Summary of the position:

The Procurement and Logistics Officer oversees the procurement of goods (materials, machinery, equipment, tools, etc.) and services (logistics, consultancy, insurance, etc.) for the SAMS Medical City project and other engineering and construction projects. In addition, the officer will be in charge of vendor registration, pre-qualification processes, vendor evaluations, contract administration, and all logistics and inventory control.

This role involves ensuring that all procurement activities are carried out in accordance with SAMS policies and procedures, as well as overseeing the logistics of transporting materials to project sites.

program department, procurement department, logistics team, and Syria field staff

Main tasks and responsibilities:

  1. Procurement:
    • Develop and implement procurement strategies to ensure cost-effective sourcing of materials and services.
    • Identify and evaluate potential suppliers based on quality, price, and reliability.
    • Negotiate contracts and agreements with suppliers to secure the best terms and conditions.
    • Prepare purchase orders and ensure timely delivery of materials and equipment.
    • Monitor and manage inventory levels (if any) to avoid shortages or excesses.
    • Ensure compliance with all procurement policies and procedures.
  2. Logistics :
    • Coordinate and manage the transportation of materials and equipment to project sites.
    • Develop and implement logistics plans to ensure timely and efficient delivery.
    • Work with suppliers, shipping companies, and project managers to resolve any logistics issues.
    • Maintain records of shipments, including tracking and delivery status.
    • Optimize logistics processes to reduce costs and improve efficiency.
  3. Market and Vendor Management:
    • Conduct regular market research to identify new suppliers and trends.
    • Identify the estimated costs from local and international suppliers of construction materials.
    • Maintain positive relationships with suppliers and vendors.
    • Evaluate supplier performance and address any issues or concerns.
  4. Compliance and Documentation:
    • Ensure all procurement and logistics activities comply with legal laws, policies and procedures.
    • Maintain accurate and up-to-date records of procurement and logistics transactions.
    • Prepare and present regular reports on procurement and logistics performance.
  5. Collaboration and Communication:
    • Collaborate with project managers, engineers, and other stakeholders to understand project requirements.
    • Communicate effectively with suppliers, vendors, and team members.
    • Provide regular updates to the SAMS Medical City manager on procurement and logistics status.

THE CANDIDATE’S REQUIREMENTS

Mandatory Qualifications required:

  • A university degree in any related field is mandatory.
  • A university degree in Business Management or Accountancy is desirable.
  • Minimum 3 years’ experience in Procurement & Logistics Officer position is mandatory
  • Experience in the construction field is preferred.
  • Proficient in Microsoft Office Suite and procurement software.
