Le projet « Coopération binationale en faveur des relations dominico-haitiennes, Composante environnement, changement climatique et réduction des risques de désastre » fait partie du Programme de Coopération Binationale République Dominicaine – République d’Haiti, financé par l’Union Européenne[1] dans le cadre du Programme Indicatif Régional des Caraïbes (PIR) du 11^è Fonds Européen de Développement (FED).

Le projet vise à augmenter la capacité de coopération binationale pour une meilleure adaptation au changement climatique grâce à des mesures de réduction des risques de désastres et la gestion durable des ressources naturelles.

Le projet est mis en œuvre par la Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, avec le financement de l’Union Européenne et du Ministère Fédéral de la Coopération économique et du Développement (BMZ).

L’objectif de cette consultation est de mettre en œuvre la gestion harmonisée du bassin versant binational de Pedernales, en renforçant les capacités et les processus en Haïti et en République dominicaine dans les domaines de la gestion du bassin versant (structure de gestion et planification), de l’échange de données et d’informations géospatiales, des cartes transfrontalières harmonisées.

Il s’agit d’un processus interdisciplinaire et à plusieurs niveaux dans les deux pays, qui doit débuter début 2022 et dont les objectifs doivent être atteints en octobre 2022.

Elle comprend les processus suivants :

• Planification de la gestion du bassin versant : au niveau transfrontalier et dans chaque pays. Elaboration du plan de gestion du bassin versant en RD, mise à jour de celui existant en Haïti, génération d’un plan opérationnel harmonisé.
• Formation et fonctionnement des structures de gestion de BV : Ce processus comprend le renforcement institutionnel des organismes de gestion du BV existants dans chaque pays, ainsi que la formation de la structure de gestion du BV au niveau transfrontalier.
• Échange de données géospatiales : préparation de cartes de base harmonisées, échange de données géospatiales dans le domaine de l’environnement, du changement climatique et des risques de désastre, ainsi que des données requises pour les paramètres prioritaires de la gestion du bassin versant.
• Échange d’informations pour la gestion partagée de BV : Renforcer la coordination et les échanges dans le cadre de l’ODD 6.5.2. Appui aux échanges, élaboration du rapport national pour l’indicateur ODD 6.5.2., principalement en Haïti et la coordination du processus avec la RD.

Avec ces processus, la consultance contribuera aux indicateurs suivants du projet :

• En 2022, guide spécifique pour la gestion harmonisée du bassin versant Pedernales formalisé, avec des objectifs spécifiques et engagement pour les deux pays. (OS2)
• Un conseil de bassin versant est institutionnel et opérationnel, avec des protocoles durables d’opération et coopération dans la gestion de l’environnement, des risques et d’adaptation au changement climatique, avec perspective de genre. (OS4)
• Les deux pays partagent systématiquement des données GIS, des cartes et d’autres données du bassin versant de Pedernales pour le monitoring et la gestion des ressources naturelles, l’adaptation au CC et la gestion des risques de désastres.(R.4.2.)
• Un système commun et durable a été établi et est fonctionnelle, et information est partagée en incluant des données pertinentes pour les rapports pays ODD indicateur 6.5.2. (R.4.4.)

Relation avec d’autres plans :

Cette consultation se concentre sur l’appui à la formulation et à la mise en œuvre d’un plan de gestion harmonisé du BV, ainsi que sur une plateforme de gestion interinstitutionnelle pour générer une vision commune autour de la gestion de l’environnement, de la GRD et du changement climatique dans le bassin versant. Il s’agira d’élaborer une planification sur la base de l’analyse et de la documentation des plans existants. Les plans existants les plus pertinents sont énumérés ci-dessous :

a. Plan d’Aménagement Massif La Selle, versant sud : 2020, inclut la partie haïtienne du BV Pedernales.

b. b) Plans de développement communaux pour Anse-a-Pitre et Thiotte.

c. c) Plans de résilience (en cours) : dans le cadre du projet binational, des plans de résilience sont en cours d’élaboration dans les 4 municipalités de Pedernales et le district municipal Jose-Francisco Pena Gomez en RD et à Anse-à-Pitre et Thiotte en Haïti.

Le processus est basé sur l’approche à Trois Niveaux (3PA, Three Pronged Approach), une méthode développée par le Programme Alimentaire Mondial. En RD, elle a été intégrée dans la planification municipale et, en Haïti, a été approuvée par le ministère de la planification et a déjà été appliquée dans plusieurs territoires. Ces plans guident les acteurs locaux et sont basés sur l’identification des principaux moyens de subsistance, des comportements saisonniers, des vulnérabilités et de la caractérisation des périodes de risque (par exemple, pluies prolongées ou sécheresses). Le processus renforce la conception, la planification et la mise en œuvre de programmes de résilience, de réduction des risques de désastre et de protection sociale. Le produit final au niveau local est un plan communautaire, dont les éléments doivent être pris en compte pour la gestion du bassin versant.

Ces plans devraient être finalisés dans la RD à la fin de l’année 2021. En Haïti, le processus devrait commencer début 2022. Si la situation du pays ne permet pas d’achever ce travail, il ne sera pas nécessaire d’attendre le produit final; le travail se fera sur la base de ce qui existe déjà.

d. Identification et implémentation des mesures de conservation des sols dans les sites prioritaires du BV de Pedernales (rapport de consultation) : bassin supérieur.

Dans le cadre du projet binational, des mesures de conservation de sol ont été planifiés basant sur la situation sur le terrain, et seront implémentés à partir de début 2022.

e. Plans de gestion des aires protégées, notamment les parcs nationaux de la Sierra de Bahoruco et de la Forêt de Pins.

2. Méthodologie

On propose une combinaison de travail en présentiel, mettant l’accent sur le terrain dans le bassin versant dans les deux pays, et de travail à travers des plateformes virtuelles.

La firme de consultance, dans son offre, doit présenter sa stratégie de mise en œuvre, son équipe de travail, décrire la répartition des tâches entre l’équipe de consultantes/consultants en fonction des produits ; insérer en annexe un calendrier avec les détails des activités et des produits. Il ne doit pas répéter mot pour mot les TdR, mais formuler sa propre méthodologie et approche qui permette de réaliser ce qui est demandé dans les TdR.

L’offre technique doit décrire comment elle abordera le travail sur le terrain, les réunions virtuelles, la gestion bilingue, etc. Ils doivent également proposer la quantité de jours de travail sur le terrain et de jours de travail virtuel.

Dans l’offre financière, il faut indiquer les frais d’honoraire de chaque consultante/consultant, couts de voyage, d’hôtel et de transport (liés aux journées de travail sur le terrain) ; ainsi que les couts d’ateliers, de réunions, de matériel, d’impression, etc.

Phase préparatoire :

Au début de la consultance, un atelier virtuel de planification sera organisé avec les ministères de l’environnement des deux pays et la GIZ, au cours duquel les détails seront définis pour chaque ligne de travail, avant tout :

• Préciser les livrables et la portée de chaque livrable avec les contreparties.
• Précisez la méthodologie et les acteurs clés avec lesquels assurer la coordination.
• Définir les processus de collaboration et de validation avec les partenaires et les institutions sectorielles participantes.

Le cabinet de consultance présentera son plan de travail définitif basé sur les résultats de cet atelier.

Ci-dessous quelques détails sur les aspects méthodologiques des processus.

a. Planification de la gestion du bassin versant

La mise à jour du plan de gestion du bassin versant en Haïti devrait mettre l’accent sur les programmes et projets directement liés à la gestion de l’eau et des ressources naturelles. Elle prendre en compte également les activités réalisables par les acteurs en charge du bassin versant, leurs compétences et leurs ressources. Il sera nécessaire de mettre à jour la structure de gestion, dans le cadre des conseils envisagés avec cette consultance. Il doit prendre comme référence le “Plan d’Aménagement Massif de la Selle Versant Sud”, 2020, entre autres.

L’élaboration du plan de gestion du BV dans la RD doit être liée aux plans nationaux tels que la stratégie nationale de développement et le plan stratégique du ministère de l’environnement et des ressources naturelles. Sur la base de ce plan de gestion, un plan d’action doit être élaboré en mettant l’accent sur la gestion de l’eau et des ressources naturelles. Elle examinera également les activités réalisables par les acteurs en charge de la gestion du BV, leurs compétences et leurs ressources.

L’élaboration du plan opérationnel du conseil binational devrait être harmonisée, centrée sur les questions qui devraient être coordonnées au niveau binational, en tenant compte des critères de priorité pour la gestion des bassins versants transfrontaliers (ODD 6.5.2) et des objectifs de la CDN de chaque pays pour les questions forestières.

Tous les plans doivent mettre le focus sur l’action et se baser sur les compétences et capacités réelles des acteurs en charge. Des analyses existantes dans d’autres plans existants peuvent être utilisées comme référence, il n’est pas nécessaire de les répéter.

b. Formation et fonctionnement des structures de gestion des bassins versants

Pour renforcer la structure de gestion du bassin d’Haïti, il sera nécessaire de revoir la structure actuelle selon le plan de cogestion 2015 et de mettre en œuvre des améliorations pour son fonctionnement, en mettant l’accent sur le lien entre les acteurs publics au niveau départemental et les communautés du BV ; processus a valider avec le MdE. La définition des rôles sera travaillée. Des mesures de renforcement des capacités et des acteurs clés de la gestion du BV seront mises en œuvre.

Afin de renforcer la structure de gestion en RD, ils sont basés sur la résolution 22-2020 du Ministère de l’environnement et des ressources naturelles. Lors de la création de ces structures, il a été décidé de ne créer que trois autorités de sous-bassin versant selon le Décret, étant donné qu’au niveau du micro-bassin, le capital humain n’est pas suffisant. La définition des rôles au niveau des structures formées sera abordée et l’élaboration du protocole de fonctionnement sera réalisée. Un autre élément important sera la mise en œuvre de mesures de renforcement des capacités et le renforcement des acteurs clés pour la gestion du BV.

Regarding the binational watershed council, there is no legal basis to define it, although there are experiences in other BVs such as the Libón sub-basin and the Artibonite watershed. . The consultants must define the members of the council, in coordination with the key actors of the countries and propose the creation of the Pedernales cross-border watershed council, as well as draft the operating protocol. A minimum of 3 face-to-face coordination meetings will be organized during the period up to October 2022[1]. This process, in its final format, depends on high-level agreements, involving the Ministries of Foreign Affairs and the Joint Binational Commission. It could therefore be decided, in agreement with the two countries,

To develop the work plan for the exchange of geospatial data, a process of technical and institutional coordination will be defined and implemented between the two countries at the border, with the BV of Pedernales as pilot.

In the DR, the coordination is based on: National Geographic Institute, Military Cartographic Institute, National Integrated Information System (of the National Emergency Committee), Environmental Information Directorate of Natural Resources -DIARENA- (of the Ministry of Environment and Natural Resources) .

In Haiti, the coordination will be with the National Center for Geo-Spatial Information -CNIGS-, the General Directorate of Civil Protection -DGPC-, the Ministry of the Environment -MdE-.

For the development of harmonized maps for the Pedernales watershed, the following will be taken into account:

• previous experiences of CNIGS and DIARENA in terms of harmonized maps in border areas (Azuei and Enriquillo lake area/cross-border environmental program funded by the European Union; Artibonite watershed, GEF project)
• the cartographic systems of the two countries.

The type of maps to be produced will be prioritized and agreed between the two countries. Some would be basic maps, such as political-administrative division, watersheds, sub-basins, micro-basins, hydrology (main rivers, ravines), cover, land use and slopes. Other maps would be more analytical, such as vulnerability analysis, flood risk, landslides, soil loss, drought, Pedernales river water abstraction points, etc.

Data format should be presented in KMZ, Shapefile and JPG files to facilitate use by local stakeholders.

d. Information exchange for shared watershed management (SDG 6.5.2)

We have seen that, for the shared management of the transboundary watershed, it is necessary to identify the priority social, economic and environmental criteria/parameters on the basis of which coordinated management can be carried out.

The experience of other cross-border BVs shows that the emphasis should be on local management of the BV, and that the criteria/parameters to be identified must be able to be measured or observed-documented by each country (instead of planning on the basis of of the ideal, do it on the basis of the possible). Events and/or processes can be taken into account, not just statistical data.

4. Period and duration of the consultancy

5. Fees, terms and methods of payment

The amount of the consultancy will be paid in four (4) installments, distributed as follows:

Payment 1: 20% against the delivery and approval of the work plan and the list of key actors of the processes in the two countries. Estimated April 2022.

Payment 2: 30% against delivery and approval of interim report 1 with the following deliverables: b.1, b.2, c.1, c.2, d.1. Estimated June 2022.

Payment 3: 20% against delivery and approval of interim report 2, with the following results: a.1, a.2, c.3, d.4. Estimated August 2022.

Final payment: 30% upon delivery and approval of deliverables a.3, b.3, d.2, d.3 and the final invoice. Estimated October 2022.

GIZ will withhold taxes in accordance with the law on the amount of fees. In order to receive payment for services rendered, the consultant must be up to date with their tax obligations and issue invoices accompanied by tax/NIF receipts.

GIZ does not cover third party bank transfer costs, in case of transfer the recipient will bear the bank charges.

Submitted costs will be validated against GIZ regulations.

If applicable, the consultant’s hotel costs, daily allowances and transport must be duly justified as follows:

Hotel: Up to a maximum of 100 days for all consultant teams and will be paid against invoice, which must be in the name of the consultant.

Travel allowance (per diem): The consultant’s travel allowance will be paid at the GIZ rate for a maximum of 100 days for the entire team of consultants, subject to evidence or receipts. Return days are paid at a different rate than the full day. A table showing the days worked in the field and the objective must be submitted, attaching hotel bills (per diems are not settled). The report table must be validated by the accompanying GIZ adviser. work. For national staff, in the DR, maximum 1,500 DOP; in Haiti, maximum 2,200 Gourdes.

Internal transport: upon presentation of valid invoices in the name of the consultant, transport costs for transfers to, from and within the work area will be reimbursed up to a maximum to be determined and detailed in the financial offer. The mileage costs for the consultant’s vehicle will be covered at the GIZ rate of 0.30 EUR/km (the Inforeuro[2] exchange rate will be used, depending on the month of the expense). The consultant must document kilometers traveled on each trip for reimbursement purposes.

The consultancy must be carried out by a duly registered consulting firm, in Haiti or the Dominican Republic, or with representation in one or both countries. Experience in both countries is required, in the fields and with the actors of this consultancy.

The technical bid should include the team’s CVs and company profile, detailing each team member’s responsibilities for the consulting firm’s various products.

Qualifications of Team Leader and Principal Consultant: (process (a) and (b)):

• Education/training (2.1.1.): Master’s degree, in environment, social sciences, economics, or similar.

• General professional experience (2.1.3.): at least 5 years of experience in the coordination and implementation of consultation processes, including the development of watershed management instruments, data exchange between institutions or country, and natural resource management protocols.
• Specific work experience (2.1.4): Proven experience in consulting in the Dominican Republic and Haiti, experience in watershed and natural resource management issues, preferably at transboundary level.
• Management experience (2.1.5): experience in coordinating cross-border or bi-national consultation processes, with a range of state actors.
• Regional experience (2.1.6): proven experience in Haiti and/or the Dominican Republic in the fields of consultancy.
• • Experience in the field of development cooperation (2.1.7): drafting planning documents, management; facilitation process, training and multi-stakeholder meetings and validation with counterparts.

  • Specific professional experience (2.2.4): proven experience as a consultant in the Dominican Republic and Haiti, experience in watershed and natural resource management issues, preferably at the cross-border level, drafting of planning and management documents; multi-stakeholder training activities at local and national level.
  • Regional experience (2.2.6): proven experience in Haiti and/or the Dominican Republic in the fields of consultancy.

  Estimated number of consultation days: 90 days maximum for both countries.

  Bilingual mapping team, experience of coordination with key actors indicated in the ToR in each country:

  Qualifications of expert 2 (can be two people, one for Haiti, one for the Dominican Republic, or a bilingual expert) (process (c)): * Education/training (2.3.1): Bachelor’s degree in geography, natural resources or agronomy or similar

  • General professional experience (2.3.3): specialization in geospatial information systems (GIS), with at least 3 years of experience in mapping work, experience in key aspects of natural resource management.

  • Specific professional experience (2.4.4): formats linked to the SDGs, if possible SDG6. Drafting of technical documents, training and advice to technical staff of public institutions.
  • Experience in development cooperation (2.4.7): facilitation of processes related to SDGs or international environmental conventions.

  • Each consultant agrees to apply COVID-19 protection measures throughout their stay in the field, and ensures compliance with these measures during workshops and meetings.

  Data protection

  It is not permitted to receive offers and exchange data using Dropbox, google, wetransfer or other external data exchange services not authorized by GIZ. For any communication related to the offers, it is mandatory to use the mail indicated in these ToR.

  Mid-Mission Changes

  Any changes to the business plan by the consultant must be agreed in advance in writing with GIZ officials.

  • The choice of the offer is based on a weighting between technical quality and price. The technical evaluation of the offer will be weighted at 70%, the financial evaluation at 30%.
