Organization
The International Federation of Red Cross and Red Crescent Societies (IFRC)** is the world’s largest humanitarian organization, with a network of 192-member National Societies (NS). The overall aim of the IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by NSs with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” The IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.
The IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member NSs and the International Committee of the Red Cross (ICRC). The work of the IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.
The IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Societies Development (NSD) and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services.
The IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. The IFRC also has CCD and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat. The CCD covers four countries namely Cambodia, Lao PDR, Thailand and Viet Nam and operates as one joint team to support each country’s NSs and partners.
As one of the five decentralized parts of the IFRC Secretariat, the Asia Pacific Regional Office (APRO) leads the support to NSs of 38 countries through eight Country Delegations and five CCDs. The CCD in Bangkok is responsible for overseeing IFRC support to four NSs of Cambodia, Laos, Thailand and Viet Nam toward the implementation of humanitarian and development programmes that address the needs of vulnerable people.
Job Purpose
The Planning, Monitoring, Evaluation, Reporting, and Communications Officer is responsible to provide support to all IFRC supported programmes and operations ensuring that PMER and Communications elements are well incorporated and implemented in delivering their core services and fostering cooperation in programmes and operations.
The PMER and Communications Officer ensures speedy, high quality, coherent and well-coordinated planning, monitoring and reporting as well as communications services to across programmes and operations including the operational plan (OP). S/ he provides technical support in the development and implementation of relevant PMER and Communications interventions set out in the operational plans, programmes alongside with emergency operations that deliver against key regional results spanning five Strategic Priorities (SPs): Climate; Crisis and Disasters; Health; Migration; and Value, Power and Inclusions (VPI) as well as three Enabling Approaches: Engaged; Accountable; and Trusted. The role is the focal point for coordinating media and enhancing the profile of the IFRC and member societies in the region.
Job duties and responsibilities
PMER
- Lead the coordination of all plans and reports for the CCD to ensure they meet deadline and quality standards.
- Lead the coordination with APRO and the CCD team and to facilitate the planning and reporting process.
- Undertake quality control and final editing of all plans and reports, ensuring that professional standards and formats are adhered to.
- Maintain an effective reporting and reports tracking system for OP, programmes and operations and monitor deadlines and ensure that reporting requirements (frequency, quality, capacity and timeliness) for all running activities have been planned and agreed upon.
- Act as focal point for data/ resource collection and processing including support survey and mapping exercises, baseline/ end line processes.
- Maintain archives for CCD and country reports and assist NSs to maintain their archives.
- Prepare the internal monthly dashboard and other updates requested by the APRO PMER.
- Prepare a draft of the semi-annual and annual reports against the OP and other reporting requirements.
- Provide technical inputs and assistance in proposal development and grant management.
Communications
- Lead and deliver high impact media and communications on emergencies first in news media and on social media on crises and disasters in the sub region.
- Facilitate and manage the deployment of surge roles to generate media content for news media and social media channels.
- Coordinate with the media including requests for interviews from news media, preparing spokespersons, drafting key messages and developing media stories.
- Facilitate the graphic design process with professional editors and designers on the production of electronic and printed materials as required.
- Develop, co-write and placed opinion articles in high value and influential news media outlets in line with key priorities and focus areas.
- Implement communications campaigns such as International Women’s Day, World RCRC Day, World Blood Donation Day etc in collaboration with the NSs and IFRC Global communications.
- Promote the work of IFRC and CCD NSs’ on IFRC’s media channels such as RedTalk, NewsWire, Exposure, RCRC Magazine as well as on IFRC’s social media channels.
- Reputation management through regular media monitoring.
- Coordinate with Movement partners, particularly ICRC on communications as required.
Technical support
- Provide technical support and on the job coaching to NSs through tailor made trainings and appropriate material development on PMER and communications to ensure the NSs are updated with new requirements and tools.
- Provide support to workshops, events and trainings at national and regional level, including developing communication plans, liaising with internal colleagues, communication manager, support team and graphic designer for the development, production and dissemination of training and marketing materials.
Knowledge platform management
Enhance internal and external communication through the identification of opportunities to improve internal processes, enhance information-sharing and the use of online platforms.
Support information management and dissemination for Red Cross Red Crescent activities in the region, feeding specifically into regional or global publications and initiatives (Annual report, annual appeal, International Day of Disaster Risk Reduction, Red Cross Red Crescent World Days, etc.) in cooperation with NSs, CCD and APRO.
Update the existing Resilience Library and link it to other existing data management tools of the IFRC, such as FedNet, websites from NSs of the region.
Maintain and update the Resilience Library to reflect on- going programmes of the CCD e.g. COVID-19 page and proposed CEA page
Ensure that the required functionalities for the Resilience Library to operationalize are consistent and working according to the expressed needs of the region.
Provide technical support in website design and development as required.
Position Requirements
Education
- Relevant university education or an equivalent of qualifying experience (required)
Experience
- At least 5 years of disaster management experience, including managing staff (preferred)
- Field experience in coordinating and managing disaster and crisis management projects and activities especially population movements (required)
- Work experience with RC/RC (required)
- Experience in project cycle management including proposal development, budgeting and reporting, monitoring and evaluation (required)
- Good knowledge and relevant work experience in the regional context (required)
