*TERMS OF REFERENCE*

Job Title : Payment Adviser – International

Purpose : To provide technical support and advice to the National Directorate of Payment Administration of Whole of Government Budget Appropriation.

Reporting to : Director General of Treasury through National Director of Payment and Administration of Whole of Government

Counterpart(s) : National Director of Payment and Administration of Whole of Government, Head of Departments and its key staffs.

Classification : C3.3. Specialized Professional

Salary : US$ 15,000.00/month plus mobilization fee of US$3,000 (once-off payment/Annum)

TOR Reference : May 2022

Duration : 1 Year with options for further renewal based on need of Ministry of Finance and Treasury needs

Location : 3rd Level, .Ministry of Finance, Dili, Timor-Leste

I. Selection Criteria Essential

  • University Degree in economics, accounting, finance or similar area, and member of an internationally recognized professional body such as Chartered Accountant (CA), Certified Public / Practicing Accountant (CPA) or similar area.
  • A minimum of 10 years’ experience in Government Accounting and Public Financial Management, Financial Reporting and knowledge of compliance with international standards of accounting and auditing.
  • Ability to supervise, control and mentor government accounts operations
  • Sound understanding of governance issues especially in relation to financial transactions, data capture , reporting , disclosures, fraud and mismanagement identification and control, including knowledge of Debt Management
  • Knowledge of IPSAS and IFRS accounting standards , cash based and accrual based accounting, practices , procedures and reporting requirements
  • Some knowledge of RDTL financial system, policy and procedure;
  • Ability to communicate effectively and transfer international knowledge and experience to developing country nationals.
  • Ability to build the capacity of staff through a range of capacity building modalities in the area of Treasury.
  • Computer literacy in MS Office Suite of products
  • Experience in capacity building strategies especially in Treasury areas including monitoring and evaluation of its activities

Desirable

  • Knowledge and experience in GRP;
  • Having proven professional experience in developing countries;
  • Excellent Business / Legal Portuguese ( Preferable ) or English with knowledge of Tetum or Bahasa Indonesia
  • Sensitivity to people from all levels within the organization, minority or cultural background.

II. BACKGROUND

The Ministry of Finance (MoF), is the central body of the Government responsible for drafting, executing, coordinating and assessing the policies defined and approved by the Council of Ministers, for the areas of annual monitoring of budget and finance.

The Directorate General of Treasury was established under the article no.14, decree law no.43/2020, 7th of October, first alteration from DL no.28/2019, 25 September, on Organic of Ministry of Finance and Diploma Ministerial no.46/2021, 14 July is a central service of the MoF that ensure the general guidance and integrated coordination of services of the Ministry with competences in the areas of accounting, accounting standardization, payments and administration of All-government appropriations, monitoring of financial decentralization, financial asset management and public participations.

National Directorate of Payment and Administration of Whole of Government (NDPAWG) is responsible for coordinating and supervising all operations of public expenditure payment and operations of Treasury as well as the management and execution of Whole of Government Budget Appropriation.

III.Scope of Work Responsibilities | Performance Indicators

  1. Provide support and policy advice on effective and efficient budget Execution process of Government 1.1. Level of support provided 1.2. High quality and timely support and advice provided.
  2. Provide analysis and policy advice on effective and efficient utilization of budget allocated under Whole of Government budget appropriation 2.1. Level effective and efficient budget execution; 2.2. Analysis and policy advice provided timely 2.3. Number of legal framework revised and new policy advised are brought to executive’s attention for consideration and approval.
  3. Help established rules and procedures for execution of budget allocate under Whole of Government Budget appropriation, especially contingency and counterpart funds 3.1. Rules and procedures regarding Contingency and counterpart fund established
  4. Provide support to perform analysis and provide effective solution to issues in relation Government advance payment to embassies and consulates overseas in multicurrency environment, and how this can be reflected correctly in Government Financial statement in United States Dollar Currency 4.1. Level of effectiveness of the proposed solution/s. 4.2. Numbers of solutions provided issues resolved.
  5. Conduct analysis and suggestions for improvement of existing budget execution procedures and system including payroll system 5.1. Level of effectiveness of the proposed solution/s. 5.2. Analytical report prepared and submitted when required
  6. Help conduct analyses and identify reform potentials to improve and streamline Government Budget Execution processes and procedures 6.1. Level of effort and usefulness of issues identified to improve existing processes and procedures.
  7. Review Existing Treasury Manual and help Treasury to update the Treasury manual to reflect the most up to dated process and procedures in Treasury 7.1. Treasury Manual is updated at least once every year.
  8. Provide advice and solutions to improve existing systems and processes for managing Government and Donor Revenues, expenses reporting and third party loans to Government and as well improve interface between GRP and Tax, Customs and other revenue systems so that revenue streams are updated at least daily and cash balance / requirement forecasts are accurate. 8.1. Level of effectiveness of the proposed solution/s
  9. Ensures Chart of Accounts meet the needs of users, all Line Ministries, Autonomous Agencies and Municipalities, where greater clarity of data analysis is required. 9.1. Chart of Accounts CoA meet the needs of users, all Line Ministries, Autonomous Agencies and Municipalities where greater clarity of data analysis is required , Adviser is able to analyze needs, develop changes in CoA and provide instructions to IFMISU
  10. Work closely with Public Service Commission to ensure Public Service commission payroll information system is interfaced with MoF Payroll System 10.1. Level of progress to interface Public Service Commission System and Treasury Payroll System/FreeBalance
  11. Work closely with the National Director of Accounting and Accounting Standardization to Establish Accounting and Reporting standard for public enterprises and private sector in accordance with IFRS standards. 11.1. Effective communication is Established with National Director of Accounting and Accounting Standardization 11.2. Draft Accounting and Reporting Standard for public Enterprises and Private Sector in according to IFRS
  12. Provide advice and assist on periodic Budget execution report and analysis. | ·Timely and accuracy of the report
  13. Provide accounting and finance – including payments and Financial Decentralization related technical supports to other National Directorates under the Directorate General of Treasury | · Feedback from the Directors in the range and quality of support and assistance provided by Adviser on an ad hoc basis.
  14. Provide training and capacity building support to staff in Treasury in the Advisor’s area of specialty | ·Training materials and plans developed, approved and carried out effectively. ·Report on training development prepared and submitted timely · Recommendations and training results analysis responded to the directorate skill gaps;
  15. Identify existing payment issues and suggest solutions and improvement for the identified issues | · Level of effectiveness of the proposed solution/s
  16. Provide advice and assist Treasury to establish procedures and legislation formworks for introduction of Treasury Bills, Bonds and other Securities | ·Level of assistance provided
  17. Performs miscellaneous job-related duties as assigned. | · Reliable and dependable whenever asked to perform any job-related tasks and flexible in working on tasks at hand · Readily accepts delegated tasks given by the Treasury Directors.

III. Key Deliverables

  • Within four weeks of commencement, develop an Activity Work Plan that is consistent with the relevant activities and performance indicators of the Ministry’s 5 Year Plan and submitted to the Director General of Treasury**;**
  • Monthly and quarterly Progress Reports against the agreed Work Plan and submit to Director General of Treasury;
  • Detailed technical briefing to Directors, Executive Office and other bodies requiring clarification on technical matters in relation to Government budget execution
  • Report on analysis and policy advice on effective and efficient utilization of budget allocated under Whole of Government budget appropriation
  • Identification of reform potentials to improve and streamline Government Budget Execution processes and procedures
  • Work closely with Public Service Commission to ensure Public Service commission payroll information system is interfaced with MoF Payroll System
  • Provide advice and assist Treasury to establish procedures and legislation frameworks for introduction of Treasury Bills, Bonds and other Securities
  • Provide report on training and capacity building support to staff in Treasury in the Advisor’s area of specialty
  • Provide support to Other Directorates and Units within MoF that need the technical support of Treasury
  • Up-to-date and comprehensive Treasury Manual
  • End of Assignment report to the Director General of Treasury; no later than 10 working days prior to the end of contract.

IV. Performance Evaluation

The performance of the incumbentwill be appraised and evaluated by Director General of Treasury through National Director of Payment and Administration of Whole of Government using the Performance Appraisal System put in place and monitored by the National Directorate of Human Resources (NDRH)- Directorate-General for Corporate Services, Ministry of Finance. This process will include a probation review within two (2) months of the commencement of the contract, regular reporting, ongoing workplace communications and annual performance appraisal. Performance indicators are in place for all areas within the Ministry, and the incumbent’s work will be contributing to the achievement of the priorities as set out in their TOR to Treasury and its National Directorates’ Strategic Plan as well as the Ministry’s Five Year Plan.
