BACKGROUND
Norwegian Church Aid (NCA) is an ecumenical diaconal organisation for global justice which works to help the poorest and those in need, regardless of their creed, race, political or religious affiliation. NCA provides emergency assistance in disasters, work for long-term development in local communities and address the root causes of poverty, advocate for just decisions by public authorities, business and religious leaders.
NCA has been in Nigeria since 2017, delivering humanitarian assistance in conflict-affected areas. NCA works closely with its national partner organisations, an approach that fulfils its mandate to strengthen civil society.
SCOPE OF THE CONSULTANCY:
The overall objective of the consultancy is split into two parts, 1st Part to design the faecal sludge management (FSM) plant and the 2nd part the construction and commissioning of the FSM plant in Maidiguri. The primary focus is to process sludge generated from IDP households with the possibility to scale up to include host communities. An innovative approach of briquetting is proposed to create a sustainable, community-based faecal sludge chain management services that will contribute to improved public and environmental health, livelihood and living conditions of crisis-affected populations in NE Nigeria and specifically in Maidiguri. To ensure sustainability of the project, recognition of the briquette site production by the federal technical and administrative authorities and the acceptance by the communities need to be addressed as well as the definition of texts governing the briquettes production (e.g., a federal decree that institutes the management and the treatment of faecal sludge through an organization of actors emptying and authorizing the production of briquettes on the territory).
The specific objectives of the consultancy assignment are:
Part 1 – Detailed design
- Design a small-scale pilot faecal sludge management plant, with combined cow dung/saw dust for the production of briquettes to be utilized for cooking in households and also industries using coal and wood. The pilot would demonstrate a proof of concept that could be scaled up with additional funding.
- The primary target is the IDPs in Maidiguri, however, inclusion of the host community should also be considered particularly for scalability. The scale and capacity of the plant (number of households targeted/volume of sludge per day) should be in line with a small-scale pilot, but at the same time demonstrate the proof of concept and ability to replicate and scale the project.
Part 2 – Construction & decommissioning
- Construct and commission the pilot faecal sludge management plant as per design approved by NCA.
- Training of beneficiary groups (including volunteer IDPs selected according to criteria defined by NCA) in the operation and maintenance of the system. This project is community based and NCA will set up a community structure for the sustainable management of the facilities.
- Identify without exclusion the potential key stakeholders, define a collaboration guide between these different stakeholders with their respective roles.
- Determine with the federal authorities through BOSEPA, and in close collaboration with NCA, for the provision of a suitable site for the plant and the production of briquettes for the pilot project.
- Prepare a technical document that defines the manufacturing protocol, recommendations and scaling strategy by identifying the determinants (risk factors, limiting factors, potential, social and environmental impact etc.).
DELIVERABLES
The outputs should include:
Part 1 – Detailed design
- Workplan for the proposed pilot project
- Detailed design for all the elements necessary for the pilot plant. Including, but not limited to site plan, detailed drawing and costed bill of quantities, specification of any plant/ machinery, including electronic and A2 format version paper of the plans of the plant and briquette manufacturing site.
- Financial model (of a self-sustaining/viable project).
Part 2 – Construction & decommissioning
- Construction of the plant to the agreed scope of works, specification and bill of quantities including the submission of any required documentation.
- Commissioning of the plant, including submission of relevant documentation – in close collaboration with NCA
- Tenderers must meet the following criteria
· Proof of company registration to operate in Nigeria (Cooperate Affairs Commission, CAC)
· Authorization by BOSEPA and all relevant government agencies to carry out required works and services.
· Valid and functional company Tax Identification Number, TIN
· Presence in Maiduguri, Borno State.
· Experience in similar activities in the past preferably with I/NGOs
