TERMS OF REFERENCE
Position Title: Photography Consultant
Location: Gaza
Duration: 15Nov 2024 – 30 April 2025
Reports to: ECHO Project Manager
Summary:
The consultant will be responsible for documenting RI’s project activities and producing high quality photographs, photo story and multimedia product. These products, to be disseminated through various online channels such as RI’s partners’ and donor’s websites and social media platforms, will be used for raising the awareness of the general public and stakeholders about RI’s programs.

Our team of more than 7,000 staff and local volunteers work in 16 countries across Africa, Asia, and the Middle East, providing Health and Nutrition, WASH (Water, Sanitation, and Hygiene), Education and Livelihoods programming that is safe, truly local, conflict sensitive, climate smart, evidence based, and reaches those in need.
Relief International has been active in the occupied Palestinian territory since 2007, providing emergency response and resilience programming in the West Bank and Gaza, spanning multiple sectors in partnership with various donors. While we scaled down operations in 2017, due the increase in needs on the ground, not only in Gaza, but also in the West Bank, we have launched a response in coordination with other international and local NGOs, which compliments already existing work in country and seeks to meet identified gaps in services.
Responsibilities and Duties:
The consultant will be required to do the following:
- Visiting project locations, and interacting with the implementing partner and beneficiaries to develop the content and the work/production plan through close coordination with RI
- Capture 50 high resolution images of RI’s activities in Gaza.
- That are to be suitable for storyboarding
- Reflective for the provided services
- Produce one photo story:
- Consisting of high-resolution photos
- With complementary narrative through series of images
- Showcasing ECHO-funded programming
- Multimedia product
- Accompanying one of the hospital staff to capture visuals on the hospital services, reflecting the humanitarian aspect of the daily life, the impact that the project activities supporting
- Obtain consent from individuals featured in the photographs and videos using RI’s consent form.
- Ensure RI and donor’s visibility
- Carryout the activities in accordance with humanitarian principles and RI procedures in coordination with RI focal point
Output/Deliverables:
- RI consent forms for each person photographed / featured in the videos (including RI and hospital staff);
- 50 photos accompanied by brief captions relating to the subject of the picture and an explanatory sheet with background information (date, country, city/region, project, name and role of the person on the photo. if applicable).
- One photo story showcasing program activities with a complementary narrative and photos.
- One multimedia product, post-edited to include voice over, information texts and subtitles in English and Arabic
- Photos and videos must be uploaded and stored on online cloud storage site (Google drive, box.) with sharable link;
Project locations:
Photographer will visit RI-funded health facilities to produce materials in Gaza Strip.
Qualifications & Requirements:
- Photographer/videographer with a demonstrated experience in capturing working humanitarian and transitional settings;
- Demonstrated experience in photography with an extensive portfolio;
- Knowledge of photo editing;
- Excellent communication skills;
- An interest in humanitarian, development, and related issues;
- Ownership or possession of a high-resolution digital camera and another necessary equipment to produce high-quality deliverables is a must.
Intellectual Property
All information pertaining to this project (audio, digital, cyber, project documents, etc.) belonging to the client, which the Consultant may come into contact within the performance of his/her duties under this consultancy shall remain the property of RI who shall have exclusive rights over their use. Except for purposes of this assignment, the information shall not be disclosed to the public nor used in whatever form without written permission of RI.
Contractual Arrangements and Supervision
Within the agreed period, the Consultant will be hired under RI terms of contract and supervised by RI solely for delivering the above outputs. RI as the client shall provide necessary support to the Consultant in order to execute the assignment during the duration of the consultancy. These shall include:
- Access to relevant project site necessary for execution of the duties under this consultancy;
- Communicate and coordinate with the partner for the shooting activities.
Equipment for the Assignment
No equipment will be purchased or provided by RI. Any equipment needed to complete this assignment will be provided by the consultant.
Remuneration
- Payment will be released upon RI’s acceptance of the deliverables.
- No accommodation, interpretation, transportation, per diem or any other kind of allowances are covered; these should be included in the Consultant’s rate.
- The consultant’s payment shall be based on the financial proposal developed for this consultancy.
