Peru – Monitoring, Evaluation and Accountability Advisor (MEAL) At Oxfam-Québec

This is a 12-month mandate in Lima, Peru.

The mandate is under the Equality in Action Volunteer Cooperation Program (VCP), which takes place in 12 countries and 3 regions over an eight-year period (2020-2028).

The VCP aims to increase the involvement of local partners in countries of intervention in inclusive, innovative and sustainable initiatives that will advance gender equality. Oxfam’s role is to support these organizations, working with the most vulnerable and marginalized people, to claim and exercise their rights. Oxfam places the rights of women, girls, and vulnerable and marginalized people at the heart of everything it does.

Here’s what your daily life will look like:

In close collaboration with Oxfam’s in-country team members and VCP partners, your mandate will be to:

  • Support the development of PCV partners’ baselines and the PCV Annual Work Plan (PTA) to ensure capacity building of PCV partners in line with identified priorities, adopting a feminist approach to ensure that gender equality and women’s rights are at the center of everyone’s thinking and actions;
  • Support the follow-up of strategic evaluations for country office programs and help design indicators and tools for monitoring and evaluating interventions in the country;
  • Support the monitoring and evaluation of projects financed by restricted funds, in accordance with donor requirements;
  • Systematize partner reports and document progress and results in the implementation of the various axes;
  • Contribute to the development of formative and summative evaluations of the PCV;
  • Contribute to the development of internal and programmatic accountability reports (logical framework), ensuring the orderly management and filing of documentation and sources of verification for Oxfam’s projects in Peru.

For this mandate you must:

  • Be a Canadian citizen or have permanent resident status in Canada;
  • Have university degree in program monitoring and evaluation, project management, social sciences, research, or any other relevant field;
  • Have at least 2 years of professional experience in the development and implementation of monitoring, evaluation and learning methodologies and tools, or in organizational development;
  • Have experience in project and program design with the MEAL system;
  • Be fluent in Spanish, spoken and written (required);
  • Master the Office suite.

Peru – Counselor in monitoring, evaluation, learning and accountability (SEAR)

This is a 12-month mission in Lima, Peru.

Oxfam puts the rights of women, girls and vulnerable and marginalized people at the heart of everything it does.

This is what your daily life will be like:

Working closely with Oxfam team members and in-country partners, your mandate will include:

  • Support the development of PCV members’ baselines and the PCV Annual Work Plan (AWP) to ensure the strengthening of the capacities of PCV partners in coherence with identified priorities and adopting a feminist approach to ensure that gender equality and women’s rights are at the center of everyone’s reflection and actions;
  • Support in the monitoring of strategic evaluations for the country office programs, support in the design of indicators and tools for the monitoring and evaluation of country interventions;
  • Support the monitoring and evaluation of restricted fund projects in accordance with donor requirements;
  • Systematize the partners’ reports and document progress and results of the implementation of the different axes;
  • Contribuir al desarrollo de las evaluaciones formativas y sumativas del PCV;
  • Contribuir al desarrollo de los informes de rendición de cuentas interna y a la rendicion de cuentas programatica (marco logico), asegurando la gestión y registro ordenado de la documentación y fuentes de verificación de los proyecto de Oxfam en Peru.

Para este mandato debe:

  • Ser ciudadano.a canadiense o tener la condición de residente permanente en Canadá;
  • Tener un títuló universitario en seguimiento y evaluacion de programas, gestión de proyectos, sciencias sociales, investigación, o cualquier otro campo pertinente;
  • Tener al menos 2 años de experiencia profesional en la elaboración y ejecución de metodologías y herramientas de seguimiento, evaluación y aprendizaje o de desarrollo organizacional;
  • Tener experiencia en diseño de proyectos y programas con el sistema SEAR;
  • Poseer el dominio del español hablado y escrito (obligatorio);
  • Poseer el dominio de Microsoft Office.

Lo que ofrecemos:

  • Una asignación de subsistencia mensual para gastos de base;
    • Aumento del 20% de la asignación por cada hijo acompañante (máximo de 2 hijos)
  • 1.500$ CAD al año/por niño para gastos escolares;

  • 200$ CAD por equipaje adicional;
  • Seguro médico ventajoso para usted y su(s) hijo(s) acompañante(s);
  • Un programa de apoyo durante su mandato y hasta dos meses después del fin de su mandato;
  • 20 días de vacaciones y otros días no laborables;
  • Acceso a diversos cursos de formación (E-Learning, etc.);
