As USAID’s flagship private sector health project, FHM Engage envisions a world in which health markets are responsive, equitable, resilient, and driven by consumer needs. To meet this vision, FHM Engage– catalyzes the adoption of fresh, contextually-relevant pathways in health market development by building on existing structures and offering strong behavioral, technical, and managerial approaches. While supporting local market actors to build upon current government and donor investments, we also use systems thinking to understand the market system, identify root causes of market under performance (focusing on Stewardship; Financing; Rules, Regulations, and Norms; and Market Information), and develop context-specific and locally informed strategies and solutions to systematically change market environments and health markets.

  1. Principal Duties and Responsibilities

The Partnership Manager will play a crucial role in establishing and managing partnerships with key stakeholders in Guinea, to support the achievement of program objectives. The Partnerships Manager will drive project delivery with support for the development/design and implementation of partnership strategies across various result areas, including Stewardship, Health financing, Rules & Regulations, Market Intelligence, Supply (Services), Supply (Products), and Demand. They will be expected to build and sustain relationships/partnerships with key local stakeholders at the forefront of the targeted result areas. Reporting to the Chief of Party, the Partnerships Manager will work with local partners to teams to generate intelligence and market data analysis, will act as liaison between all local partners, project office and home office teams, keeping all partners all updated and in compliance with company and client rules and regulations. The Partnership Manager will be responsible for the oversight of the end-to-end process of grants lifecycle management, including identification, solicitation, negotiation, execution, monitoring, and closeout of sub-agreements.

  • Identify and engage with relevant stakeholders, including professional organizations, NGOs, private sector entities, and community-based organizations to foster collaboration, partnership opportunities and to improve the health outcomes in Guinea.
  • Develop and maintain partnerships with key local stakeholders to support program implementation, including securing commitments for key result areas.
  • Coordinate with relevant external partners to proactively identify opportunities for collaboration with new and emerging partners to forge thematic alliances with corporations, industrial associations, professional organizations, and development partners to improve health outcomes.
  • Work closely with partners to assess capacity gaps and develop capacity-building initiatives to strengthen their ability to contribute to program objectives.
  • Implement policies, procedures, and systems to ensure effective management and compliance of sub-agreements with USAID regulations, Chemonics policies, and applicable laws.
  • Oversee the contractual and administrative management, implementation, and close-out of all sub agreements in compliance with Chemonics established procedures including but not limited to supporting development of scopes of work, pre-screening potential local partners, facilitating calls and meetings, conducting reference checks, negotiating partnership offers and collecting required documentation from partners as required.
  • Lead the development and review of sub-agreements, ensuring clarity, accuracy, and alignment with program goals and USAID requirements.
  • Review and finalizes RFAs in cooperation with the FHM Guinea team to ensure compliance with USAID policies and procedures and serve on evaluation committee meetings as required, to review and approve local partner activities.
  • Lead the creation of tools, such as sub agreement/deliverable trackers to ensure the proper tracking of disbursements
  • Establish and/or revise, as necessary, the systems and procedures for sub agreements execution (from solicitation to award, payments and close out), and provides appropriate guidance and training to technical specialists to foster clear understanding of the sub agreement procedures, and of their roles and responsibilities on the implementation and management of all agreements under contract
  • Perform pre-award determinations of local partners’ management and technical capacities to support activities implementations and advise on how to enhance partners’capabilities as necessary and appropriate
  • Manage sub-agreement modifications, extensions, and amendments in accordance with Chemonics procedures.
  • Ensure timely and accurate submission of reports and deliverables by local partners, and facilitates communication between sub-recipients and program teams.
  • Coordinate with finance and procurement teams to manage disbursements, financial reporting, and audit requirements related to sub-agreements
  • for local partner organizations in Guinea and work with the PMU and HQ Partnerships Team to create teaming and partnering agreements.
  • Coordinate with the Senior Technical Leads on Market Dynamics, Stewardship, Health financing, Rules & Regulations, Market Intelligence, Supply (Services), Supply (Products), and Demand, to ensure continued engagement of local partners.

  1. Job Qualifications
  • Bachelor’s degree in public health, international development, business administration, or a related field; Master’s degree preferred.
  • Knowledge of USAID assistance regulations and directives and previous experience managing USAID-funded sub-agreements from solicitation to closeout.
  • Minimum of 7 years of experience in partnership development, stakeholder engagement, or related fields, preferably in the health sector.
  • Ability to think strategically, leverage market information to generate market intelligence which will guide investments or regulatory changes and improve market performance and drive project implementation.
  • Experience in working with multi-stakeholder partnerships including governments, donors, multi-lateral agencies and civil society organizations.
  • Proven track record of successfully establishing and managing partnerships with diverse stakeholders.
  • Knowledge of the health landscape in Guinea and experience working with USAID-funded programs is highly desirable.
  • Excellent writing, editing, communications, and research capabilities, with advanced knowledge of and proficiency in the MS Office Suite (OneNote, Word, Excel, Outlook, PowerPoint)
  • Strong interpersonal and communication skills, with the ability to build trust and rapport with partners at all levels.
  • Written and spoken fluency in English and French is required.

  1. Principales fonctions et responsabilités

Le/la gestionnaire des partenariats jouera un rôle crucial dans l’établissement et la gestion des partenariats avec les principales parties prenantes en Guinée, afin de soutenir la réalisation des objectifs du programme. Le/la gestionnaire des partenariats pilotera la réalisation du projet en soutenant le développement, la conception et la mise en œuvre de stratégies de partenariat dans divers domaines de résultats, notamment l’intendance, le financement de la santé, les règles et réglementations, l’information sur les marchés, l’offre (services), l’offre (produits) et la demande. Il/elle devra établir et maintenir des relations/partenariats avec les principales parties prenantes locales en première ligne dans les domaines de résultats ciblés. Sous la direction du chef du parti, le/la gestionnaire des partenariats travaillera avec les partenaires locaux pour générer des informations et des analyses de données de marché, assurera la liaison entre tous les partenaires locaux, le bureau de projet et les équipes du siège, en veillant à ce que tous les partenaires soient informés et respectent les règles et réglementations de l’entreprise et du client. Le/la gestionnaire des partenariats sera chargé de superviser le processus de bout en bout de la gestion du cycle de vie des subventions, y compris l’identification, la sollicitation, la négociation, l’exécution, le suivi et la clôture des accords auxiliaires.

  • Identifier et s’engager avec les parties prenantes concernées, y compris les organisations professionnelles, les ONG, les entités du secteur privé et les organisations communautaires, afin de favoriser la collaboration, les possibilités de partenariat et d’améliorer les résultats en matière de santé en Guinée.
  • Développer et maintenir des partenariats avec les principales parties prenantes locales pour soutenir la mise en œuvre du programme, notamment en obtenant des engagements pour les domaines de résultats clés.
  • Assurer la coordination avec les partenaires externes concernés afin d’identifier de manière proactive les possibilités de collaboration avec des partenaires nouveaux et émergents pour créer des alliances thématiques avec des entreprises, des associations industrielles, des organisations professionnelles et des partenaires de développement en vue d’améliorer les résultats en matière de santé.
  • Travailler en étroite collaboration avec les partenaires pour évaluer les lacunes en matière de capacités et élaborer des initiatives de renforcement des capacités afin d’améliorer leur capacité à contribuer aux objectifs du programme.
  • Mettre en œuvre des politiques, des procédures et des systèmes pour assurer une gestion efficace et la conformité des accords auxiliaires avec les réglementations de l’USAID, les politiques de Chemonics et les lois applicables.
  • Superviser la gestion contractuelle et administrative, la mise en œuvre et la clôture de tous les accords auxiliaires conformément aux procédures établies par Chemonics, y compris, mais sans s’y limiter, soutenir le développement des champs d’action, présélectionner les partenaires locaux potentiels, faciliter les appels et les réunions, effectuer des vérifications de références, négocier les offres de partenariat et collecter la documentation requise auprès des partenaires, le cas échéant.
  • Diriger l’élaboration et l’examen des accords auxiliaires, en veillant à la clarté, à l’exactitude et à l’alignement sur les objectifs du programme et les exigences de l’USAID.
  • Examiner et finaliser les appels d’offres en coopération avec l’équipe de FHM Guinée afin d’assurer la conformité avec les politiques et procédures de l’USAID et participer aux réunions du comité d’évaluation, le cas échéant, afin d’examiner et d’approuver les activités des partenaires locaux.
  • Diriger la création d’outils, tels que des outils de suivi des sous-contrats et des produits livrables, afin d’assurer un suivi approprié des décaissements.
  • Etablir et/ou réviser, le cas échéant, les systèmes et les procédures d’exécution des accords subsidiaires (de l’appel d’offres à l’attribution, aux paiements et à la clôture) et fournit des orientations et une formation appropriée aux spécialistes techniques afin de favoriser une bonne compréhension des procédures relatives aux accords subsidiaires, ainsi que de leurs rôles et responsabilités dans la mise en œuvre et la gestion de tous les accords contractuels.
  • Déterminer, avant l’attribution des marchés, les capacités techniques et de gestion des partenaires locaux pour soutenir la mise en œuvre des activités et prodiguer des conseils sur la manière de renforcer les capacités des partenaires, le cas échéant.
  • Manage modifications, extensions and amendments to subagreements in accordance with Chemonics procedures.
  • Ensure local partners submit reports and deliverables on time and accurately, and facilitate communication between sub-recipients and program teams.
  • Coordinate with finance and procurement teams to manage disbursements, financial reporting and audit requirements related to sub-agreements.
  • for local partner organizations in Guinea and work with the PMU and the Headquarters Partnerships team to create team and partnership agreements.
  • Coordinate with senior technical leads on market dynamics, stewardship, health financing, rules and regulations, market intelligence, supply (services), supply (products) and demand , in order to ensure the continued commitment of local partners.

The partnerships manager will report to and be supervised by the head of party of FHM Engage Guinea.

  1. Professional qualifications
  • Bachelor’s degree in public health, international development, business administration or a related field; Master’s degree preferred.
  • Knowledge of USAID assistance regulations and guidelines and prior experience managing USAID-funded subagreements from tender to closeout.
  • At least 7 years of experience in partnership development, stakeholder engagement or related areas, preferably in the healthcare sector.
  • Ability to think strategically, leverage market information to generate intelligence that will guide investments or regulatory changes, improve market performance, and drive project implementation.
  • Experience working with multi-stakeholder partnerships, including governments, donors, multilateral agencies and civil society organizations.
  • Proven experience in establishing and managing partnerships with various stakeholders.
  • Knowledge of the health landscape in Guinea and experience working with USAID-funded programs is strongly desired.
  • Excellent writing, editing, communication and research skills, with advanced knowledge and proficiency in MS Office (OneNote, Word, Excel, Outlook, PowerPoint).
