CONSULTANCY – TERMS OF REFERENCE

UNRWA is a United Nations agency established by the General Assembly in 1949 and is mandated to provide assistance and protection to a population of over 5 million registered Palestine refugees. Its mission is to help Palestine refugees in Jordan, Lebanon, Syria, West Bank and the Gaza Strip to achieve their full potential in human development, pending a just solution to their plight. UNRWA’s services encompass education, health care, relief and social services, camp infrastructure and improvement, microfinance, protection and emergency assistance. The Agency is the largest UN operation in the Middle East with around 30,000 staff. UNRWA is funded almost entirely by voluntary contributions

Consultant – Platform Administrators, (Local)

BACKGROUND

UNRWA has signed a Memorandum of Understanding (MoU) with United Nations International Computing Center (UNICC) that aims to enhance livelihood and human development opportunities to Palestine refugees in Gaza. By this new collaboration, UNRWA becomes a provider of Information Management, Technology services and capacity augmentation to UNICC technical team, on a cost recovery basis through IMTD/IT Service Center (ITSC), HQ Gaza.

UNRWA Information Management and Technology Department (IMTD) is seeking a Platform Administrators to work on UNICC consultancy services. The incumbent will be responsible to support the global operations of platform services hosted at UNICC Data Centre’s and partners. The selected candidate will join the T2 platform operations team of UNICC.

The consultant will report administratively to Head Information Technology Service Centre at Headquarter Gaza and technically to United Nations International Computing Center (UNICC).

Description of Duties and Responsibilities

· Ensure continuous operation of the operating systems and directory services in ICC Data Centers and partners operations;

· Manage and maintain OS standard configurations (Windows/Linux/Unix) and enhancements, as well as assisting with the resolution of incidents and problems as a part of ISO 20000 established processes;

· Final testing and deployment operating systems, underlying services, and solutions as well as all related technical documentation;

· Provide on-going support to ICC Unix/Linux/Windows environment and related services and will participate in the automation projects and tasks for ICC and Partners.

minimum Qualifications and Experience

· Bachelor’s degree from an accredited educational institution in Computer Science, Information Technology, Business Administration, or related discipline.

· A minimum of 5 years of experience in Windows/Linux Server Administration and systems support in large environments.

· Extensive knowledge of Windows Server patching technologies as well as best practices using WSUS, SCCM and SCOM monitoring.

· Good understanding of Directory Services components, such as Active Directory, GPO, FSMO roles, DNS and DHCP.

· Knowledge of Linux systems (Red Hat, Oracle Enterprise Linux, CentOS) and Linux management tools (e.g. Red Hat Satellite, RH IDM, etc.)

· Experience with the common Linux service (Apache, MySQL, SMB, postfix, …).

· Good knowledge of PowerShell and scripting.

· Extensive experience troubleshooting OS and communication issues (TCP/IP)

· Experience with reporting and monitoring tools.

· Good knowledge of networking protocols.

· Fluency in spoken and written English.

· Good level of Spanish spoken and written is an advantage.

dESIRABLE QUALIFICATIONS

· Good understanding of Virtualization technologies such as VMware and Hyper-V.

· Experience with Puppet, ANSIBLE and automation tools.

· knowledge of TCP/IP stack.

· Industry related certifications.

CONDITIONS OF SERVICE

· The duration of the consultancy is 6 to 11 months, extendable according to performance and availability of funds.

· Remuneration for this consultancy will depend on the qualifications and relevant experience, with $1,600 monthly salary

· The incumbent can be in any of UNRWA fields of operations (Gaza, Jordan, Lebanon, Syria, or West Bank)

· Overtime can be paid based on specific terms and conditions and should be pre-approved by the team leader.
