Planning, Monitoring, Evaluation, and Reporting Officer [Filipino Nationals Only]

COORDINATION

· Work with the PMER Team to ensure findings from ongoing monitoring, specific reviews, and other sources of information, are used to adapt the programme as needed

· Work with the engaged PRC services and units on monitoring and providing feedback on the project.

· Support teams to ensure the programme beneficiaries and communities are at minimum consulted as part of programme design, implementation, monitoring and reviews of programmes.

· Identify opportunities and approaches whereby communities can monitor programme progress themselves, and assess the quality of interventions.

· Work with relevant staff to ensure an effective complaint and response mechanism is in place for hearing and responding to different types of feedback, including complaints.

DEVELOP COMMUNICATION

  • Support programme teams to ensure information about the project and context is properly shared.

REPORT PREPARATION AND EVALUATION/ JOB KNOWLEDGE

· Support the development and implementation of monitoring and evaluation plans for each programme component, including refining and developing indicators for measuring outputs and outcomes.

· Work with relevant staff to create a common understanding of the objectives of monitoring, evaluation and reporting, as well as elements necessary for the establishment of an efficient system.

· Adhere to the PRC, partners and donor’s reporting requirements and agreed on deadlines.

· In collaboration with staff, develop tools (including surveys, checklists, report formats) and guidelines for the collection, collation and reporting of data. Support field staff and volunteers to understand and use monitoring tools.

· Oversee an output tracking database and beneficiary database, ensuring the accurate recording of beneficiary data, and that key data on progress is available for reporting.

· Undertake regular monitoring visits to programme sites, validate the information being collected, and support field teams in the collection.

· Lead on specific initiatives to review programmes, ensuring a balance of quantitative and qualitative information is collected. Provide support with the design and implementation of internal/external surveys, end-line evaluations, lessons learned, and other exercises as needed.

Job Qualifications:

  • College graduate equivalent of four or five years course in relevant degree or equivalent qualification

· At a minimum of two-year experience in a similar position, including the collection of qualitative and quantitative data (collection, analysis and reporting).

· Experienced in working for a humanitarian aid organization.

· Experience in supervising needs assessments and surveys, in data analysis, and in coaching staff and facilitating training.

Previous experience of working with communities, and using different participatory approaches.
