This is a 12-month mandate in Lima, Peru.
The mandate is under the Equality in Action Volunteer Cooperation Program (VCP), which takes place in 12 countries and 3 regions over a eight-year period (2020-2028).
The VCP aims to increase the involvement of local partners in countries of intervention in inclusive, innovative and sustainable initiatives that will advance gender equality. Oxfam’s role is to support these organizations, working with the most vulnerable and marginalized people, to claim and exercise their rights. Oxfam places the rights of women, girls, and vulnerable and marginalized people at the heart of everything it does.
Here’s what your daily life will look like:
In close collaboration with Oxfam’s in-country team members and VCP partners, your mandate will be to:
- Support the development of PCV partners’ baselines and the PCV Annual Work Plan (PTA) to ensure capacity building of PCV partners in line with identified priorities, adopting a feminist approach to ensure that gender equality and women’s rights are at the center of everyone’s thinking and actions;
- Support the follow-up of strategic evaluations for country office programs and help design indicators and tools for monitoring and evaluating interventions in the country;
- Support the monitoring and evaluation of projects financed by restricted funds, in accordance with donor requirements;
- Systematize partner reports and document progress and results in the implementation of the various axes;
- Contribute to the development of formative and summative evaluations of the PCV;
- Contribute to the development of internal and programmatic accountability reports (logical framework), ensuring the orderly management and filing of documentation and sources of verification for Oxfam’s projects in Peru.
For this mandate you must:
- Be a Canadian citizen or have permanent resident status in Canada;
- Have university degree in program monitoring and evaluation, project management, social sciences, research, or any other relevant field;
- Have at least 2 years of professional experience in the development and implementation of monitoring, evaluation and learning methodologies and tools, or in organizational development;
- Have experience in project and program design with the MEAL system;
- Be fluent in Spanish, spoken and written (required);
- Master the Office suite.

Perú – Consejero.a en seguimiento, evaluación, aprendizaje y rendición de cuenta (SEAR)
Se trata de una misión de 12 meses en Lima, Perú.
El mandato es parte del Programa de Cooperación Voluntaria (PCV) de Igualdad en Acción, que se ejecuta en 12 países y 3 regiones durante un período de ocho años (2020-2028).
El PCV tiene como objetivo aumentar la participación de las socias locales en los países de intervención a través de iniciativas inclusivas, innovadoras y sostenibles que promoverán la igualdad de género. El papel de Oxfam consiste en apoyar a estas organizaciones, trabajando con las personas más vulnerables y marginalizadas, para que revindiquen y ejerzan sus derechos. Oxfam pone los derechos de las mujeres, las niñas y las personas vulnerables y marginalizadas en el centro de todo lo que hace.
Esto es lo que será su vida diaria:
En estrecha colaboración con los miembros del equipo de Oxfam y los socios en el país, su mandato consistirá en:
- Apoyar al desarrollo de las líneas de base de las socias del PCV y el Plan de trabajo anual (PTA) del PCV para asegurar el fortalecimiento de las capacidades de los socios del PCV en coherencia con las prioridades identificadas y adoptando un enfoque feminista para garantizar que la igualdad de género y los derechos de las mujeres estén en el centro de la reflexión y de las acciones de todos;
- Apoyar en el seguimiento de evaluaciones de caracter estratégico para los programas de la oficina-país , apoyar en el diseño de indicadores y herramientas para el monitoreo y evaluación de las intervenciones de país;
- Apoyar el monioreo y evaluación de proyectos de fondos restrictos de acuerdo con los requisitos del donante;
- Sistematizar los informes de las socias y documentar avances y resultados de la implementación de los diferentes ejes;
- Contribuir al desarrollo de las evaluaciones formativas y sumativas del PCV;
- Contribute to the development of internal accountability reports and programmatic accountability (logical framework), ensuring the orderly management and registration of documentation and verification sources of Oxfam projects in Peru.
For this mandate you must:
- Be a Canadian citizen or have permanent resident status in Canada;
- Have a university degree in program monitoring and evaluation, project management, social sciences, research, or any other relevant field;
- Have at least 2 years of professional experience in the development and execution of monitoring, evaluation and learning or organizational development methodologies and tools;
- Have experience in project and program design with the SEAR system;
- Possess command of spoken and written Spanish (mandatory);
- Have proficiency in Microsoft Office.

- A monthly subsistence allowance for basic expenses;
- 20% increase in the allowance for each accompanying child (maximum of 2 children)
- $1,500 CAD per year/per child for school expenses;
- A monthly housing allowance;
- Round trip plane ticket with 2 suitcases in the hold;
- Round trip plane ticket for each accompanying child
- $200 CAD for additional luggage;
- Advantageous health insurance for you and your accompanying child(ren);
- A support program during his term and up to two months after the end of his term;
- 20 days of vacation and other non-working days;
- Access to various training courses (E-Learning, etc.);
