Organizational Setting

The Office of Emergencies and Resilience (OER) is responsible for ensuring FAO’s efforts to support countries and partners in preparing for and effectively responding to food and agricultural threats and crises by: i) increasing the numbers of people reached in IPC 3 and above; and ii) increasing the numbers of people supported to move out of IPC 3 and above from a humanitarian caseload onto pathways of resilience and development. FAO has mainstreamed a humanitarian, development, peace nexus approach and a localization agenda throughout its strategic positioning and programmatic design and implementation at country and regional levels. In this organizational setting, OER is responsible for coordinating the development and maintenance of corporate tools and standards to enable decentralized offices (DOs) to assist member countries to prepare for, and respond to emergencies as well as strengthen capacities of national and subnational institutions and partners for resilience and risk-informed development. OER ensures humanitarian policy coordination and knowledge, liaison with the Inter-Agency Standing Committee as well as with humanitarian resource partners, co-leadership with World Food Programme of the global Food Security Cluster, organizational preparedness, surge capacity and response to large-scale emergencies. OER supports food and nutrition security and sectoral/systems assessments, early warning activities related to emergency and humanitarian analysis and responses. OER plays a major role in the development and leadership of the Organization’s programme to increase the resilience of livelihoods to food and agriculture threats and crises of the Organization’s programme in areas such as risk governance and coordination, anticipatory actions, disaster risk reduction, early warning and response in agriculture and food chain crises. OER supports FAO Country Offices to manage secure registration, protection, storage, processing and sharing of personal data from thousands of people across multiple projects, countries and regions, for the purpose of assessments, surveys, provision of assistance in various forms and monitoring and evaluation, in line with FAO corporate framework for data protection.

Reporting Lines

When based in OER-HQs, the Personal Data Responsibility Specialist works under the overall supervision of the OER Enabling Environment Team Leader and the direct supervision of the Emergency and Rehabilitation Officer, coordinator of the OER cash and voucher assistance (CVA) and Management Information System (MIS) units. When based in or deployed to Decentralized Offices, s/he works under the overall supervision of and reports to the FAO Representative or the most relevant senior programming officer in the FAO Representation, with a functional reporting to the relevant unit in OER-HQs.

Technical Focus

Support to implementation of FAO’s resilience agenda at global, regional, subregional and/or country level, with a focus on the development and provision of advice, guidance and training to FAO Country Offices related to the protection, secure registration and management and sharing of personal data from beneficiaries of FAO’s assistance.

Tasks and responsibilities

In compliance with FAO corporate Data Protection Policy and framework and other relevant rules and regulations, the Personal Data Responsibility Specialist will:

• Provide support, advice and guidance to FAO Country Offices related to the protection, secure registration and management and sharing of personal data of beneficiaries of FAO’s assistance and other people with whom FAO interacts, ensuring high operational standards based on recognized international best practices, in particular those of the UN System ; • In consultation with the Legal Office (LEG), with the data protection specialist(s) appointed by LEG, and with relevant unit(s) within FAO, as appropriate, address and provide timely support to FAO Country Offices’ requests related to beneficiary personal data protection and responsibility, including data protection requests concerning contractual arrangements, Letters of Agreement, partnerships, Data sharing agreements, Standard Operating Procedures, Data protection risk assessments and mitigation strategies, and other processes related to the secure management and protection of personal data of beneficiaries and other affected populations; • Review, strengthen and update the existing OER operational guidance note related to data protection and responsibility and develop new ones as required; • Develop OER handbook section related to personal data protection and responsibility; • Review, strengthen and finalize the training materials on data protection and responsibility for both face-to-face and virtual training to FAO Country Offices; • Deliver the OER training on data protection and responsibility to at least 10 FAO Country Offices; • Organize and facilitate a data protection working group for Country Office focal points that have been trained to underpin a community of practice that would address outstanding challenges and exchange best practices; • Regularly collaborate and liaise with relevant HQ divisions, teams and units, including but not limited to PSS, CSI, CSLP, and other OER-HQ units, particularly related to Management Information Systems; Capacity Development; Monitoring-Evaluation-Accountability-Learning; Programme and Results; Knowledge Management and Learning; Country Support; and others; • Identify and document good practices related to personal data protection and responsibility which have a potential to enhance the quality of FAO’s interventions and support their dissemination and potential adoption, replication and standardization by other Country Offices; • Develop reporting mechanisms to allow monitoring of Data Protection and Privacy activities and identify related risks and gaps and support remediation; • Undertake missions (including possible long-term deployments) to support FAO Country Offices with specific tasks based on requests including but not limited to data protection and responsibility training, data privacy impact assessment, data protection risk assessment, data sharing agreements, etc.; • Lead and/or support the development of relevant technical tools, notes, briefs and guidelines; • Perform other relevant duties as required.

Expected outputs

• In-country (including possible long-term deployments) and remote programmatic and operational support and backstopping timely and regularly provided to FAO Country Offices managing beneficiary personal data in the context of emergency and resilience programmes; • OER operational guidance notes and SOPs on personal data protection and management updated, strengthened, finalized and disseminated through appropriate channels including but not limited to webinars; • OER capacity development package (including virtual training, training of trainers, trainer’s guide) on personal data responsibility and protection for FAO and partner organizations’ staff updated, finalized and rolled out in at least 10 countries; • Regular liaison and coordination with LEG, the competent body(ies) provided under FAO corporate Data Protection framework, PSS and other relevant FAO HQ stakeholders; • Timely review of and make recommendations on the relevant sections and clauses of contractual arrangements, Long-Term Agreements, Letter of Agreements, UN-to-UN agreements and Data Sharing Agreements (global and from FAO Country Offices), in close coordination with CSF, CSLP, PSR and LEG, as appropriate; • Other relevant duties undertaken including but not limited to the use of Cash and Voucher Assistance and Management Information System by FAO Country Offices in the context of emergency and resilience activities.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• University degree (Bachelor’s or equivalent) in law, data management, data protection or other relevant discipline; • At least 1 year (Category C), 5 years (Category B) or 12 years (Category A) of experience in different dimensions of data protection, data management with a focus on humanitarian and development assistance with at least 2 years (Cat. B), and 3 years (Cat. A) specifically on data protection and/or management in humanitarian actions or contexts; • Working knowledge of English, French or Spanish and limited knowledge of one of the other two or Arabic, Chinese, Russian.

Technical/Functional Skills

• Work experience in more than one location or area of work; • Previous experience working with UN Agencies is desirable; • Able to work under pressure and adapt to an evolving and complex humanitarian context and within multidisciplinary and different cultural background teams; • Excellent communication skills, both verbal and written; • Solid knowledge of international data protection standards and regulations, and a good understanding of other relevant UN data protection/data responsibility guidelines. • Extent and relevance of experience on personal data protection and/or management in humanitarian actions or contexts; • Solid knowledge of operational landscape and latest developments regarding humanitarian principles, humanitarian law, personal data management, security and protection.
