A major player in the social and solidarity economy, the French Red Cross manages a network of more than 600 establishments and services in the health, medico-social and training sectors. She is also at the head of 12 regional health and social training institutes.
Internationally, the CRF operates in 16 countries alongside National Societies and 2 regional platforms (PIRAC and PIROI), on the following themes: Health and Disaster Risk Management.
In the same way as in the professions that it develops and implements in France, the French Red Cross internationally places all its missions in a sustainable humanitarian action plan. This results in an articulation of emergency, post-emergency, crisis exit and reconstruction activities aimed at maximum efficiency. The objective is to carry out actions with lasting effects and to allow populations to regain their complete autonomy.

Country context: Chad
Chad, a landlocked country twice the size of France, shares its borders with Libya, Sudan, the Central African Republic, Cameroon, Niger and Nigeria. The country has approximately 18.3 million inhabitants (2024 estimate) and ranks among the poorest countries in the world (inequality-adjusted HDI of 0.401; 187th out of 189 countries, UNDP, 2018). Its economy is still suffering the consequences of the sudden drop in oil prices in 2014, and with the loss of the State’s investment capacity, its health and human indicators remain very low.
Chad is facing three major humanitarian crises, namely population movements, food insecurity and malnutrition (2,700,000 people are in a situation of food insecurity, including 20% who are in a severe phase according to the Cadre Harmonisé 2019) and health emergencies. Population movements are mainly caused by the insecurity that reigns in the country with the presence of armed groups, notably Boko Haram in the Lake Chad region, intercommunity conflicts in the east of the country and instability in neighboring countries causing waves of refugees from CAR and Sudan. The country also has many internally displaced people (security, economic and/or climatic reasons).
Project context: the Pilot Programmatic Partnership (PPP)
The PPP is a program between DG ECHO and the International Federation of the Red Cross (IFRC), the National Red Cross Societies of the European Union and the 24 sister National Societies in the implementing countries. This multi-year financing agreement started with a 6-month pilot phase, followed by a 3-year launch phase, the subject of this contract.
The PPP Project aims to strengthen the operational capacities of the National Host Company by participating in the development of local and national capacities, with a focus on communities – for rapid and effective mitigation, early action and recovery in the event of an emergency, disaster and humanitarian or health crisis.

General objective of the position:
The PPP coordinator ensures the coordination of the consortium in Chad and is responsible for its proper functioning. He/She is responsible for the operational and strategic aspects linked to the implementation of the project. He/She ensures strategic coherence and carries out external and internal coordination in the country of intervention, in order to ensure the achievement of the project’s objectives in compliance with the donor’s rules and Red Cross rules. French. He/She ensures coordination with local and regional IFRC teams and consortium members, notably through reporting and regular, effective and transparent communication, in accordance with the guiding principles of the Red Cross Movement.

Ensure the operation and strategic coordination of the consortium in Chad
Ensure the proper implementation and monitoring of the project: reporting, monitoring, evaluation and capitalization

Hierarchical links:
Works under the direct responsibility of the Head of Delegation
Functional links:
Works in conjunction with the head of sub-delegation in Bongor.
Works functionally with the PPP coordinator at the FIU headquarters
Works closely with the project manager ensuring the implementation of the PPP in Chad

Conditions of employment:
Type of status: expatriate
Type of contract: Fixed-term contract under French law/precariousness bonus paid at the end of the contract
Salary: salary range, according to the classification of the position on the CRf grid and according to the experience of the candidate
. end of year: equivalent to a 13th month pro-rata to the time spent
Per diem: daily per diem which varies depending on the country
Leave: 5 weeks of paid leave/year and 21 days of recovery – Plane ticket covered 100% by the CRf for home/mission travel for 6-month leave
Health coverage: CFE + Mutual MSH (100% covered) – 75% covered by the CRf
MedEvac/repatriation insurance: YES
Other insurance: provident insurance ( death-disability)

Diploma/Training:
Master 2 or equivalent in project cycle management and other field linked to the sectors of intervention
3 years of field experience in NGOs in project management or project coordination preferably in the areas of health, nutrition and/or management risks and disasters
Job requirements:
Solid experience in project management (planning, monitoring, evaluation, learning, reporting)
Coordination experience particularly in consortium management required ▪ Have very good interpersonal skills: ability to communicate clearly and effectively, to establish relationships with all levels, taking into account cultural and linguistic differences, be patient and diplomatic
Be able to carry out frequent travel and missions in the different project intervention sites in Chad
Very good writing skills and experience in project writing and reporting
SKILLS :
Have skills in representation and management of partnerships
Be dynamic, autonomous, versatile and flexible
Comfortable and flexible in institutional and external relations
Essential knowledge and proven experience within the Red Cross / Red Crescent movement
Knowledge of procedures and requirements donors in particular ECHO
