PRESENTATION OF THE CONTEXT

Launched in 2001 by seven international development partners, the “PEFA” program, through its standardized methodology for public financial management diagnostics, has become the internationally recognized standard for assessing public financial management (PFM) systems. The methodology has been expanded over time with additional frameworks: subnational, gender module, climate module. The initiative has been supported since its inception by France, which is represented on the PEFA steering committee by two institutions: the Ministry for Europe and Foreign Affairs (MEAE) and the French Development Agency (AFD).

In this context, France’s support for the PEFA program also takes the form of AFD financing PEFA diagnostics and PFM reform strategies, coupled with action plans in partner countries. A first and second facility were respectively granted by AFD in 2018 and 2023 for a total of EUR 3.2 million. The implementation of these diagnostics and action plans is ensured by Expertise France, which, more specifically and non-exhaustively, is responsible for:

  • Mobilize expertise and coordinate the organization of activities;
  • Support AFD agencies and the Governance division (GOV) in their role as PEFA project managers;
  • Participate in the quality control of technical deliverables;

To implement this facility, Expertise France is recruiting a person for the position of “PEFA coordinator”. To fulfill his/her duties and facilitate coordination between AFD and EF, the coordinator is under the hierarchical responsibility of the head of the “transparency, management and accountability” division and posted within the GOV division of AFD. The position covers the following responsibilities:

1. Overall supervision of the facility

  • Ensure internal monitoring and management at EF;
  • Ensure the overall administrative and financial management of the project, including audits (internal monthly and half-yearly monitoring of steering, link with the lessor, etc.).
  • Ensure the production of technical and financial reports for the AFD;
  • Feed the management dialogue between AFD and EF;
  • Ensure the link and sharing of information with the international technical expert (ETI) based within the PEFA Secretariat in Washington;

2. Coordination of evaluation activities and reform plans

  • Ensure prospecting and monitoring of PEFA assessment opportunities and reform plans;
  • Contribute to public policy dialogue and the institutional assembly of PEFA diagnostics and reform plans: participation in discussions with the authorities and TFPs, contribution to the development of the concept note (scope, evaluation team, positioning of the AFD Group);
  • Identify and mobilize the necessary expertise;
  • In close collaboration with the project assistant:
  • Contracting experts;
  • Prepare and organize missions abroad and any other activity financed by the facility (presentation/restitution workshops, training seminars, etc.);
  • Supervise and deliver quality control of expert production and liaise with assessment team leaders;
  • Support local AFD agencies throughout the PEFA assessment process, in coordination with the AFD project team leader;

3. Communication and capitalization

  • Animate a pool of expertise;
  • Deliver training and outreach sessions on PEFA intended for AFD and EF teams;
  • Support AFD Group teams in identifying opportunities for developing technical assistance projects, in response to the issues highlighted by the evaluation;
  • Monitoring, analysis and capitalization on the PEFA tool (and on other evaluation tools if relevant (DeMPA, PIMA, TADAT);
  • Capitalize on PEFA diagnostics carried out with AFD funding (analysis of processes, costs, results and proposals for development, etc.)

To ensure the completion of these tasks, he/she will work in close collaboration with the teams (i) of Expertise France (operations, legal, financial departments, etc.) and (ii) of AFD (REP, RP, agencies).

Expertise France is a public agency for the implementation of international cooperation projects. We are placed under the supervision of the ministries responsible for foreign affairs and the economy and finance, with which we have a contract of objectives and means.

Interministerial Agency for International Technical Cooperation , we are the operator of all ministries. In 2021, the agency joined the AFD group (French Development Agency) which provides us with financial and operational solutions.

Diploma :

  • Holder of a 2nd cycle university degree or equivalent in economics, law, international relations, etc.

Professional experience:

  • At least 5 years of professional experience in the field of strengthening public financial management systems;
  • Knowledge of the international cooperation ecosystem;
    • Experience on a project supporting public authorities, preferably in developing countries.

SKILLS :

  • Good knowledge of public finance management and PEFA methodologies;
  • Knowledge of other international assessment methodologies (TADAT, PIMA, DeMPA, etc.) and participation in a PEFA assessment (as an assessor or reviewer) would be an asset;
  • Good command of English, command of Spanish or Portuguese would be an asset;

The compensation for this position consists of an annual package including the following benefits:

A 13th month paid monthly and effective upon taking up the position;
A variable portion of 3% of the annual gross salary;
More than 45 days of annual leave, with the possibility of monetizing up to 10 days of RTT per year;
A share of profit-sharing, calculated according to the results of the year;
An allowance of 9 euros per day for meals (Swile Card);
Coverage of 50% of public transport costs;
A mobility bonus of 400 euros per year if you prefer to travel by bike;
A completely free mutual health insurance, covered by the agency;
The possibility of teleworking 2 days per week;
An annual holiday bonus of 450 euros.
