PIROPS Regional Representative – M/F At French Red Cross

Working within the South Pacific Ocean Regional Intervention Platform (PIROPS) based in Nouméa, the post holder will represent the International Operations Directorate (DOI) with around fifteen National Societies (SN) – Australia, New Zealand included – and all international bodies in the area.

If the activities carried out on behalf of the FIU from Suva (Fiji) by the International Federation of Red Cross and Red Crescent Societies (IFRC), including the World First Aid Reference Center (WARC), will cover the entire of the NS of the zone, those bilateral of the CRF will concern five priority NS (Fiji, Tuvalu, Samoa, Vanuatu and Solomon), the last two being favored for historical and strategic reasons.

The PIROPS team in Nouméa is made up of DOI employees (Regional Representative and GRC Coordinator) and DTNC employees (PGI Coordinator, Support Services Manager, Accountant – RAF and Training Manager).

The Regional Representative will have the general objective of allowing the DOI to reestablish itself in the Pacific after the closure of PIROPS at the end of 2013 then of the Salomon and Vanuatu Delegations in 2018, while phase 2 of the 3 Oceans project under financing from AFD ends in 2023 and a new phase (phase 3) is currently being examined and should start in early 2024.

As such, the Regional Representative is assigned three specific objectives:

– Implement the PIROPS system in its new version in collaboration with the DTNC
– Ensure the proper implementation of phase 3 of the “3 Oceans” project, planned from 2024 to 2026, through the close support granted to the Water Management Coordinator Appointed Disaster Risk Management (DRM)
– Secure funding for sufficient programming beyond the “3 Oceans” project in order to sustain the CRF’s Disaster Risk Management activities in the South Pacific

Job

Mandate #1: Represent the FIU in order to develop partnerships

– Represent the CRF to Red Cross Movement partners in the area, regional bodies, UN agencies, technical and financial partners, national authorities, the armed forces (FANC), other humanitarian actors, civil society, and media in the area for all questions concerning the GRC
– Explain to the various actors the specificity of the CR / CR Movement and the CRF in particular, its role and its actions internationally
– Maintain regular relations and good quality with the other bodies of the CR-CR Movement present in Suva (Fiji) as well as with the Australian and New Zealand NS

Mandate #2: Manage the CRF intervention strategy in the area and seek financial means for its implementation

– Monitor the geopolitical and humanitarian situation in the region
– Analyze the structure of the actors present and their response capacities
– Continue to identify the strategic priorities on which the CRF should position itself and lead ongoing prospective reflection with headquarters of the CRF
– Analyze donor strategies and identify financing opportunities
– Produce all “Multi-year Operational Programming” documentation for the South Pacific

Mandate #3: Supervise programs and direct PIROPS

– Ensure the proper functioning of the PIROPS in full coordination with the Territorial Director in NC and the President of the DTNC for the management of GRC personnel and activities in the New Caledonian territory
– Provide assistance in the management of humanitarian emergencies in the New Caledonian territory as well as in the area (in field deployment or in a rear position depending on)
– Support the GRC Coordinator in the management of the “3 Oceans” program
– Support any other additional project coordinator
– Set up a SERA system and measure the impact of our actions
– Develop budgets with the support of the support services coordinator and the accountant (RAF)
– Respond to internal control and audit requests and implement recommendations
– Ensure compliance, by the teams, international management rules for the FIU, such as contractual commitments

Mandate #4: Ensure effective supervision of employees under your responsibility

– Participate in the employee recruitment process
– Organize tasks within the team: holding regular meetings, assigning clear objectives and deadlines, monitoring and support from the PIROPS HR/administrative team
– Supervise the missions and activities delegated to your employees
– Keep your team’s job profiles up to date and develop the organization if necessary
– Establish individual action plans (IAP) with your employees and conduct planned evaluations
– Provide coaching regular individual, offer additional training if necessary
– Organize team building activities
– Ensure compliance by employees with safety and ethics rules (PEAS)
– Ensure the well-being at work of employees and prevent risks professionals
– Organize the dissemination of institutional information (DOI / DTNC) to its collaborators

Regular missions to the area will be necessary, primarily to the five National Societies with which privileged bilateral relations must be established.

The anchoring of PIROPS in the New Caledonian territory where the CRF is present nationally via a Directorate of establishments and a Delegation for voluntary activities, is a specific element to take into account for the success of the redeployment of GRC activities in the area. , and more specifically those concerning this territory included within the “3 Oceans” project

Supervision of activities delegated to the IFRC and National Societies is a specific feature of the position.

Mobilization during humanitarian emergencies in the area is required

Evening and weekend work is possible during activities carried out with volunteers (training of New Caledonian emergency response teams for example) or in the event of a disaster in the area.

Qualifications

3rd cycle of political science, international relations or project engineering type

Failing this, significant relevant professional experience (civil security, crisis management, diplomacy, etc.)
