General context of the project

Project Title: Provision of essential and quality services through an integrated protection, health and nutrition response for vulnerable conflict-affected population in Southern Afghanistan

The program’s general objective is to contribute to reduce the protection and health risks of hard-to-reach conflict-affected communities. The proposed program aims at improving access to integrated protection, primary health care (including sexual and reproductive health care) and nutrition services in the conflict affected areas of Maywand, Shahwalikot and Spinboldak Districts of Kandahar Province and Qalat and Shahjoy Districts of Zabul Province. General purpose of the position

In close collaboration with the HoM and the Medical Department at

mission level and HQ Medical Unit, support all pharmacy-related activities in

the mission. Ensure the proper implementation of INTERSOS SoPs and National

Health policy as well as the quality of the pharmacy management system in the

mission, in order to guarantee the delivery of quality pharmaceutical items,

consumables, and medical equipment for patients and their communities.

Main responsibilities and tasks

Assess pharmacy activities in the mission, the correct storage, classification and organisation of drugs and medical material according to INTERSOS protocols.

Rapidly assess current issues in pharmaceutical management system and develop recommendations for improvements with particular emphasis on:

o Identifying and addressing any supply chain procedures within current health programs that present a risk to INTERSOS compliance requirements

o Working with the Medical Coordinator to identify the pharmaceutical medical supplies needed related to INTERSOS’ health services and ensure that we are tracking, analysing and utilizing consumption to inform appropriate procurements

o Assessing, reviewing and train on the global pharmaceutical indicators

o Switching from the current push system to a more efficient pull system to avoid stock outs and wastage

o In coordination with the Health team, establish a contingency Pharmaceutical stock and provide guidance on how the stock will be managed, when to activate the stock, and how it will be replenished.

Support the integration of the Inventory Management System in mission. Also, train on the regularly update the web-based inventory report system accessible to the PMs and the medical teams, informing on projections, planning and budgeting.

Train the national Pharmacists to monitor efficiently the management of stocks and preparation of national and international orders under and in coordination with the Medical Coordinator. Also, in the stock analyses in order to avoid overstocks and stock ruptures. Ensures that the medical staffs correctly fills pharmaceutical tools, at field and mission level, such as consumption tool, inventory, monthly order etc., In addition, ensures that all local medical purchases strictly follow the procurement policy.

In cooperation with the logistics department assess and ensure that temperature, humidity and light exposure in the Warehouse are in line with international standards, applying monitoring procedures, such as the daily temperature control. When applicable, it will be also for the cold chain, in order to ensure that the temperature is maintained at optimum levels.

Following donor’s guidelines and national policy, proposes to the Medical Coordinator, donation of drugs to other health facilities. Once the MedCo validates the donation, support on the preparation the related documentation and donation forms.

In coordination with Logistics, ensures that all hygiene and security procedures are followed in pharmacies by cleaning, controlling pests and rodents, etc. Also, support for a proper disposal of expired medicines according to donor guidelines and national policy for safety standards and waste management.

Participates in the monthly reports in coordination with the MedCo, also in the definition of annual pharmaceutical forecast planned. Make recommendations for a plan for continued supervision and oversight to encourage long-term strengthening of the system, including regular field visits and supportive supervision by relevant senior staff.

Represent INTERSOS in coordination with the MedCo when communication with other actors is needed for pharmaceutical related issues.

Participates in selection and follows up all pharmacy staff in cooperation with HR. Provide feedback to the manager about the performance of staff involved in the pharmacy management. Make recommendations on staffing structure required in each location to ensure management of pharmaceuticals and medical supplies is in compliance with donor regulations and allows for response and continuous health programming.

Implement recommendations with a strong emphasis on increasing capacity of Health staff. Invest in training and capacity building in management of medical commodities.

Encourage and foster better communication and cooperation between health and SC teams

Engage with regional/HQ Logistics / Compliance for support as needed

Detailed handover at the end of deployment i.e. Produce and share a mission report, organise a briefing with Field and Country teams, and HQ Technical team if necessary

Required profile and experience

Education

• Advanced university degree in pharmacy. Desirable specialization in Tropical Medicine or a degree in Public Health

Professional Experience

Minimum 3 years relevant work experience in the humanitarian sector especially in fragile and unstable environments as Pharmacist specialist or a position related to Pharmacy**

Professional Requirements

Essential computer literacy (word, excel and internet)

• Demonstrate experience with different donors compliance and reporting

• Understanding of humanitarian operations principles, standards and best practices

Languages

English (Mandatory). Multi-language as French knowledge is desirable**
