Job Title: Program Manager I – Grants Management, Program Quality, and Learning.

CRS has been operating in Honduras since 1959. Focusing on the needs of the poorest and most vulnerable, CRS Honduras has supported programs in education, youth development, food security, nutrition, health, agriculture, disaster risk reduction, and emergency response fo r more than 50 years. Today, the CRS Honduras country program comprises over 80 staff based out of CRS’ head office in Tegucigalpa and offices in San Pedro Sula and La Esperanza. Together with eight partners, CRS implemented nine development projects and served over 300,000 direct and indirect beneficiaries in 2020.

Job Summary:

You will support grant management, program quality, and learning in the Honduras Country Program (CP) for a portfolio of international donor-funded projects, sustaining program quality, evidence-based communications, and positioning. CRS’ current portfolio includes projects across multiple sectors, such as education, youth, peacebuilding, WASH, agriculture, rural development, and emergency response. The role will collaborate with relevant staff to support projects’ design, start-up, implementation, and close-out. The position is critical for advancing Catholic Relief Services (CRS) work serving the poor and vu lnerable. Your project management and communication skills will ensure that the CP delivers high-quality programming and continuously works towards improving the impact of its programming.

Roles and Key Responsibilities:

  • Through technical advice, coaching, and sharing resources, support project teams and partner staff in implementing activities throughout relevant project cycles ( project design, start-up, implementation, and close-out) to ensure efficient and effective performance in line with CRS program quality principles and standards, donor requirements, and good practices.
  • Complement the CRS Honduras HOP in facilitating capacity building and awareness of CRS program quality principles, standards, compliance, learning, and strategic communications.
  • Develop processes and build the capacity of project teams and partner staff that facilitates compliance with program quality related donor regulations outlined in cooperative agreements, subrecipient agreements, contracts, procurements, MOUs, and other key project documents.
  • Provide editorial support to project teams, including writing and editing project descriptions, success stories, technical reports, and presentations.
  • Lead document review and final editing and packaging for all deliverables required by grants and cooperative agreements.
  • Lead the development of strategic learning materials and documents, including program briefs, learning briefs, research synthesis, and the development of messages and presentations for communications with donors and other external audiences. Use evidence from learning in communication materials and highlight areas for strategic positioning.
  • Support and/or participate in strategic engagement opportunities such as executive-level meetings and events that increase CRS’ visibility, brand recognition, and voice.
  • Champion knowledge sharing and learning with project staff and partner teams. Analyze and evaluate project performance data following MEAL policy. Proactively identify issues and concerns and use participatory processes to overcome implementation obstacles.
  • Act as a key resource person in project design and proposal development, providing gap-filling and taking on growth responsibilities.
  • Coordinate the identification of staff capacity and technical assistance needs of partner organizations and capacity strengthening and required interventions to support quality project implementation.
  • Help identify, assess and strengthen partnerships, applying the appropriate application of partnership concepts, tools, and approaches.
  • Coordinate and monitor financial and material resources relevant to project needs. Through planning and oversight, ensure efficient use of project resources

Required Languages: Fluency in English and Spanish, including strong writing skills in English.

Travel: Must be willing and able to travel up to 30% to project sites.

Supervisory Responsibilities: The candidate will not be expected to have any supervisory responsibilities initially but may be asked to supervise staff or consultants if required.

Preferred Qualifications:

  • International donor (USG, United Nations, EU) grant management experience required.
  • Project management experience in one or more of the following areas is highly desirable: education, positive youth development, food security, WASH, agriculture, disaster risk reduction, and emergency response.
  • Experience engaging with partner organizations.
  • Experience contributing to the development of technical proposals.
  • Monitoring, Evaluation, Accountability and Learning skills and experience preferred.
  • Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information management systems.
