Context
The French Red Cross (CRf) has been implementing a regional Disaster Risk Management (DRM) program since 2000 from the “Indian Ocean Regional Intervention Platform” (PIROI) based on the island of La Réunion. In close coordination with the international components of the Red Cross and the National Societies that are members of PIROI (Comoros, Madagascar, Seychelles, Mauritius, France – Réunion/Mayotte, Mozambique, Tanzania), it aims to reduce the impact of disasters linked to natural and health hazards and the effects of climate change on the populations of the southwest Indian Ocean.
The PIROI 2021 – 2025 strategic framework includes the following four strategic axes:
- Axis 1: The knowledge and skills of disaster management stakeholders are improved regarding risks linked to natural hazards, health crises and climate change.
- Axis 2: The capacities of disaster management stakeholders are strengthened in terms of risk management linked to natural hazards, health crises and climate change.
- Axis 3: The populations of the southwest Indian Ocean are better informed and prepared to face risks linked to natural hazards, health crises and climate change.
- Axis 4: Populations affected by a disaster linked to natural hazards receive emergency aid that meets their priority needs and contributes to their recovery.
This strategic framework is accompanied by cross-cutting commitments and a facilitating action: the construction of the PIROI Center, “Regional center of expertise, training and innovation dedicated to risk management and climate change”.
General job description
Reporting to the training and research manager, the position holder’s objectives are:
- Objective 1: Support the development of the strategy of the PIROI Center training department
- Objective 2: Participate in the implementation of PIROI Center training activities
- Objective 3: Ensure the administrative and logistical management of training
The post holder may be required to travel within the region.
Job Description / Responsibilities
Objective 1: Support the development of the strategy of the PIROI Center training department
- Support/participate in the reflection on the development of the PIROI Center training strategy, within the framework of the regional program (next strategic exercise 2025-2030) in conjunction with the head of the department: development of a training catalog and identification/consolidation of partnerships with training stakeholders
- Participate in the development of tools enabling the dissemination of knowledge (strengthening knowledge in disaster risk management) such as E-mini learning / relay communications and opportunities from the CRCR Movement
- Contribute to the development of activities to increase the dissemination of knowledge on GRC in the OI region (webinars / conferences / podcast)
Objective 2: Participate in the implementation of PIROI Center training activities
- Support the organization of national training and monitoring of training activities of partner National Red Cross/Red Crescent Societies in the South-West Indian Ocean zone (including needs assessment and monitoring)
- Support the organization of missions of external trainers or experts in the countries of the PIROI zone
- Contribute to the development of online or face-to-face training content according to the strategy defined in conjunction with the department head, on the theme of disaster risk management
- Participate in working groups, communities of practice and other consortiums on training within the Movement / in disaster risk management
- Support PIROI program departments in the review/creation of andragogical training or awareness-raising tools
Objective 3: Ensure the administrative and logistical management of training
- Ensure the compliance of supporting documents, in conjunction with support departments, according to donor procedures
- Participate in reporting work
- Ensure the management of PIROI Center training rooms (partner links, provision, reception of the public during training) in conjunction with the general resources/logistics department

- Works in close collaboration with the CRF entities of the overseas territories as well as the SNOIs of the intervention zone

Required skills and knowledge
- Rigor, initiative and adaptability
- Analytical and synthesis skills
- English and French required
- Mastery of the office suite, knowledge of SAGA
- Good skills in advice & support, coordination, planning, writing
Training and Experience
- Higher education level bac+4/5 of the IEP type, training engineering, educational sciences
- Strong technical expertise & proven experience in training engineering
- Professional experience in an international solidarity organization, knowledge of the International Red Cross Movement is a plus
Conditions and remuneration
- National post based in Sainte-Marie, Reunion Island
- 12-month fixed-term contract
- 39 hours per week (evening and weekend work included)
- 23 RTT and 5 weeks of paid leave per year
- Gross monthly salary: according to collective agreement,
+ End-of-year bonus of 1/12th of the basic gross salary
+ Mutual insurance covered up to 50% by the employer
