The Caribbean is one of the regions in the world most exposed to the risk of natural disasters: hurricanes, earthquakes, volcanic eruptions, floods and tsunamis. The region is also characterized by high health risks linked to epidemic diseases. These major risks are exacerbated by various factors of vulnerability of populations and territories: insular nature, socio-economic fragility, complex migratory flows, urban densification and strong urban planning pressure. Furthermore, these risks of crises and disasters are increased by a process of climate change which influences the frequency, intensity but also the unpredictability of hazards, requiring a sustained effort and pace of adaptation from populations and institutions.

Created in 2005, the Americas-Caribbean Regional Intervention Platform (PIRAC) is the representative delegation of the French Red Cross for the Caribbean region and represents its operational system for humanitarian action and regional cooperation. PIRAC helps the populations of the Caribbean in all major disasters and works to develop actions to strengthen the resilience capacities of populations in the French countries and territories of the Caribbean arc and the Guiana plateau. Since its creation, PIRAC has implemented around forty emergency operations internationally but also in French territories.

The main large-scale humanitarian responses over the last 5 years led by PIRAC are:
– Hurricane Dorian in the Bahamas – 2019
– Regional Covid-19 epidemic / Regional dengue epidemic / Hurricanes Eta and Iota in Central America – 2020
– Volcanic eruption in Saint Vincent / Floods in Guyana / Earthquake in Haiti – 2021
– Tropical Storm Fiona in Guadeloupe

Under the hierarchical supervision of the head of delegation and under the technical supervision of the SERA Quality department, the SERA manager will be responsible for providing technical and methodological support to the PIRAC teams in charge of implementing projects, This support will aim to support the implementation of the Quality-SERA approach as defined in the intervention framework of the International Operations Department.

MISSION 1: Technically support the programming and planning of projects in the PIRAC intervention area in line with NS strategies

  • Contributes to the design of new project proposals by taking into account quality and SERA issues at all stages of the project cycle (donor requirements and CRF & IFRC)
  • Contributes to and monitors the planning of accountability activities, particularly with beneficiaries, partners and donors, and learning and capitalization activities in developing projects
  • Ensures that budget proposals take into account the costs associated with the resources necessary to carry out SERA activities.

MISSION 2: Coordinate technical and methodological support for the establishment of a Monitoring-Evaluation system for each project and for the PIRAC

  • Coordinates and supports project teams in the implementation of SERA plans including the monitoring-evaluation component of each project respecting the CRF quality markers, and at the PIRAC level
  • Strengthens the capacities and knowledge of the FIU project teams and operational partners and improves good practices in monitoring and evaluation

MISSION 3: Coordinate technical support for the implementation of the community engagement approach and the deployment of management and feedback mechanisms (MGRI) for projects at the level of the Delegation and in support of partners

MISSION 4: Coordinate the implementation of a learning mechanism

  • Coordinates the learning and capitalization process at the level of the different projects and at the overall level of the delegation

MISSION 5: Participate in good partnership relations and the development of National Societies

  • Facilitates a training and learning process on the quality Project Management and SERA aspects for the benefit of members of the National Society

MISSION 6: Ensure communication between Headquarters and PIRAC on SERA aspects

SKILLS

  • A diploma in international project management and management, statistical analysis, monitoring & evaluation is mandatory.
  • Experience in project management and coordination in different sectors of intervention (if possible GRC) and experience in SERA functions are strongly recommended.
  • Experience and/or knowledge in communications is an asset.
