PIROI – Training and research manager – M/F At French Red Cross

Context

Since 2000, the French Red Cross (CRf) has been implementing a regional Disaster Risk Management (DRM) program based on the “Indian Ocean Regional Intervention Platform” (PIROI: http: // piroi.croix-rouge.fr ) based on Reunion Island. In close coordination with the international components of the Red Cross and the National Societies members of the PIROI (Comoros, Madagascar, Seychelles, Mauritius, France – Réunion/Mayotte, Mozambique, Tanzania), it aims to reduce the impact of natural disasters and health and the effects of climate change on the populations of the south-west zone of the Indian Ocean.

The PIROI 2021 – 2025 strategic framework includes the following four strategic axes:

Axis 1: The knowledge and skills of disaster management stakeholders are improved regarding the risks linked to natural hazards, health crises and climate change

Axis 2: The capacities of disaster management actors are strengthened in terms of managing risks linked to natural hazards, health crises and climate change

Axis 3: Populations in the southwest of the Indian Ocean are better informed and prepared to face the risks linked to natural hazards, health crises and climate change

Axis 4: Populations affected by a disaster linked to natural hazards receive emergency aid that meets their priority needs and contributes to their recovery

This strategic plan is accompanied by transversal commitments and a facilitating action: the construction of the PIROI Center, “Regional center of expertise, training and innovation dedicated to risk management and climate change”.

In the development of the PIROI Center and in supporting the capacity building of stakeholders in the area, which is part of the areas cited above, PIROI is recruiting a Training and Research Manager.

Assignment

Placed under the responsibility of the deputy head of delegation of PIROI, the post holder is responsible for the implementation of the activities of the Training and Research department. He/she will also put in place deployment strategies adapted to needs and contexts.

In carrying out all of his tasks, he complies with the guidelines of the French Red Cross and collaborates with PIROI partners for the implementation of activities.

The Head of the “Training and Research” department will have excellent knowledge and understanding of training needs (field and institutional) and will integrate activities in an innovative and transversal manner into the development logic of the PIROI Center.

The position holder has the following objectives:

  • Objective 1: Develop and coordinate the strategy of the training and research department of the PIROI Center
  • Objective 2: Ensure the implementation of PIROI Center training and research activities and support for regional program activities
  • Objective 3: Develop and manage relationships with training and research partners

Description of tasks / responsibilities

Objective 1: Develop and coordinate the strategy of the training and research department of the PIROI Center

  • Ensures the implementation of PIROI’s current training and research strategy
  • Develops the 2025 – 2030 training and research strategy and identifies opportunities for business development
  • Initiates reflection on the development and recognition of the PIRO Center training center
  • Participates in the planning of training, research and innovation activities in connection with the regional program and operational and support departments
  • Supports reflection on the HR dimensioning of the department

Objective 2: Ensure the implementation of PIROI Center training and research activities and support for regional program activities

Engineering of the PIROI Center reference training courses

  • Ensures the organization of training in coordination with operational and support departments: analysis of skills building needs, creation of adapted training courses, identification of teams of trainers, development and monitoring of budgets, relations with training providers where applicable where applicable, logistical organization and reception of participants, animation of modules if necessary
  • Formalizes and updates the training offer (catalog and training calendar),
  • Ensures monitoring, deployment of tools and creation of educational engineering (learning paths, training leaders, development of new modules, etc.)
  • Monitors and evaluates training: evaluation during training, at the end of the session, post-training. Measures the effectiveness of training, guarantees the capitalization of data

Support for educational engineering of PIROI NS

  • Technically supports the PIROI SNs (including the territorial delegations in Reunion and Mayotte and the CRf delegations in the area) in their training activities
  • Supports technical and support departments in identifying training activities necessary as part of projects led by SNs

Coordinates the research and innovation activities of the PIROI Center

  • Monitors the research and innovation sectors within the International Red Cross and Red Crescent Movement and with networks of institutional and private actors
  • Identifies relevant themes and opportunities for research and innovation projects in coordination with managers of operational departments
  • Coordinates and monitors research and innovation projects within the PIROI Center

Objective 3: Develop and manage relationships with training and research partners

Partnership with training organizations

  • Ensures the monitoring of the partnership with the University of Reunion as part of the Master in Risks and Environment
  • Coordinates the follow-up of the master’s degree for the PIROI: participation in commissions, identification of speakers, revision of the model and teaching sheets
  • Ensures partnership relations and project monitoring with technical training partners (Bioforce, Relief Apps, etc.)

Networks of actors and partners in research and innovation

  • Is the referent for the PIROI of research partners (Foundations, Institutes, Centers, laboratories) and develops the formalization of partnerships
  • Monitors, participates and organizes, where appropriate, scientific seminars and workshops

Administrative and transversal responsibilities

  • Writes a monthly activity report, notes and ad hoc reports
  • Ensures compliance with the procedures of the CRf International Operations Manual
  • Monitoring quality and accountability

Training and experiences

  • Higher studies in training engineering and/or educational sciences, project coordination, organizational management (or other related fields)
  • Desired level bac +4/5
  • Proven experience in the field of training, skills building and/or international solidarity

Required skills & knowledge

  • Mastery of the training engineering cycle
  • Mastery of project management
  • Ability to support, unite and train multicultural teams and lead a network of partners
  • Writing skills in French and English
  • Ability to analyze and propose strategic directions
  • Mastery of office pack and google suite
  • Mastery of remote animation tools (zoom, klaxoon, kahoot, mentimeter, etc.)
  • Knowledge of authoring tools (articulate type) and LMS platforms
  • Knowledge of certified professional training would be a plus

Conditions and remuneration

  • National post
  • 39 hours per week (possible work occasionally in the evenings and weekends, recovered)
  • 23 RRT and 5 weeks of paid leave per year
  • Gross monthly remuneration: according to collective agreement,

+ End of year bonus of 1/12th of gross basic salary

+ Mutual insurance covered up to 50% by the employer
