization of aid, Flexible Funds, etc.);
  • Participates in consultations with national donors on possible reforms.

Profile :

  • 5 years of minimum experience in managing humanitarian and emergency projects as well as development projects, including at least 2 years of field experience; work experience in West Africa is an asset;
  • Knowledge of the International Red Cross and Red Crescent Movement;
  • Experience in project/program management;
  • Knowledge of the humanitarian aid and development cooperation sector;
  • Experience in managing grants from the DGD and the EU (knowledge of the rules of these donors);
  • Perfect command of French; Good knowledge of English; knowledge of Dutch and other languages ​​is an asset;
  • Experience in management and teamwork;
  • Written and oral communication skills;
  • Negotiation and problem-solving skills;
  • Good resistance to stress;
  • Dynamic spirit and initiative, sense of challenge;
  • In accordance with the 7 principles of the Red Cross; Experience working or volunteering with the Red Cross Movement is an important asset.
